Preparations for 2004 Paralympics Off to a Good Start
The preparations for the Paralympic Games 2004 in Athens are well underway. This is the result of the first visit of the Liaison Committee of the International Paralympic Committee (IPC) to the Organizing Committee for the Olympic Games Athens 2004 (ATHOC), which was concluded today. The Paralympic Games, which are the equivalent to the Olympic Games for athletes with a disability, will take place shortly after the Olympic Games, using the same sporting facilities. Around 8,000 participants (including athletes and officials) from more than 120 countries will be involved in 18 sports, 14 of which are Olympic sports. Athens 2004 will be the first Paralympic Summer Games with an integrated Organizing Committee for both Olympic and Paralympic Games. ATHOC assured the IPC that the Paralympics will receive the same attention as the Olympic Games and that athletes will be delivered the same level of services. “We are very committed to the Paralympics and it is our goal to deliver the best Games ever,” said Mr. I. Spanudakis, Managing Director of ATHOC. Despite the fact that the host city contract between the IPC and ATHOC was only signed in April 2001, the Liaison Committee was positively surprised by the progress the Organizing Committee has made.

Each Paralympic sport is an elite competition for athletes with a physical, visual or intellectual disability. A variety of different classifications exist for these disabilities and across each sport. The sports on the 2000 Paralympic Games programme were determined by the International Paralympic Committee (IPC) at the Atlanta 1996 Paralympic Games. There are 18 medal sports on the Sydney programme. There are no demonstration sports. Two new sports been added for these Games - sailing and wheelchair rugby . Both were demonstration sports in Atlanta four years ago. Intellectually disabled basketball is also making its debut. AP SACRAMENTO, Calif. (AP) From a Paralympic champion to an Olympic qualifier. Marla Runyan completed her heroic odyssey Sunday, overcoming blindness and a serious leg injury to make the U.S. team for the Sydney Games. Runyan, legally blind since childhood, finished third in the women's 1,500 meters to join Regina Jacobs and Suzy Favor-Hamilton on the Olympic team. She raised her arms in triumph after crossing the finish line, and leaped in the air. "It's very awesome," Runyan said. "I think my vision is just a circumstance that happened and I don't look at it as a barrier. I never said I want to be the first legally blind runner to make the Olympics. I just wanted to be an Olympian."

The Paralympic Games: The Second Largest Sporting Event in the World and a Growing Force in the Olympic Movement Started in 1960, the Paralympics Games have become a vital part of the Olympic movement. Meaning "Parallel Olympics", the Paralympics are recognized by the International Olympic Committee and are Olympic equivalent competitions for individuals with disabilities. The Paralympic Games offer a multi-sport, multi-disability competition for elite, world-class wheelchair, amputee, cerebral palsy and blind/visually-impaired athletes. The Olympic host country holds the Paralympic Games two weeks following the Olympics, utilizing the same city venue. Only the highest achieving athletes in each sport can qualify for the Paralympics. The 2000 Sydney Paralympics hosted 3,912 athletes, 250 from the U.S., who won 109 medals. The U.S. took third place in the medal count behind Australia (149) and Great Britain (131). www.paralympic.org

Wheelchair sports was the trailblazer, gradually expanding through the 1940s and 1950s. The NSW Wheelchair Sports Association was formed in 1960 and today boasts 700 members, with just more than 40 members who competed at the Sydney Paralympics.

What is U.S. Paralympics?
U.S. Paralympics serves as the Paralympic Division of the United States Olympic Committee (USOC). U.S. Paralympics also exists as its own 501-C-3 entity. The general role of U.S. Paralympics is enhancing Paralympic programming in the USA.
Mission
U.S. Paralympics has two missions: To be the world leader in the Paralympic movement by developing comprehensive and sustainable elite programs integrated into Olympic NGBs. To utilize our Olympic and Paralympic platform to promote excellence in the lives of persons with disabilities.

Paralympic Competition
Paralympic competition refers to sports offered for athletes with physical disabilities, vision loss, and cognitive disabilities. The most important competitions are the quadrennial summer and winter Paralympic Games held in the same years as the Olympic Games; however, Paralympic competition also includes the local, national, and international events which lead to participation in the Paralympic Games. This page focuses on the governance of Paralympic competition, both internationally and within the United States. Several organizations will be mentioned in this discussion. International and USA Sport Governance Organizations
There are four major "players" in the governance of sports for USA athletes in the Paralympic movement, namely the the International Paralympic Committee (IPC), International Olympic Committee (IOC), United States Olympic Committee (USOC), and United States Paralympics. A brief overview of these organizations is provided in the following figure. Role of the International Paralympic Committee (IPC) . The IPC has the primary leadership role in the governance of Paralympic sports. The focus of IPC efforts is the conduct of the quadrennial summer and winter Paralympic Games; however, the IPC also conducts or sanctions other international multi-disability competitions including world and regional championships. The IPC sports committees establish the rules of each sport, athlete classification criteria and procedures, and classifier training and authorization procedures. In addition, the IPC is involved in the promotion of Paralympic sport worldwide and the education of coaches and officials.

Athens is set to feel the knock-on effect of the overwhelming success of the Sydney Paralympics , with more athletes than ever targeting a place at the 2004 Games An unprecedented 4,000-plus competitors are set to descend on the Greek capital for the event that follows hot on the heels of the Summer Games. End to participation fees With the historic decision to scrap charges to athletes to compete, Athens faces a costly challenge to upgrade facilities and provide access to the largest ever Paralympic field. Equality of opportunity requires equality of access, the Athens organisers (ATHOC) admit and initial blueprints, presented to the International Paralympic Committee (IPC) in July 2001, show they are prepared to start from scratch in order to ensure easy access throughout the city for the athletes. "The very meaning of the Paralympics - a term derived from parallel-Olympics - is to adapt the rules of Olympic sports with as few changes as possible," ATHOC says. "A number of difficult interventions in the city's busy centre, including the widening of many pavements, have been approved. The long term legacy for the city is worth the money and effort," says ATHOC Paralympics manager Aristotelis Kallipolitis.

Completing the picture, an Olympic flame arcs from point to point, igniting the determination that creates win ners. "Starfire" is an apt symbol for the 3,500 disabled athletes representing 127 countries. Come Aug. 15, champion swimmers will compete at Georgia Tech's Aquatic Center, while other events will pepper Atlanta, the first U.S. city to host the Paralympic Games. Launched in 1948 at England's Stoke-Mandeville Hospital to coincide with the London-based Olympic Games, the Paralympics got off to a rocky start until 1960 in Rome, when it became an official quadrennial event. Since then, it's grown from 23 countries t o 127 and from limited wheelchair sports to 17. They include track and field, basketball, cycling, swimming, weightlifting, tennis, fencing, rowing and judo. These athletes perform a balancing act, trying to keep their lives in sync. Despite daily workouts and training practice that eat up large chunks of each day with virtually no leisure time they still find time to work. That means extremely long days. Unf ortunately, family life suffers when you commit yourself to becoming a world-class athlete. Among the Paralympics champions who will compete in Atlanta's 1996 Games are Trischa Zorn, elementary school teacher and swimmer with 10 Barcelona gold medals; Scot Hollonbeck, Coca-Cola Olympic sports marketing coordinator and gold-medal wheelchair racer in the 4 x 400-meter and 800-meter events; and Linda Mastandrea, attorney/advocate for the disabled and national track-and-field champion, voted U.S. Cerebral Palsy Athletic Association "Athlete of the Year" in '93 and '95.
