NEWS FROM: Parole and Probation 99-181 Parole and Probation Hosts Sex Offender Training Law Enforcement, Therapists Learn Effective Supervision Techniques The Nevada Division of Parole and Probation this week is hosting a three-day seminar on Identification, Profiling and Supervision of the Sex Offender. The course, held at the University of Reno Medical School, is designed to improve overall public safety by enhancing the skills of the professionals who work directly with these offenders. Topics covered include Offender Risk Assessments, Offender Profiles, Relapse Prevention, Supervision Techniques and how to conduct searches of a sex offender's residence. The course is co-sponsored by the national Center For Sex Offender Management. The instructor is Gary Lowe, L.C.S.W., who is a nationally-recognized lecturer on the topic and who supervised adult and juvenile sex offenders for more than 30 years with the California Adult Authority. INTRODUCTION This classification provides supervision and investigation to adult offenders placed under supervision by releasing authorities of county, state and/or federal court system, Board of Parole, etc.; notify releasing authority when violations occur. Parole Officers will 1) provide incentive and opportunity for offenders to change behavior through case planning, individual and family counseling and other program referrals; 2) protect the community by enforcing conditions of parole and probation and 3) punish the offender through appropriate sanctions. Officers act as liaison with parole boards and other agencies. This classification is unique in that all positions within the series perform, at least with varying degrees of difficulty, all phases of case management from the more-or-less routine to the most difficult cases to serving as leadworker to parole and probation officers. The primary purpose of each level position, years experience and Board on Police Standards and Training certification determines appropriate level of placement and compensation. Parole and Probation Officer 1 - Basic The first level is defined for entry-level positions. Employees will have basic level certification as parole and probation officer issued by Board on Police Standards and Training. Officers typically handle less complex, routine cases and are closely supervised.

This department collects and distributes monies that have been ordered to be paid by the Court in criminal matters. The Collection Officers develop, monitor and enforce payments plans. This department collects the following types of monies: Electronic Monitoring Fees, Supervision Fees, Costs of Prosecution, Fines, Restitution and Constable Costs. This department also manages billing and payments made by the Chester County Juvenile offenders. Civil Judgements in favor of the Probation Office are automatically filed in the Prothonotary’s Office on all balances due. The Collection Department accepts payment by cash, first-party checks, money orders or credit cards (Visa and MasterCard). All credit card payments must be made in person. Itasca County has seven full-time court services agents. Tom Peltier, Connie Ross, and Steven Crow supervised 437 juvenile files in 1999. There were 300 juvenile males and 137 juvenile females supervised by these three agents. In addition, Ann Koetz closed 528 juvenile community work service files involving 14,639 hours of completed work service in 1999. There were an additional 112 juvenile monetary restitution files closed involving 150 payments totaling $23,455.00. There were 121 juvenile diversion files supervised by Jim Sweeney of which 69 were male juveniles files and 52 were female files.

The year of 2001 saw a change of venue for the Northampton County Adult Probation Department to the new Criminal Administration Building at 105 South Union Street, Easton, Pennsylvania. The year also saw changes in personnel. Stephen Tone was appointed Deputy Chief under the direction of Chief Mark Mazziotta.

PAROLE AND PROBATION COMPACT
The Compact for the Supervisions of Parolees and Probationers was enacted in September 1937, in Kansas City, Missouri. This agreement provides the sole statutory authority for regulating the transfer of adult parole and probation supervision across state lines. All fifty (50) states, the District of Columbia, Puerto Rico and the Virgin Islands are signatory to the compact. The purpose of the Compact is to enhance public safety by addressing the supervision requirements of member states and territories when they are directed to provide supervision for offenders whose residences and family resources exist outside their political boundaries. Most required levels of community based supervision are available through the cooperation of Interstate Offices. PPCAA emphasizes cooperation between member states to develop a system of national crime control. The organization meets twice a year to formulate policy and discuss issues in an effort to remain consistent in handling interstate supervision. Clients placed on supervision with APO are required to follow certain rules of conduct (Conditions of Supervision) and any Special Conditions imposed by the Court. Technical Violations are actions that violate the Conditions of Supervision. Strictly speaking, a Substantive Violation is a conviction in a court of record (i.e., above the District Justice level) for a criminal offense that was committed while the person was on APO supervision; in practice, however, the term refers to any new criminal offense/arrest while on supervision, whether or not there has been a conviction. Response to violations ranges from none to incarceration and depends on their seriousness, the risk of further crimes, and compliance with the case plan. In general, probation or parole clients who commit a serious crime (especially one involving personal threat or injury) will be detained, as will those whose behavior is out of control (excessive drinking, drug use, etc.) or who present an immediate threat to the safety of themselves or others. Clients who have been generally compliant may not be detained if an alternative (treatment, counseling, increased supervision level, etc.) that presents minimal risk can be devised. Clients whose violations are actions that are not intrinsically criminal and/or dangerous (missing an appointment, not paying as scheduled, etc.) will usually not be detained immediately. The PO may meet with the client to discuss the violations and how to prevent any recurrence. A violation hearing will be scheduled if the client does not cooperate.
