Puerto Rico
At the far Southern end of the Lesser Antilles in the Caribbean, culturally and geographically remote from the United States, Puerto Rico has through chance and fortune, or misfortune found itself linked to the United States in a relationship that continues to be unique for each of them. Although as a result of the Spanish American War, the United States eventually permitted Cuba to go its own way, Puerto Rico remained tied as a dependent state to the US and yet is clearly and strongly a Latin American culture with only the thinnest veneer of what might be termed a US American culture. The background of Puerto Rico is much like that of Cuba. The first Spanish colonizers arrived to find the Indian population unable and unwilling to do the arduous work that the commercial potential of the island demanded. The Spanish killed off the Taino Indians, the original inhabitants of the island, and replaced them with an African labor force brought in by the slave trade. Spanish settlers who made their livelihood through the cultivation of small plantations lived in the highlands of the island and were known as 'jibaros'. The small farming that they engaged in was largely a family type business and did not require the employment of slaves. Thus the culture of the highland 'jibaro' in Puerto Rico represents and retains the strongest elements of Spanish culture found on the island. In the lowlands and especially around the major coastal cities of San Juan and Ponce there was a need for a large labor force and it was here that the largest concentration of African slaves grew and where gradually the strongest Afro-Puerto Rican elements of the culture developed. A few strongly African villages or towns remain in Puerto Rico, but it is in the admixture of African elements into Puerto Rican music that its greatest impact lies. From this mixture came a powerful force in the music of Puerto Rico, one that figured strongly in the later development of the contemporary musical style known as 'Salsa'.

HEADLINES November 11, 2002 H.P. 3048: Law Adding Burdensome Regulations on Homeschoolers Author: Representative Garcia Cabán Summary: On October 9, 2002, a new homeschooling law was introduced in the House of Representatives of Puerto Rico. It appears that whoever drafted this legislation picked out the worst provisions of the worst homeschool laws in the United States and incorporated them. We are in contact with several of the key homeschool leaders in Puerto Rico, including attorney Carlos Perez-Sierra and veteran homeschooler Jose Curet. We will coordinate with the leaders in Puerto Rico to mount opposition to this bill. However, one of the keys to defeating H.P. 3048 is to have every homeschool family in Puerto Rico actively working to defeat this bill. Amending the legislation is not acceptable; we must defeat H.P. 3048. Status: H.P. 3048 has been referred to the Education and Culture Committee for consideration.

M y memories of Puerto Rico are as clear as its beautiful waters. Every year when I visited Puerto Rico during summer vacation, my grandfather and I would go fishing on a secluded beach. Our journey always started when we took our first step out the door. After saying good-bye to my mother and grandmother, we were on our way, walking down a steep hill that led into the wilderness. The thing that fascinated me the most (except for the fishing itself) was getting there. We hiked past horses, cattle, other animals and plants. Once, a bull escaped from the gated area and onto one of the dirt roads. My grandfather was very close to him and not even aware of the situation. Suddenly it ran toward him! Luckily, he escaped by running.
Carrying our heavy equipment and wearing a lot of sunscreen made us sweat like crazy, but eventually we made it to the beach. There we'd put down our bags and prepare to go in. Unrolling our huge net we headed for the water. As we got in deeper, the water turned a darker blue. Our net must have weighed 15 pounds, and with it we caught barracudas and other great tasting fish. This technique of fishing was pretty easy. We put the two wooden ends of the poles of the fishing net into the sand. This method might seem ancient, but it caught us a lot of fish.
Grandpa had been doing this most of his life with his friends, his wife and now me as a partner. Every so often I would dart underwater and check if we had caught anything and if we had, figure out how big. After taking the fish from the net, we placed them in a cooler to keep them fresh. Man, when we put the fish in, did they put up a long struggle.

The Puerto Rican publishing group Ediciones La Sierra announces the book, The book takes its name from the Italian marxist Antonio Gramsci (1891-1937), who enriched socialist theory with questions like popular culture, how the State and nations are formed, the organization of identities and culture, the relations between classes and ideology, cosmopolitan cultures, the relation between the public and the private, and the role of the intellectuals.
