Should A Political Status Plebiscite Be Held In Puerto Rico In 2003?
This week, the Herald asks readers to add their voices to the debate. For those who believe that no commission of Puerto Rican politicians can ever come up with a realistic set of options – and definitions for those options – the answer is "NO." For those who believe that, no matter how flawed the process might be, a plebiscite could form the basis of a real political dialogue among the contending parties, the answer is "YES." Carlos Pesquera’s "YES" seems to be an implicit defense of his absence from the recently formed Unity and Consensus Commission, and a way to rain on the Governor’s 2003 parade. He is suspicious of Ms. Calderon’s Commission as a mechanism to dilute what he sees as growing island opinion in favor of permanent union with the United States through statehood. Advancement of Ms. Calderon’s dream of an "enhanced Commonwealth" as appropriate for Puerto Rico is a Pesquera nightmare. Anything that keeps the 51 st star from rising in the Caribbean is a political astronomy theory that Pesquera rejects.

Hispanics Fight To Control Their Political Future

In the past few weeks, several political developments affecting Hispanics have received scant attention but could turn out to be important. One is the defection of Joe Perez, vice mayor of Deltona, from the Republican Party to the Democratic Party. The other concerns redistricting in the city of Orlando, which re-established city voting districts. First, let's tackle Perez, a long-time Republican who switched parties at a time when the GOP thinks it can grab a chunk of the Hispanic vote. Perez's decision is important because he's one of only two Hispanics left in elected office in this region, and he has set his eyes on higher office. Perez, a candidate for mayor of Deltona, thinks the GOP is out of sync with Hispanics, the fastest growing group in the region and state. Perez's disenchantment is rooted mostly in GOP policies, which do not accommodate his point of view. He's against school vouchers and the elimination of the Board of Regents. Perez is for affirmative-action programs, portions of which Gov. Jeb Bush dismantled. "I hated to be hypocritical about supporting these issues," he said. But it's unclear whether the Democratic Party is an improvement.

The Digital Agora is an ambitious interdisciplinary project that provides pedagogical supports for the understanding and analysis of complex issues in the social sciences. This project accompanied an educational paradigm shift from instructor-centered to learner-centered at Acadia University. In this paper we will describe one example of the new class of learning support tools that are needed to take advantage of the deployment of student-centered, mobile technology. The Digital Agora uses the web to integrate the student experience inside and outside the classroom, and perhaps more importantly, within the campus community and within the world community. The Digital Agora is a good example of the next wave of educational support that moves beyond providing access to more information to providing support for collaborative solutions to complex problems. Sharon cements surprise political comeback
MICHAEL S. ARNOLD Jewish Telegraphic Agency NEW YORK - Israeli politics have seen few transformations as remarkable as Ariel Sharon's. A little more than four years ago, when Prime Minister Benjamin Netanyahu appointed Sharon as foreign minister, many Israelis were outraged that the man they considered the villain of the 1982 Lebanon War was to be Israel's face abroad. When Sharon was appointed interim Likud leader after Netanyahu lost to Ehud Barak, few thought the septuagenarian would be more than a caretaker. Yet Sharon solidified his hold on the party and in February 2001 swept Barak out of office, capping a two-decade climb from ignominy to power.

Israel readies to pick its political quarterback
KENNETH W. STEIN Emory University Israel's election campaign for the 15th Knesset and prime minister is like none other in Israel's history. Barring an unlikely war with the Arab world or some heinous physical violence perpetrated against Israelis, the dominant election issue will not be the Arab-Israeli peace process. The election will be a referendum on economic promises not kept, wrenching domestic and social issues, the incumbent prime minister's style, and an across-the-board decline in foreign relations. There are other firsts. Tones and pace for managing relations with the Arab world differ, but Likud, Labor, and Centrist Party leaders reflect similar basic views: the West Bank and Gaza will be shared with the Palestinians, a way needs to be found to leave southern Lebanon quickly, negotiations with Syria should be restarted, and Israel must retain security control over Jerusalem as an undivided city.
