Fresno Pacific University is located in Central California in the San Joaquin Valley. The university is situated on a 42-acre campus in Fresno, California, between the Sierra Nevada Mountains one hour to the east, and the beaches of the Pacific Ocean, two hours to the west. Accreditation
The school began as Pacific Bible Institute in 1944. After a transitional junior college phase, Fresno Pacific University received Western Association of Schools and Colleges accreditation in 1965, the same year in which the first Bachelor of Arts degrees were granted. A fully accredited graduate program in Education was initiated in 1976. The growth and development of undergraduate, graduate, and professional studies programs led to renaming the college Fresno Pacific University. Fresno Pacific University is the only fully accredited, Christian liberal arts senior school in the southern part of California's great Central Valley. Implementation of the Long-Range Professional Development Plan is central to that effort. The Bureau conducts regional technical assistance and other activities to educators and other interested persons. As individuals, bureau members work on professional development initiatives in the following areas:
  • coordinating the development of recertification standards and guidelines for professional development; coordinating the development or revision of educator preparation standards; coordinating development of guidelines for professional development master plans; providing pre-service and in-service training as well as credentialing for driver education teachers; providing technical assistance and a variety of activities in the areas of safety and transportation; coordinating the development of curriculum frameworks in the arts-visual arts, music, theater, and dance and providing interactive sessions around their implementation;

Based on the work done by the Socrates TNP on Language and Speech during the years 1997-2000, the JEWELS project has made a number of general recommendations pertaining to Professional Development, namely:
  • There is a need for professional development across multilingual Europe;
  • There is a need for life long learning; (CL12)
  • There is a need for competences and skills acquired through dedicated training models; (SLE 3)
  • Continuous interdisciplinary professional development for teaching staff should be undertaken; (SLE6)
  • Professional competencies should be built according to a common accredit ation system; (SLE 10)
  • There is a need for innovative pedagogical resources to be developed; (Phon4)
  • There is a need for the promotion of mobility through multilateral international recognition of credits and commonly agreed degree requirements; (CL6, Phon3)

Recognizing ICOM's leadership responsibilities to the museum community for assistance with human resource development and institutional capacity building, Martin Segger, chair of ICTOP, established a working party in 1996 to review the "ICOM Common Basic Syllabus for Professional Museum Training". He appointed Nancy Fuller, chair of the initiative and Emmanuel N. Arinze (Nigeria), Amar Galla (Australia), Lois Irvine (Canada), Ivo Maroevic (Croatia), Jan Rosvall (Sweden), Angelika Ruge (Germany), Theresa Scheiner (Brazil), and Stephen L. Williams (USA) committee members. Their charge was to analyze the relevance and utility of the syllabus relative to today's environment and to recommend revisions. Additionally, they were asked to identify resource materials and model practices. This document contains the recommendations of the working party. In October 1998 at the Triennial General Conference of the International Council of Museums (ICOM), the International Committee for the Training of Personnel (ICTOP) approved the draft of what was then called the
