Paraguay Index Constitutional Background
The 1992 Constitution of the Republic of Paraguay replaces the 1967 Constitution which provided for strong presidential powers. The new constitution proclaims "representative, participatory, pluralistic republican democracy" as the form of government ( Preamble Editor's Note
Since July 2000, the ICL edition is based on an updated translation provided by Anja Schoeller-Schletter Translator's Note
The translation for the ICL edition is based on the facsimile version of the constitution signed and promulgated on the 20th of June 1992, taking into account the list of corrections ( Fe de Erratas ) elaborated by a commission of the Constitutional Assembly and signed by the board of the Constitutional Assembly. The facsimile versions of both, National Constitution and Fe de Erratas, are published in Peter Heller (Constitutions of the Countries of the World, edited by A. Blaustein, G. Flanz, Vol. XIV, New York, Status 1995), which is based on a different publication of the Constitution, served as reference.
In order to facilitate an overview the English text is accompanied by a table of contents . Not being part of the promulgated constitution, the table of contents clings to the constitutional text as to the wording of the titles and the division in chapters. [

Thu Jun 6, 6:39 AM ET IPS Correspondents, Inter Press Service ASUNCION, Jun 5 (IPS) The Central Nacional de Trabajadores (CNT), the country's main trade union, announced the strike to demand changes in the government's economic policy and the revocation of the law on privatization. ''We are calling on all citizens to support this measure, in order to rectify the direction our country is taking, reject the prescriptions of the International Monetary Fund ( news web sites ) (IMF) and World Bank ( news web sites ), and defend our sovereignty,'' said CNT president Eduardo Ojeda. The Chamber of Deputies voted May 23 in favor of abolishing the law, which civil society organizations are now trying to pressure the Senate to overturn. The president called an emergency cabinet meeting to study the situation. A few hours later, he announced on television that he had decided to indefinitely postpone the sale of Copaco, scheduled for Jun 14, in order to ''calm things down.'' Meanwhile, the president of the governing Colorado Party, Nicanor Duarte, said the privatization of Copaco ''is a process that has failed, and if a process fails, then those who have organized it must resign or leave.

Government
Paraguay is governed under the 1992 constitution. The president, popularly elected, serves a five-year term and cannot be reelected. The legislature has two houses, a 45-member senate and an 80-member chamber of deputies. The two main parties, both conservative, are the Colorado party, which has governed since 1948, and the Authentic Radical Liberal party. Other groups include the National Encounter party, the Febreista Revolutionary party, the Christian Democratic party, and the outlawed Communist party. Sections in this article:

Paraguay's Caceres (C) celebrates after scoring the first goal Tokyo, JAPAN, June 28 (Reuters) - Paraguay defeated Yugoslavia 2-0 in the opening game of the three-nation Kirin Cup on Thursday, Juan Daniel Caceres and substitute Virgilio Ferreira scoring the goals at Tokyo's National Stadium. The South Americans took the lead against the run of play in the 39th minute, Caceres reacting quickly to poke in the loose ball after Yugoslav goalkeeper Ivica Kralj had spilled a deflected cross from Francisco Esteche. Yugoslavia were unlucky not to go ahead in the 20th minute when Igor Bogdanovic's close-range effort forced a reflex save from Jose Luis Chilavert, and striker Petar Divic immediately flashed an overhead kick inches wide. Although both teams fielded experimental line-ups and used the opportunity to make a number of substitutions, Paraguay played with greater composure, and could have scored at least twice before Ferreira settled the match in the 83rd minute. Substitute Nelson Cuevas brought two excellent saves from Sasa Stevanovic, who replaced the unfortunate Kralj at the break, as Paraguay repeatedly caught Yugoslavia on the counter.

History and Government
History: The recorded history of Paraguay starts from the first encounters between European explorers and the Guarani tribes populating the upper reaches of what are now the Parana and Paraguay rivers. These took place in the early 16th century; the European first settlement, established in 1537, later became the Paraguayan capital Asuncion. During the rest of the century, Asuncion was a key staging post for Spanish conquests of the south-central part of the continent - present day Bolivia, Paraguay and parts of Argentina. The territory of Paraguay was then governed as a subsidiary of the Vice-royalty of Peru, and later of Buenos Aires. Remote and far from the main decision-making centres, Paraguay was largely neglected by the Spanish colonial authorities, who noted only the poor tax return and lack of resources. The territory was largely left to the devices of the mestizo (mixed European-Indian) elite and the catholic Church, which busily proselytised among the Indian tribes. Throughout the 17th and 18th century, the economic fortunes of Paraguay declined through neglect and the depredations of the hated 'encomienda' system of land distribution (which was tantamount to slavery for most). Troops sent from Buenos Aires to put down a series of uprising at the turn of the 19th century were pushed back, and with the Spanish empire throughout the continent now in a state of terminal decline, the Paraguayans realised that independence was theirs for the taking. It was declared in May 1811.

Released by the Bureau of Democracy, Human Rights, and Labor
The Constitution provides for freedom of religion, and the Government generally respects this right in practice. There was no change in the status of respect for religious freedom during the period covered by this report, and government policy continued to contribute to the generally free practice of religion. The generally amicable relationship among religions in society contributed to religious freedom. The U.S. Government discusses religious freedom issues with the Government in the context of its overall dialog and policy of promoting human rights. Section I. Religious Demography The country has a total area of 158,886 square miles, and its population is approximately 5,586,000 persons (2000 estimate). An estimated 90 percent of the population are Roman Catholic. There are active Catholic, mainline Protestant, evangelical Christian, Jewish (both Orthodox and Reform congregations), Church of Jesus Christ of Latter-Day Saints (Mormon), Muslim, and Baha’i communities in the country. There also are sizable Mennonite communities, whose members originally came to the country to escape religious persecution. These refugees immigrated in several waves between 1880 and 1950.
