TI Bribery Payers Index 2002 Sir Anthony's address to the 5th AGM Sir Anthony Siaguru, Chairman of the Board of directors of TI (PNG) prefaced his remarks at the 5th Annual General meeting with the caveat that his preoccupation with the work of TI might bias his views on the achievements and events of the past years. He proposed a brief review of the evolution of both the organization and the work of TI (PNG) since its inception on the 24th January 1997. Both of these programs were real successes, the Electoral Reform Project (ERP) resulted in the successful passage of a bill in August of 2001 to implement a system of preferential voting. The education project was endorsed by the Ministry of Education and is at present being distributed throughout the school system. The fact that TI Secretariat in Berlin has commended this project, distributed it worldwide and that it is being considered for use throughout the Pacific region is an endorsement of the work of our directors and staff. All of those involved are to be congratulated. In the period from March 2001 to the present a number of major milestones were achieved .Of particular note was the passage of two pieces of legislation which we believe will bring about a fairer and more representative democratic system for Papua New Guinea. Previous Experiences in the Purari Delta This article details the research into people in the Purari Delta in the Gulf province and how the 'outside' world is affecting their lives. The writer is Joshua Bell, a Ph.D Candidate in Anthropology at the Oxford University in England, and presents his experiences during his field research in the area. I BEGAN my field research in March 2001 and continued until November 2002. I was in PNG for a total of 19 months. I first came to PNG with Dr Robert Welsch (Dartmouth College) in August 2000 to assist him in research up in Aitape, West Sepik province on the social impact of the tsunami. Later after completing two months of research (which involved Wilfred Oltomo) in Aitape, Robert, Sebastian Haraha and I went to the Gulf province in October 2000. The purpose of this trip, as Sebastian has written about for the Museum Dekenai and Paradise Magazine, was to conduct a survey on the present state of art in the region. Robert is currently working on an exhibit about the Gulf, which both Sebastian and I are involved with and he wanted to see the area. The trip enabled me not only to see the Gulf, but to assess where would be a good place to conduct my fieldwork and which local communities were interested in hosting me. The focus of my research was investigating how people in the Purari Delta understand and talk about the histories of their interactions with the outside world over the last century, how their relationships with their material world and their construction of identity have shifted during this process.

Operations came to an unexpected halt when the Auster crashed in the Asaroka Gap due to bad weather. The pilot Harry Hartwig died on impact. Despite this tragedy, the faith and determination of the supporters of MAF overcame the setback to ensure the aviation service continued in PNG. As a result, the network of MAF bases and routes has expanded across PNG serving several hundred remote communities. Initially, MAF flights predominantly supported expatriate missionaries in Papua New Guinea. With subsequent nationalisation of their positions, the missionary population rightly decreased. MAF now serves those who continue that work, including pastors, teachers, community development workers and medical staff, as well as the wider community. MAF flies for churches, missions and Christian organisations at a subsidised rate. We also work alongside the church to further the gospel of Jesus Christ. In addition we maintain a Christian witness while supporting local communities, many of whom rely on our aircraft as their primary means of transport.
