A Proclamation by the President of the United States of America
In 1915, Carter Godwin Woodson, the father of Black history, founded the Association for the Study of African-American Life and History. Each February, the Association proposes a theme to guide the celebration of National African American History Month. For this year, the Association has chosen "Creating and Defining the African-American Community: Family, Church, Politics, and Culture." This month in particular, we remember the stories of those who have helped to build our Nation and advance the cause of freedom and civil rights. We remember the bravery of the soldiers of the 54th Massachusetts Infantry Regiment and the sailors of the USS MASON in service to our country. We remember those who marched on Washington, sat at whites-only lunch counters, and walked rather than use segregated buses. And we remember those, known only to each of us, who helped to build our families, places of worship, and communities. When we examine our Nation's history, we discover these and countless other stories that inspire us. They are stories of the triumph of the human spirit, tragic stories of cruelty rooted in ignorance and bigotry, yet stories of everyday people rising above their circumstances and the prejudice of others to build lives of dignity.

    Why Study Accounting History?
    The history of accounting is as old as civilization, key to important phases of history, among the most important professions in economics and business, and fascinating. Accountants participated in the development of cities, trade, and the concepts of wealth and numbers. Accountants invented writing, participated in the development of money and banking, invented double entry bookkeeping that fueled the Italian Renaissance, saved many Industrial Revolution inventors and entrepreneurs from bankruptcy, helped develop the confidence in capital markets necessary for western capitalism, and are central to the information revolution that is transforming the global economy.

    This book is based on the premise that accounting has been significant to civilization and fascinating! Accounting history is summarized in eight chapters. An overview places accounting in perspective. In some ways accounting hasn't changed much since Pacioli wrote the first "textbook" in 1494. On the other hand, accounting has been a leader of the Information Revolution. Many aspects of 21st century accounting will be unrecognizable by today's professional leaders. Understanding the role of financial and managerial needs today and in the future requires an understanding of the past.

    A Proclamation

    frican Americans have played central roles in some of the most triumphant and courageous moments in our Nation's history. During National African American History Month, we honor the rich heritage of African Americans and pay tribute to their many contributions to our Nation. As we celebrate this year's theme, "The Souls of Black Folk: Centennial Reflections," we remember the successes and challenges of our past. We also resolve to honor the achievements and legacy of these proud citizens by continuing to improve our society so that it fully lives up to our founding ideals.
    In 1915, Dr. Carter Godwin Woodson recognized the need for our country to gain a more complete and informed understanding of our past. He founded the Association for the Study of Negro Life and History and established the first Negro History Week to emphasize that "We have a wonderful history behind us . . . " Through the pioneering efforts of Dr. Woodson and the hard work of the Association, this observance officially became Black History Month in 1976.
    For generations, African Americans have strengthened our Nation by urging reforms, overcoming obstacles, and breaking down barriers. We see the greatness of America in those who have risen above injustice and enriched our society, a greatness reflected in the resolve of Jackie Robinson, the intellect of W.E.B. DuBois, and the talent of Louis Armstrong. We also gain a deeper appreciation for the AfricanAmerican experience in the writings of James Baldwin, Ralph Ellison, and Zora Neal Hurston, as well as in the music of Mahalia Jackson, Billie Holiday, Duke Ellington, and countless others.

The United States of America is at once a very new nation and a very old nation. The first settlers - Asian hunters and nomads - reached North America about 30.000 years ago. However, the United States of America did not come into being until 1776 with the Declaration of Independence. The history of the United States is the story of many different peoples who together compose the United States of America. U.S. Government Manual The chief executive of the United States is the president, who together with the vice-president is elected to a four year term. As a result of a 1951 constitutional amendment, a president may be elected to only two terms. The president's powers are formidable but not unlimited. As the chief formulator of national policy, the president proposes legislation to Congress and may veto any bill passed by Congress. The president is commander-in-chief of the armed forces.
    The executive branch of the Government is responsible for enforcing the laws of the land. The Vice President, department heads (Cabinet members), and heads of independent agencies assist in this capacity. Unlike the powers of the President, their responsibilities are not defined in the Constitution but each has special powers and functions.
    As the 43rd President of the United States, George W. Bush presides over the executive branch, which includes 14 executive departments, the Executive Office of the President and numerous other independent agencies. The day-to-day enforcement and administration of federal law is in the hands of the various executive departments, created by Congress to deal with specific areas of national and international affairs. The heads of the departments, chosen by the President and approved by the Senate, form a council of advisers known as the President's Cabinet.
