Reuters ASUNCION, Paraguay—Police fired rubber bullets and tear gas at hundreds of protesters blocking major highways in Paraguay on Tuesday, as calls grew for the
unpopular president to resign one day after deadly riots. At least four people were injured when police dispersed protesters angry over a grueling recession in this nation of 5 million people. But the violence paled in
comparison to Monday's clashes, when two protesters were killed and 239 arrested. Thousands of rifle-toting police patrolled the mostly quiet streets of the capital Asuncion, where many stayed home from work after the government declared a state
of emergency on Monday to halt chaotic protests. Police warned they would use force if necessary to clear roadblocks across the landlocked South American nation by protesters demanding the resignation of
President Luis Gonzalez Macchi, besieged by economic slump and soaring unemployment.

    Paraguay is governed under the 1992 constitution. The president, popularly elected, serves a five-year term and cannot be reelected. The legislature has two houses, a 45-member senate and an 80-member chamber of deputies. The two main parties, both conservative, are the Colorado party, which has governed since 1948, and the Authentic Radical Liberal party. Other groups include the National Encounter party, the Febreista Revolutionary party, the Christian Democratic party, and the outlawed Communist party.     Government: Politics: International Relations: Traditionally dominated by dependence on Argentina to ensure access to the port of Buenos Aires. Stroessner changed course of Paraguayan foreign policy and built close relations with Brazil. Although ties not as close since onset of democratization in Brazil in mid-1980s, massive scale of Brazilian investment in Paraguay precludes significant change in relations. Relations with United States strained since early 1980s because of United States concerns over Paraguayan corruption, narcotics trafficking, and human rights abuses. International Agreements and Memberships: Party to InterAmerican Treaty of Reciprocal Assistance (Rio Treaty) and Treaty for the Prohibition of Nuclear Weapons in Latin America (Tlatelolco Treaty).     Presidential offices at the Government Palace, Asunción ON FEBRUARY 14, 1988, General Alfredo Stroessner Mattiauda was elected for his eighth consecutive term as president of the Republic of Paraguay. Stroessner, the candidate of the National Republican Association-Colorado Party (Asociación Nacional Republicana-Partido Colorado), officially won 88.7 percent of the vote. At the time of the election, the president was seventy-five and in his thirty-fourth year of rule. He had held power longer than any other Paraguayan and was five years ahead of Cuba's Fidel Castro Ruz for longevity in office in the hemisphere. Among contemporary international leaders, only Kim Il Sung of the Democratic People's Republic of Korea (North Korea) and Todor Zhivkov of Bulgaria had been in power longer. When Stroessner first took office in August 1954, Juan Domingo Perón was president of Argentina, Getulio Dornelles Vargas was president of Brazil, and Dwight D. Eisenhower was president of the United States. Stroessner's enduring power was based on the twin pillars of the armed forces and the Colorado Party. The formerfrom which he emerged and in which he maintained positions as commander in chief of the armed forces and commander in chief of the armyprovided the institutional base for order and stability. The latter, of which he wrested control in the mid-1950s, furnished the links with large sectors of society, provided for mobilization and support, and allowed him to legitimate his rule through periodic elections. The overall system, based on these two institutional pillars, functioned through a combination of coercion and cooptation involving a relatively small sector of the population in the slightly industrialized and partly modernized country.

    By Staff, Solid Software Pty Ltd President Chen Shui-bian on June 1 promised to help promote Paraguay's agriculture and infrastructure projects through annual ministerial meetings between the two countries' cabinet members, saying Paraguay should be the gateway for Taiwan to enter the Southern Cone Common Market (MERCOSUR). To further implement economic and trade cooperation, Taiwan's Ministry of Foreign Affairs (MOFA) decided to take over ownership of Paraguay's Eastern City Industrial Park, which is the country's largest industrial complex, to help coordinate Paraguay's major enterprises and protect the investing rights of Taiwanese businessmen. The president and his delegation on June 1 continued their visit in Paraguay with the two leaders reaching a consensus to create a number of new mechanisms to help Paraguay eliminate its impoverished conditions.     History and Government
    History: mestizo (mixed European-Indian) elite and the Catholic Church, which busily proselytised among the Indian tribes. Throughout the 17th and 18th century, the economic fortunes of Paraguay declined through neglect and the depredations of the widely unpopular encomienda system of land distribution, which was tantamount to slavery for most workers. Troops sent from Buenos Aires, to put down a series of uprising at the turn of the 19th century, were pushed back and, with the Spanish empire throughout the continent now in a state of terminal decline, the Paraguayans realised that independence was theirs for the taking. It was declared in May 1811.
    Since then, the country has been governed mainly by dictatorships and has endured a number of costly wars against neighbouring countries. Of particular importance was the 1865 conflict against Uruguay, Brazil and Argentina, as a result of which Paraguay lost much of its territory and roughly half of its population. Since the 1940s, Paraguay has been under military rule for most of the time, interspersed with periods of crisis and internal conflict. A period of intense instability in the late 1940s and early 1950s was brought to an end in 1954, with a military coup by the Commander-in-Chief of the armed forces, General Alfredo Stroessner.
