BACK NEXT ALTERNATIVE D: EXPANDED RECREATION This alternative would continue the existing character of visitor use and experience, with a predominant emphasis on water-related recreation, and would expand day and overnight use facilities to accommodate greater visitor use. Lake zoning would be used to separate loud and high speed boating activities from activities such as sailing and fishing. PLAN GOALS AND ACTION PLAN Resource management would be similar to Alternative B, Minimum Requirements, with efforts aimed at meeting basic requirements for resource identification and protection and avoiding irretrievable losses to natural and cultural resources. Goal 1: Visitors to Whiskeytown Lake enjoy a wide range of water-based and water-related activities, including boating, fishing, water fowl hunting, swimming, camping, and picnicking. This alternative would add to the capacity of the area to sustain use by developing a major new day and overnight use area and expanding the capacity of the Oak Bottom area. More highly developed and specialized facilities and services, both NPS and concession, would also be included in this alternative. Action Plan: • Maintain existing water-related facilities and services. Lifeguard services would be retained and expanded as needed.

Dear Sir/Madam:
My name is Philip S. Morgan, and like tens of thousands of other people I enjoy hang gliding as a hobby. I have learned of recent regulations addressing non-discrimination in the Health Insurance Portability and Accountability Act (HIPAA). Please enter my comments into the public record for this rulemaking.
I understand that Congress originally intended that no employer nor group health insurer could exclude my participation in group health insurance based on my participation in legal recreational activities like hang gliding. I applaud that intent and support that aspect of the new regulations.
However, the new rules would also allow an employer or group health insurer to deny medical coverage for injuries I may receive while hang gliding, or participating in many other legal recreational activities. I am adamantly opposed to this provision. This regulation could place an unimaginable burden on my family and me. The rule also legitimizes discrimination against me based on those legal recreational activities I choose to pursue as a hobby. This is wrong!

Its central location makes Ilsenburg ideal as a base for exploratory tours to towns such as Goslar, Wernigerode and historic Quedlinburg . The wide range of recreational facilities at hand makes it possible to plan a varied and active holiday. This includes a network of paths and trails around the Brocken massif totalling around 350 km in length. A unique natural landscape has been conserved here; with a little luck the walker may encounter fire salamander, wood grouse and, possibly, even the occasional racoon. As well as walking and trekking, there is mountain-biking, riding and paragliding. The construction of a new leisure complex (go-carting, skating etc.) to be completed in 2002 will also supplement what the area has to offer the active visitor.

he Lower Mainland, located on the southwest coast of B.C. is comprised of the Fraser Valley and the surrounding Coastal Mountains and is home to Vancouver, the largest city in B.C.
Due to moist south westerlies, the coastal mountains, which range in height from between 2500 to 4,000 ft, are covered by a dense evergreen forest. This, along with the occasional rugged mountain peak jutting up above the tree line and continuing down to the beautiful coastal waters, makes this area some of the most attractive in North America. The area offers many tourist and recreational attractions ranging from everything that a large city has to offer, to an incredible scenic wilderness which host many forms of outdoor recreational activities. These range from yachting and boating, canoeing, mountaineering and rock climbing to world class skiing resorts, white water rafting and hiking trails leading up to 7000 ft alpine plateaus.
The Lower Mainland is also home to British Columbia's largest hang gliding and paragliding fraternity, the " West Coast Soaring Club ". The moist air in winter usually means that access to the mountain launches is restricted due to snow, but come spring, when cloud base rises to around 6000 ft, you will find pilots enjoying flights with breathtaking scenery in solid thermals along the entire length of the scenic Fraser Valley from Grouse Mt. to Bridal Falls. By mid summer the air tends to have stabilized somewhat, which is the time to home your scratching skills, with rewarding flights for those that have.
