A s we celebrate with the National Educational Computing Conference (June 20-24, 1999) on its 20-year involvement in the use of technology in education, we can all attest to the fact technology has made an impact on education. Though a number of evaluative studies have reported "no significant difference" in student learning as associated with the infusion of technology, it is recognized that proper use of technology has made a difference in the way teachers teach and students learn. More recently, studies are showing students with exposure to computers are doing better academically then their peers. The 1998 Connecticut Association of Boards of Education Technology survey found many students in grades 7-8 "communicating differently and doing more school work outside of school and engaging more in learning due to technology use." Home Gerald Bracey Gerald Bracey is an acclaimed education policy analyst, researcher, and author. Bracey is a native of Williamsburg, Virginia, where he attended the College of William and Mary before obtaining a Ph.D. in psychology from Stanford University. After serving as a research psychologist in the Early Childhood Education Research Group at Educational Testing Service, Bracey became the associate director of the Institute for Child Study at Indiana University at Bloomington. He later became the Virginia Department of Education's director of Research, Evaluation, and Testing, and held a similar position with the Cherry Creek School District in Colorado. In recent years, Bracey has become a well-known policy analyst, as well as a researcher and writer. In 1991, his policy-oriented article, "Why Can't They Be Like We Were?," now regarded as the "First Bracey Report on the Condition of Public Education," drew the attention of educators and administrators nationwide. The M.S.Ed. provides a basis of specialization knowledge and prepares graduates for entry-level positions in their field-teachers in K-12 schools; educators in human service and business organizations; education policy analysts and advocates in governmental institutions, resource organizations, foundations, and civic organizations; early childhood educators; language and literacy specialists; and managers within colleges and universities. Lisa Graham Keegan was named Chief Executive Officer of Education Leaders Council (ELC) in May 2001. Local News Panel OKs change for special education Thursday, March 20, 2003 By Jane Elizabeth, Post-Gazette Education Writer HARRISBURG Faced with the possibility of losing $310 million in federal funds, a state Board of Education committee yesterday reluctantly approved a change to the state law that allows schools to put students in special education programs even if their parents object. School districts can ask a special education hearing officer to decide whether a student should be tested for any sort of disabilities that might make the child eligible for special education services. But under the amendment approved by the committee yesterday and expected to be approved by the full board this morning parents have the last word. They can decline special education for their child even if tests show they need services, and school officials can't appeal their decision.

What is the Great Lakes Collaborative?
The Great Lakes Collaborative is part of a national effort to improve student achievement in mathematics and science instruction in grades pre-K through 9 utilizing multiple telecommunications technologies. It provides an instructional support system for teachers making it easy for them to gain access to a full spectrum of world-wide innovative classroom resources. Additionally, educators gain access to an interactive network to exchange ideas and to maximize effective uses of the resources. Funded as one of six national Star Schools projects by the U.S. Department of Education, three states - Michigan, New York and Pennsylvania - are participating in the Great Lakes Collaborative through their State Boards of Education. There are also nine partners from state and national telecommunication and education organizations adding their expertise and experience to the Collaborative.
Mission
The Great Lakes St. Lawrence Seaway Telecommunications Collaborative is an instructional support system designed to help teachers and students improve learning and meet future challenges by providing access to a full spectrum of innovative world-wide resources through the use of multiple telecommunication technologies.
Goals
  • To strengthen the capacity of local school districts and communities to improve K-9 mathematics and science instruction by integrating educational resources with technological development.
