Barnett Victor Rodriguez photograph by Jana Birchum The office that Victor Rodriguez occupied until this week is housed on the fifth floor of the Price Daniel Building, a squat, nondescript structure just west of the sprawling Capitol complex. The small room where Rodriguez, chairman of the Texas Board of Pardons and Paroles, worked is as Spartan and undistinguished as the building in which it sits. The walls lack any benefit of interior decoration, and the scenery a stolid view of parking lots and buildings west of Lavaca Street is less inspiring than enervating. The only decoration that adorns the room is a small, framed, black-and-white photo of Rodriguez's police academy training class, a memento almost a quarter-century old. An 18-year-old Rodriguez is barely recognizable in the back row. The 42-year-old chairman has always felt more comfortable in a policeman's uniform than in a bureaucrat's suit and tie. After four years at the helm of a parole board that has been tossed about by controversy for the latter part of the decade, Rodriguez has accepted a job as police chief in Harlingen, a border town about half the size of his hometown of Brownsville. At $72,000 a year, the job will mean a pay cut for Rodriguez, who makes $77,500 as parole board chair; more significantly, it will also mean cutting short his six-year board appointment, which would have ended in 2001. To Rodriguez, however, it's an opportune time for the move. The Harlingen Police Department has been battered by controversy since a police officer's son shot and killed two border patrol agents with a gun taken from the department, causing a scandal which led the former police chief, Jim Schoepner, to step down in January amid accusations of mismanagement and corruption. "They need to move forward on a variety of issues," says Rodriguez, who will be the first Hispanic ever to lead the department. "That's going to be my task; to basically take it from a point where they're spinning to perhaps a point where they start grabbing some traction, and then to move them forward again."
