New York, September 27, 2001—
After a barrage of criticism from the local media and civil society, the Paraguayan government repealed a controversial new access to information law that restricted the ability of journalists to obtain public records.

). The law ostensibly codified Article 28 of the Paraguayan Constitution, which states that public sources of information "are free to all."
In fact, Law 1728 made it extremely difficult for journalists to obtain any public records and left a dangerous amount of discretion in the hands of the president and other officials. Paraguayan journalists also argued that public officials could take advantage of the law to hinder or delay newspaper investigations into corruption, and that the complicated bureaucratic procedures provided for obtaining official information hampered the media's ability to report news.
With Law 1728 now repealed, parliament is considering new legislation to address the issue of access to information. The pending bill, drafted in collaboration with the local Paraguayan Press Union (Sindicato de Periodistas del Paraguay) and other civil society groups, would shorten the waiting period to access public information and require that all information be granted free of charge.

The vast majority of inhabitants are native Paraguayans, who are almost all mestizo (a mixture of Spanish and Indian). About 300,000 Brazilians, many of them small farmers, arrived in eastern Paraguay in the 1970s, because land in Paraguay was cheaper than in Brazil.     GOVERNMENT AND POLITICAL CONDITIONS
    Paraguay's highly centralized government was fundamentally changed by the 1992 constitution, which provides for a division of powers. The president, popularly elected for a 5-year term, appoints a cabinet. The next presidential elections are scheduled for 2003. The bicameral Congress consists of an 80-member Chamber of Deputies and a 45-member Senate, elected concurrently with the president through a proportional representation system. Deputies are elected by department and senators nationwide. Paraguay's highest court is the Supreme Court. The Senate and the president select its nine members on the basis of recommendations from a constitutionally created Magistrates Council. Each of Paraguay's 17 departments is headed by a popularly elected governor.

    Paraguay is governed under a 1992 constitution that gives much power to the president but limits each holder of the office to one term. A. Executive The head of state and chief executive official of Paraguay is a president, who is elected to a single five-year term by a simple majority vote of the electorate. A vice president is elected concurrently under the same conditions. The president is assisted by a council of ministers and is advised by a council of state. B. Legislature Paraguay's bicameral national legislature is made up of a 45-member senate and an 80-member chamber of deputies. The political party receiving the most votes in legislative elections receives two-thirds of the seats in each chamber, and the remaining third is divided proportionally among the other contending parties.
