PENNSYLVANIA ADVOCATES KNOCK PLANNED LAW CHANGES
October 13, 1999 As the wave of IDEA-mandated state law changes rolls across the United States, Pennsylvania is facing a storm of controversy over its planned adjustments. The state plans to adjust its regulations to more closely match the 1997 Individuals with Disabilities Education Act, but state advocacy groups say the changes will likely eliminate valuable services provided under current state law. The board's Standing Committee on Special Education opened to public comment a list of proposed changes to chapter 14 of the state law, holding several public forums in September and October. Written comments are being accepted through Friday. "The committee has developed a draft of Chapter 14 which reflects its decision to craft minimal regulations referencing federal law and regulations while adding a limited number of Pennsylvania-specific requirements," the group said in announcing its proposed alterations. As reported, federal allocation of special education funds hinges on compliance with the law, though states have rarely been punished for missing that mark. While the state characterizes the changes as "minimal," the

NEWS BRIEF SPECIAL ED TEACHER AMONG PENNSYLVANIA AWARD FINALISTS
July 9, 2000 Pennsylvania's 12 finalists for Teacher of the Year include special education teacher Ann L. Hoffman, of the Capitol Area Intermediate Unit 15 . She was selected as the top secondary teacher in the state's south central region by a committee of past Pennsylvania Teacher of the Year finalists. The state plans to honor all 12, plus its top teacher from that group, in September at the annual Pennsylvania Teacher of the Year Celebration in Harrisburg.

Paula C. Butterfield is currently the chief academic officer and deputy superintendent of Pittsburgh Public Schools. She oversees special education in this district where 15 percent of approximately 40,000 students are in special education. Prior to serving in Pittsburgh, Butterfield was a superintendent for 10 years in Mercer Island, Wash., and Bozeman, Mont. Butterfield began her career in education as a social studies teacher and a reading specialist and special education teacher with extensive experience as a curriculum director, middle school and high school principal, and school superintendent. She was named Montana Superintendent of the Year in 1998 and has been a Fulbright scholar. Butterfield has her doctorate in special education and has offered expert testimony before the U.S. Congress on the Individuals with Disabilities Education Act. She was selected as a lead superintendent for the Danforth Foundation's early childhood initiative "Success for all Children" and is also a National Fellow at the Institute for Learning at the Learning Research and Development Center at the University of Pittsburgh. Biography Dr. Pettit brought nearly 20 years of prior experience as a university chief executive officer when he became president of IUP on August 1, 1992. Under his administration, IUP has experienced unprecedented growth with the acquisition of new properties that nearly doubled the acreage of the University; the opening of the new Eberly College of Business building and the Robert E. Cook Honors College; the success of The Campaign for IUP which exceeded its initial $20 million goal two years ahead of its projected 1998 conclusion; the establishment of one of the country’s first and foremost one-card systems for student financial, educational and activity services; the emergence of IUP into the stature of a national university as ranked by , and the inception of a 20-year campus development plan.

Pennsylvania''s Commonwealth Court has ruled that a decision by the Division of School Facilities in the Department of Education approving a school district''s construction program will not be reviewed by the Court where the rejection by the Division of prior citizens'' group complaints was not appealed to the Secretary of Education. The significance of the decision lies in the Commonwealth Court''s determination that a PlanCon citizens'' group complaint, once made, must be pursued in an administrative appeal or be forfeited.
