Tuesday, April 17, 2001 Printer friendly version Buried in President Bush's liberal-spending, a $44.5 billion education budget is a little-noticed proposal to increase funds for special education. The budget item intends to help states and school districts comply with the Individuals with Disabilities Education Act (IDEA). The law theoretically guarantees a free and appropriate education to disabled students. In practice, it provides neither. The feds spent $6 billion last year on IDEA, which covers an estimated 6 million students with physical, learning or emotional disabilities. Bush's budget allows states to steer up to $1.2 billion more in federal funding toward special education needs. Ma ny advocates for the disabled complain that this commitment from Washington is inadequate. (In New York City alone, where disabled students comprise less than 13 percent of the school population, the annual cost for special ed is an estimated $2 billion, or nearly one-quarter of total education spending.) But more money will not fix the myriad problems with this fundamentally flawed government mandate.

WASHINGTON The school district in Cedar Rapids, Iowa, had already overspent its special education budget by $1 million when the Supreme Court ruled it had to pay for one-on-one nursing for a student adding $30,000 a year.
Garret Frey, the 16-year-old sophomore on a ventilator because of an accident that left him paralyzed, is not the issue, said Superintendent Lew Finch.
The case is really about the federal government creating rules requiring schools to educate children who have disabilities, but not sending enough money to ensure they can afford it.
If schools do not get more help, they might need to raise local taxes, Finch said. "This might be the case that opens a lot of eyes."
Special education is one of the most emotional issues schools face, and one of their fastest-growing costs. States have long fought with local schools and the Education Department over costs. Now Republicans and Democrats in Congress are debating how much the federal government should help.
Nearly 6 million children receive special education instruction and services costing $60 billion, about $5 billion of that from the federal government. About $55 billion comes from states and local districts, which follow strict rules stemming from the 1975 federal law covering special education.

20/20 Analysis: A Tool for Instructional Planning
What Is It?
20/20 Analysis is a planning tool for developing an integrative service delivery plan that focuses on giving students who show the least and most progress on significant outcome variables intensive instruction and related service support. The goal of the program is to provide an analytic procedure for identifying students most in need of special help, based on student achievement and other outcome data routinely collected by schools and school districts. By identifying students in the lowest 20th and highest 20th percentiles, 20/20 Analysis pinpoints those students for whom the existing instructional and related service program delivery is least effective, so that it can be adapted to suit their individual needs.
Why Did It Get Started?
Current categorical programs designed to serve students with special needs are ineffective and cause a number of problems. In many schools, 50 percent or more of all students are placed in special categorical programs at some point between kindergarten and grade 12. The time and cost involved in such categorical evaluations and placements are staggering, and implementation of the categorical programs tends to be disjointed and ineffective in meeting students' needs.

This year, however, he got a bigger drum. As a liberal Republican in an evenly-split Senate, he could threaten to withhold support for Administration initiatives that would otherwise pass unless his special education funding comes through. The money spigot hasn't yet been turned on, but Jeffords's special education funding ideas are receiving more attention, some of it probably unwelcome, from both liberal and conservative pundits.
