Soldiers going to arrest CPTers inside Roosevelt Roads Naval Base Miriam Kindy and Gretchen Williams hold banner outside gates of Rossevelt Roads Naval Base Since February 2000, CPT has sent several emergency delegations to the Puerto Rican island of Vieques, which the U.S. Navy has used as a training ground for the last fifty years. The practice maneuvers, including live bombing runs, have had devastating effects on the environment, the economy and the health of Vieques residents. Following the death of a civilian by a stray bomb in April, 1999, widespread opposition to U.S. military presence erupted throughout Puerto Rico. A broad coalition of church, environmental, and political organizations established a nonviolent protest encampment on the bombing range which successfully halted Navy training operations for over a year. Bombing recommenced in 2001 despite a growing tide of protest by Puerto Rico government leaders, church officials, students, unionists, academics and other citizens.

Puerto Rico is a self-governing commonwealth in association with the United States. The chief of state is the President of the United States of America. The head of government is an elected Governor. There are two legislative chambers: the House of Representatives, 51 seats, and the Senate, 27 seats. Executive

The President of the Government Development Bank for Puerto Rico, Mr. Héctor Méndez, presented the Commonwealth of Puerto Rico Public Debt Report for Fiscal Year 2002 and the First Six Month of Fiscal Year 2003 to the Treasury Commissions of the Puerto Rico House of Representatives and the Puerto Rico Senate, on February 27, 2003, as required by law. This report is available on pdf only in Spanish. This publication contains nearly 100 key indicators in Puerto Rico's economy, and compares data from the most recent month with the preceding month, and with the same month from the previous year. It also features a cumulative, year-to-date analysis for all the indicators, and a comparison with the same period from the prior year. This analysis reflects the maximum loan amount that each municipality can apply for at different terms, based on the parameters of legal debt margin, municipal debt redemption fund balance, estimated collections from the special additional ad valorem tax imposed on the municipal taxable property, current outstanding debt, and additional debt already approved by GDB. The following government agencies are encouraged to provide representatives at meeting of the PRSUG: US Forest Service, Department of Agriculture, Federal Communication Commission, US Navy, Federal Aviation Administration, US Coast Guard, National Science Foundation, US Army, Puerto Rico National Guard, Puerto Rico Air National Guard, Department of Justice, US Customs, and any other federal agencies.
Group Associate Members
Non-federal agencies are encouraged to provide a representative at meetings of the PRSUG.
Meetings
Meetings of the PRSUG will be held at least every six months, preferably in January/February and July/August. Meetings will be scheduled to last a period of, at most, one day and will be held at location determined and arranged by the Chairperson. Inputs for meeting agendas will be solicited by the Chairperson prior to each meeting. As a minimum the following subjects will be covered at each meeting of the PRSUG: NSF operations schedule, new systems installations, major military exercises, and policy or procedure changes which could affect other agencies.
