Juvenile Probation and Parole Services are provided by Juvenile Probation and Parole Officers (JPPO) who conduct investigations and provide supervision of delinquent minors and Children In Need of Services (CHINS) referred by either NH District Courts or NH Family Division Courts. Juvenile Probation and Parole Officers also provide supervision of committed delinquents paroled from the Youth Development Center. Services pursuant to the Interstate Compact on Juveniles are also provided. When a juvenile is subject to the jurisdiction of another state or territory, JPPOs provide probation and parole supervision of the juvenile or assist in the return of the juvenile to the state or territory that has jurisdiction.

1. What is a delinquent? Back to top A delinquent in NH is an individual under the age of 17 who commits an offense that if committed by an adult would be the equivalent of a felony or misdemeanor crime. 2. What is CHINS? Back to top CHINS is an abbreviation for "Child In Need of Services". Acts that qualify as "delinquent" are excluded from the CHINS definition. In NH a CHINS is a child who is:
  • Subject to compulsory school attendance (between ages 6 and 16) and who is habitually, willfully and without good and sufficient cause, truant from school;
  • Under 18 years of age and who habitually runs away from home;

Probation/Parole
On a typical day in 1993, the following were under CYA or county supervision:

Parole is the conditional release from incarceration after serving part of a sentence, either from a state or county facility. Formal probation is a sentence releasing a minor into the community, in lieu of confinement, but under supervision of a probation officer.
CYA is responsible for parole supervision of those who are released from CYA facilities, and the county Probation Department monitors those on probation, or on parole from a county facility.
If a juvenile violates his/her conditions of parole, he/she may be returned to the state or county detention facility. Because of overcrowding at local juvenile halls, violations such as truancy or curfew violation, may not be serious enough to warrant the return of the minor to juvenile hall. Commission of another crime while on probation, even though a misdemeanor offense, will generally result in detention.
Recidivism in the Juvenile Justice System is defined as either return to incarceration for a violation of the terms of release, or recommitment for a new offense. Recidivism is usually defined by the public as committment of another crime.

Juvenile Justice Honors Outstanding Probation Officers During Probation, Parole and Community Supervision Officers’ Week Officers in Jacksonville, Tampa and Ft. Lauderdale Named As Juvenile Probation Officers of the Year TALLAHASSEE - The Florida Department of Juvenile Justice has chosen three employees as “Outstanding Juvenile Probation Officer of the Year.” Horace Virgil Wright, Circuit 4 in Jacksonville; Phillipa Robertson, Circuit 13 in Tampa; and Bradley O. Levy, Circuit 17 in Ft. Lauderdale were all honored this week for their outstanding service. “Our probation officers work diligently, with limited resources, to ensure public safety, provide services to victims and hold offenders accountable for their actions,” said DJJ Secretary Bill Bankhead. “Officers Wright, Robertson and Levy have set an outstanding standard of excellence in their service.” Over 101,000 youth were referred to the Department of Juvenile Justice in 1999-2000. Each one was handled by a juvenile probation officer. In addition, juvenile probation officers supervised more than 26,000 youth on probation and community supervision that year. Nearly 1,800 juvenile probation officers and community corrections staff work closely with local law enforcement authorities, school officials and the courts to monitor the activities of these youth prior to them entering a residential treatment program, during their stay in residential treatment and following their return to the community from a program.

Time Frame: 4.0 hours
Learning Goal: Understand basic information regarding the diagnosis, treatment, and supervision of court committed youth with mental health issues.
Performance Objectives:
1. Provide a working definition of the term "mental disorder".
2. Identify the characteristics of three of the presented mental health disorders.
3. Identify two of the medications, presented and their uses.
4. Identify the primary danger signs of being over medicated.
5. Identify the components of a 5 axis diagnosis found in a psychological evaluation.
6. Identify the appropriate role of the parole and probation officer in supervising youth with mental health issues. 7. Identify the "Do's" and "Do Note's" of supervising youth with a diagnosis, while providing for community safety. 8. Prohibits sexual conduct between any person, including juvenile probation and parole officers, in a supervisory or disciplinary capacity and any person being held at the Secure Psychiatric Unit at the state prison in Concord. II. Eliminates consent as a defense to aggravated felonious sexual assault and felonious sexual assault. Explanation: Matter added to current law appears in bold italics.
