(610) 782-3933 Fax (610) 770-6754 The Lehigh County Adult Probation and Parole Department, as a mission, seeks to aid in the reduction of crime in the community through field-based supervision, treatment and rehabilitation of the offender, thus protecting the public from recurring criminal and anti-social behavior. In addition, the department assists the Court in sentencing through the completion of pre-sentence investigations on offenders as directed. Special services and intensive supervision are provided to those offenders, who have a history of substance use and abuse, and to those where mental health disorders or mental retardation are evident. In 1996, Restorative Justice was introduced as an innovative, philosophical approach to supervision. This new paradigm, stressing the development of competencies and accountability within clients, has led to the introduction of new, educational programming for those under the department's supervision. Included in these on-site classroom presentations are Adult Literacy, Alcohol Highway Safety, Finance Health Issues, Job Readiness Training, Retail Theft Rehabilitation, and Substance Abuse Education. Other services offered by the department include the Community Work Service Project, Electronic Monitoring, and the Restitution Enhancement Program. In a continuing effort to upgrade and enhance departmental programming, several new initiatives are being developed, to include Victim/Offender Mediation, Child Abuse Prevention, and Domestic Violence Prevention.

Return to the main page Previous document Next document 08-415 Corrections Services - Adult Probation and Parole The mission of Adult Probation and Parole (organizationally expressed as the Division of Probation and Parole) is to protect public safety by providing for the investigation and supervision of adjudicated adult offenders through the enforcement of legal statutes and the provision of community-based programs that are designed to facilitate offenders' adjustment and reintegration into society. The goals of the Division of Probation and Parole are:
  • Ensure public safety and confidence in community sanctions. Manage the Division of Probation and Parole programs effectively, efficiently, and professionally.
  • The Division of Probation and Parole functions as a "community services" division and consists of a headquarters office in Baton Rouge and 20 district offices strategically located throughout the state. The division protects public safety by investigating adjudicated adult offenders for the courts and other decision makers; supervising those who are placed on probation, parole (regular and good time), or work release; and enforcing the conditions attached to their presence in the community. As of July 14, 1998, there were 52,356 offenders under the supervision of the Division of Probation and Parole. Of these, 32,461 were on probation and 19,895 were on parole. Forty percent (40%) of the total offenders under supervision had been sentenced for drug-related offenses. In 1992 the Division of Probation and Parole assumed responsibility for monitoring community rehabilitation center contracts as well as inmates assigned to those contract work release facilities. These facilities are nonsecure, community-based residential facilities that have generally been utilized as a reintegration resource. They also provide an alternative to incarceration for parole technical violators. Of the seven work release facilities monitored by the Probation and Parole Division, three are contracted to private providers and four are operated through a cooperative endeavor agreement with the local sheriff's office.

    ADULT PROBATION Court­ordered supervision of individuals over 17 years of age on probation or parole is a major function of this department. Some 8,000 individuals are under supervision on probation, parole and intermediate punishment. Supervision visits are made in the home and the community for all County resident offenders. Probation/parole officers assess offenders' needs and risk to the community, set the level of supervision, and recommend appropriate placement in either psychiatric, drug or alcohol or sexual offender counseling. Probation officers also prepare pre­sentence investigations for the Court on defendants awaiting sentence. These reports are biographical in nature, covering prior criminal record, family history, educational and employment history, as well as any prior treatment for addiction.     Kernersville -Bright blue skies topped off the well-attended dedication ceremonies for the new Third Judicial Division offices Oct. 24. Division Chief Roselyn Powell welcomed the guests to the new building located one mile from two interstate highways. "We are abundantly proud of being well positioned to deliver quick services," Powell said. The location is convenient to the division's 592 employees, half of whom are from Forsyth County. Powell praised those employees saying, "I am fortunate to have the privilege of working with quality individuals who possess the highest standards and respect for the department's mission." Deputy Secretary Rip Ryon said he was glad to see state financial resources used for such worthwhile purposes as building this new probation office building. He said his office was working hard to provide probation and parole offices with the tools they needed to do their jobs. Keynote speaker, Secretary Franklin Freeman, praised Powell and her employees saying, "Fortunately, for the citizens of this state, this probation and parole division has an abundance of first class, dedicated and smart employees who do an outstanding job." Freeman recognized Powell's recent appointment as chairman of the governing board for Summit House and John Parks' work with implementing the School Partnership Program in the Third Division.

    One in 32 Adult Residents Incarcerated or Under Community Supervision WASHINGTON, D.C. – The adult U.S. correctional population reached a record of almost 6.6 million men and women at the end of 2001, the Justice Department's Bureau of Justice Statistics (BJS) announced today. This was an increase of 147,700 people from December 31, 2000. At the end of last year about 3.1 percent of the nation's adult population, or 1 in every 32 adult residents, were on probation or parole or were held in a prison or jail. The adult probation population grew 2.8 percent during 2001, an increase of 106,542 probationers. The nation's parole population grew by 1.0 percent in 2001, or by 7,249 men and women. Adults under federal, state or local correctional authority in the community, on probation or parole, or incarcerated in jail or prison in 1990, 1995, 2000 and 2001: Total Pop.

    Division of Rehabilitative Services Contact Information Report of the Special Legislative Commission to Study an Enhanced Role for Probation and Parole (dated 1/15/2002) is now available for download in Adobe Acrobat Reader (PDF) format. The Division of Rehabilitative Services is committed to the meaningful reintegration of offenders into the community. Program areas within this Division can be categorized into two distinct sections: institutional or community corrections. Institutional corrections includes programming offered to the offender during incarceration, such as health services, education, substance abuse counseling and sex offender treatment. Community corrections refers to units such as Probation and Parole, Community Confinement, Furlough and Victim Services. A more complete description of each unit is provided below.

    HB 3406 did pass the 2001 Oregon Legislature and accomplish the muchneeded fix for our AFSCME-represented adult parole and probation officers statewide.

    While it was a touch-and-go and very frustrating issue throughout the session, HB 3406 did pass the 2001 Oregon Legislature and accomplish the much-needed "fix" for our AFSCME-represented adult parole and probation officers statewide.
    As many of you have become aware, there was a drafting error almost 20 years ago in the original bill that established the Community Corrections Act. This drafting error placed the retirement benefits (already earned) of our adult parole and probation officers in question and at risk. This entire
    issue came as a result of an innocent inquiry by a parole officer outside of the Portland area who was preparing to retire, and the subsequent opinion by the Attorney General's office found the drafting error.
    As we ("we" being PERS, the AG's office, our attorney Greg Hartman and AFSCME, along with OPEU and FOPPO) began looking into the needed corrections, we found not only a myriad of conflicting suggestions and countermanding directives, but also supportive legal decisions. What escaped all of these folks at the time of the original bills was the need to amend the Oregon Revised Statutes - i.e., the PERS law and definitions.
    By this time, the deadlines for filing new bills had long passed. Our only choice was to "gut-and-stuff" an existing bill that had a similar issue. HB 3406 was an unrelated bill with no relationship other than to provide a "vehicle" in which to make the drastic changes needed. State Rep. Richard Devlin (D-Tualatin) met with OPEU's Rich Peppers and myself to discuss the fact that we were going to virtually "kill" his existing bill and amend it to correct this problem. He graciously agreed to allow us to use his bill for this purpose. In fact, after consultation with Hartman he had amendments drafted to accomplish our goals.

    However, Thursday (May 31) I left a meeting with the counties, the Speaker of the House's office and Rep. Carl Wilson (R-Grants Pass), the chair of the committee hearing the bill. I think we may have a deal again. Below is the language that we tentatively agreed to; you can look through it for yourself.
    The county representatives will take this packge to their lawyers and their board soon, perhaps as soon as June 1. You need to call your county supervisors and/or commissioners. Ask them to call Bob Cantine, the lobbyist for the Association of Oregon Counties (AOC) and tell him to agree and MAKE THIS DEAL. We are running out of time at this session!
    Language in the - 2 amendments to ORS 238.005 - HB 3406 - (f) Parole and Probation officers employed by the Department of Corrections, (and) parole and probation officers who are transferred to county employment under ORS 423.549 and adult parole and probation officers, as defined in ORS 181.610, who are classified for the purposes of this chapter by the county governing body or by another public body with authority to make that classification. If a county or other public body classifies adult parole and probation officers for the purposes of this chapter, and the employees so classified are represented by a labor organization, the county or other public body may not reclassify any such position without the a mutual agreement through negotiations with the labor organization that represents the employees.
    Section 2. The amendments to ORS 238.005 by section 1 of this 2001 Act apply to all service by an adult parole and probation officer that is performed on and after the date that the adult parole and probation officer is classified for the purposes of ORS chapter 238 by the county governing body or other public body with authority to make that classification, whether that classification occurs before, on or after the effective date of this 2001 Act.

    STATE AUDITOR RALPH CAMPBELL, JR. RELEASES REPORT ON THE DIVISION OF ADULT PROBATION AND PAROLE The Division of Adult Probation and Parole (DAPP), one of the three divisions within the Department of Correction, was organized in 1972 by authority of the Executive Reorganization Act of 1971. The General Statutes establishing the Department of Correction direct the Secretary to provide for the general safety of North Carolina citizens by operating and maintaining prisons, supervising probationers and parolees, and providing certain rehabilitative and educational programs to individuals supervised by the Department. North Carolina enacted its first probation laws in 1919, and established the Probation Commission in 1937. The Post-Release Supervision and Parole Commission, as it is now known, works closely with DAPP in supervision of parolees. A performance audit was conducted as mandated by the 1997 General Assembly in Senate Bill 352, Section 19.13. The objectives were to:

    Adult Probation
    Probation is a court order that authorizes the offender to remain at large in the community subject to conditions prescribed in a probation order. When an offender is placed on probation, the court decides what conditions should be placed on the offender's freedoms. A variety of conditions are usually attached to the probation order and can include a curfew, require supervision by a responsible citizen that knows the offender, and normally includes regular check-in times with a probation officer. Probation Officers are responsible for checking to ensure that the conditions placed on the offender are met in order to ensure the safety of the offender and the public.
