New Jersey State Board of Education Strategic Plan for Improvement in Public Education in the State of New Jersey Appointed by the Governor with the advice and consent of the New Jersey State Senate, State Board of Education members serve for six-year terms without compensation. The state board is composed of 13 members. By law, at least three members of the state board must be women and no two members may be appointed from the same county. The Commissioner of Education is secretary of the state board and serves as its official agent for all purposes. The state board also has a nonvoting student member selected annually by the NJ Association of Student Councils. The state board approves educational policies proposed by the Commissioner , confirms the commissioner's appointments, and decides appeals of the commissioner's decisions of alleged violations of school law and charter school approvals. State board members set the rules to carry out state education law including rules for the supervision and governance of the state's 2500 public schools serving 1.2 million students. The state board conducts a public meeting on the first Wednesday of each month . The State Board Office publishes

Jennings offers a full range of educational programs. A unique attraction at the center is its relict prairie, which includes the spectacular and well-known prairie flower, the blazing star. The relict prairie ecosystem is rare in Pennsylvania. Visitors should try to visit in late July or early August when the pairie is in full bloom. The Jennings Environmental Education Center, Butler County, is approximately 300 acres. It is managed by the Pennsylvania Department of Conservation and Natural Resources, Bureau of State Parks. The office is open from 8 a.m. to 4 p.m. Monday through Friday. The grounds are open from 8 a.m. to sunset, seven days a week for hiking and other nature related activities. Weekend and evening programs may be scheduled during each month. The environmental education center will be staffed when a weekend or an evening program is offered. Please check the newspaper, bulletin boards and program announcements for weekend program dates. Goals of the center are to protect the fragile natural ecosystems, manage the center's resources and educate the public in various aspects of ecological responsibility through environmental education and interpretive programming.

Brief Overview:
Pennsylvania's charter school law was passed in 1997. Additional amendments regarding cyber charter schools were passed in 2002. Pennsylvania's charter legislation is one of few that provides planning grants to charter school developers. There are currently 91 charter schools in operation serving 32,575 students.

The Link Between School Readiness and Student Achievement ... A Local Governance Issue
By Sharon L. Brumbaugh In my work with local school boards, I sense a genuine concern for and commitment to children and their education and a desire to influence the system of public education so that all children can attain higher levels of achievement and be prepared for their next stage of life. Often, I also sense feelings of frustration at their inability to grasp control of this complex system that they are charged with governing and focus it on achieving better results for children. Those feelings are well-founded because the system is complex, and the attainment of high educational standards is influenced by what happens to children outside of school as well as what happens in school. For optimum achievement, children need a nurturing and supportive family, good health and nutrition, and good programs (child care, early education, child-centered schools, constructive activities for out-of-school time). Traditionally, local school districts have focused their attention on the K-12 system over which they have a legal responsibility, and they must continue to do that. Current efforts to develop high standards and new methods of assessing student achievement, improve the quality of curriculum and instruction, and develop the use of educational technology should be considered seriously by school boards as possible ways to influence educational results. While the board's legal responsibility is to the K-12 system, there is a large body of research that suggests that higher levels of achievement will not be possible for all students if we limit our focus to what happens in school. Local schools who really want to influence educational results may have to reach beyond the schools and assume a broader leadership role in their communities as advocates for children.
