7.0 Discussion Questions for Session 7
1)When and where was a war fought in South America over control of nitrate deposits?
2)Why are phosphates relevant to the Polisario struggle for independence from Morocco in the Western Sahara?
3) How has the issue over control of copper mines affected the governance of Chile and the Bougainville island push for independence from Papau New Guinea?
4) Aside from the Congo, where else has conflict over diamond resources had international overtones?
7.1 Nitrates and the War of the Pacific
Under his Dictionary of Wars 7.2 Phosphates
At http://inforplease.com/ipa/A0759052.html (accessed on 1 Jan. 2003), Infoplease.com lists the population of the proposed state of Western Sahara as 256,177, the area as 266,000 km2 and the exports as 62% phosphates. Other products are fruits and vegetables grown in the few oases and camels, sheep, and goats kept by nomads. Morocco as a whole, including the Western Sahara region it controls, exported the following number of kilotonnes (thousands of metric tonnes) of phosphate (P2O5) according to the web-based IFADATA BANK: Moroccan Phosphate Exports Date ktonne P2O5 Recent U.S. phosphate prices of c. three hundred Canadian dollars (c. $200 U.S.) per tonne give a rough idea of the per capita value of this level of production.

JAYAPURA, Irian Jaya (JP): After about one month under Irian Jaya police
custody, five proindependence leaders of the Papuan Presidium Council (PDP)
were moved from the Jayapura Police cell to the Abepura penitentiary on
Friday. They were transported in a car heavily guarded by police officers to the penitentiary, some 15 kilometers from Jayapura Police Headquarters. According to Syamsul Alam, the acting head of the Jayapura Prosecutors' Office, Theys Hiyo Eluay, Thaha Al Hamid, Rev. Herman Awom, Don Flassy and Jhon Mambor are now under the charge of the Prosecutors' Office, meaning that the legal process was developing. Theys, PDP chief, was arrested in November for allegedly provoking people in the province to rally to commemorate Papuan independence.

28th January , 2003 Optus is seeking further opportunities in New Zealand utilising its successful broadband satellite roll out in Australia. Optus already provides broadcasting, data and radio services to a number of New Zealand companies. Optus is looking to expand its reach and is part of a consortium that is participating in a tender for the New Zealand Government. Chris Hancock, Managing Director Optus Wholesale said, "There is a growing demand to deliver internet and data via satellite. With the use of VSAT services, Optus provides governments and businesses with access to high-speed internet and data services regardless of location." "Geography is a important factor in communication infrastructure, and in New Zealand's geography makes it an ideal place to use satellite communication services. Optus can help to satisfy remote regions communications needs such as internet access via its satellites," he said. "Optus is experienced in providing satellite services to remote locations - and last year, we received the Rural/Regional Telecommunications Award at the CommsWorld Telcom Awards for our superior rural satellite services.

    http://www.mtholyoke.edu/acad/intrel/smallarm.htm
RAYMOND F. BONNER, "International Business Is Booming for Small U.S. Arms Dealers," New York Times, June 6, 1998
The Solomon Islands, a tiny country in the Pacific with a population of 400,000, has no army and a police force of barely a thousand including traffic cops. But last summer the government purchased enough equipment to outfit a small combat unit including assault rifles, machine guns, helmets, boots and two small airplanes from a U.S. company. At the Pentagon and the U.S. Customs Service, officials expressed misgivings about the sale, fearing that the weapons and the gear were destined for rebels in nearby Papau, New Guinea. Others argued that it would be better for the Solomon Islands to invest in health and education. Australia and New Zealand also opposed the deal, believing it was irresponsible to be bringing more weapons into the region. But the State Department accepted that the arms were necessary for the police and issued the necessary licenses. Since then, a newly elected government in the Solomon Islands, suspicious about the motives for the arms deal, has launched an investigation and tried to cancel it. While the sale to the Solomon Islands is military peanuts only $3.4 million it offers a window into the workings of the small arms trade which has equipped terrorist organizations and civil wars from Afghanistan to Rwanda. Within the U.S. government, arguments that such sales might fuel an ethnic conflict, or go to a government with a poor human rights record, are routinely drowned out by arguments that the deal will be good for U.S. business and improve relations with other countries, U. S. officials say.

    STAFF WRITER
The Primate's World Relief and Development Fund has sent $25,000 to help a drought- and war-stricken Sudan.
That's in addition to the $25,000 it sent earlier this year.
"The needs are so great there," says Elsa Tesfay Musa, refugee/emergency relief co-ordinator for the primate's fund.
Millions of Sudanese are at risk of starving because of severe drought, the situation having been made worse by years of civil war. People have not been able to grow any food.
"We're talking about more than two million people suffering," Ms. Musa said. "Any donation will make it possible for people to get food and other assistance."
Relief funds will be used to buy food, plastic sheeting (for temporary shelter) and blankets for people displaced by the war.
The relief programs also include the purchase, transportation and distribution of seeds, agricultural tools, kitchen utensils and soap.
The money will also help establish a feeding centre which will be set up to provide nourishment for six months to about 1,000 children under five years old.
In another area of the world hit by a natural disaster, the fund has sent $10,000 in assistance to the victims of the 10-metre high tidal wave that struck Papua New Guinea in July.

Jerry Martin, director of the Lowell D. Holmes Museum of Anthropology, inspects an Asmat carving of ancestor figures. Martin will be heading to the Asmat region of Irian Jaya, Indonesia, later this month to begin an Asmat tribal art collection for the museum. Jerry Martin, director of the Lowell D. Holmes Museum of Anthropology, will leave later this month for a two-month expedition in the Asmat region of the Indonesian province of Irian Jaya. The province is the western half of the island of New Guinea, the second largest island in the world. It lies just below the equator, about 90 miles north of Australia. And despite those harsh, rugged conditions, Martin is relishing the opportunity made possible by a gift from WSU donors Barry and Paula Downing, who share his love for Asmat art. "It rarely happens that American (anthropology) museums collect from the field and start a major collection from the beginning where you can control the quality and you have the provenance of an item," says Martin. Provenance is the origin and history of an item. "Many collections donated to museums end up being wonderful pieces of art, but without that information they have little research value."

Background Information on Papua New Guinea
    Geography
Papua New Guinea (PNG) lies just south of the equator and to the north of Australia. It is the last of a string of islands spilling down from South-East Asia into the Pacific and could be said to form a transition zone between the two areas. PNG occupies the eastern end of the island of New Guinea. In addition, there is a collection of islands, some rather large, around the main island mass (The country comprises over 600 islands, but 85 per cent of its mass is mainland).
