Puerto Rico Begins Inter-Government Permitting Process and Builds
E-Government Environment
Enterprise-wide solution provides central permitting house while streamlining process for citizens
South San Francisco (August 1, 2001) The Commonwealth of Puerto Rico today unveiled its expansion of Accela Enterprise in an effort to further streamline the permit process within Puerto Rico. The addition of eight departments using the activity management system under the coordination of the Permits and Regulations Administration, known as ARPE, enables information to be submitted and tracked by the nine different government agencies, including ARPE. ARPE will host the application in house, while outside agencies will be defined as users allowing them to report statuses and supply information while handling permits/endorsements within their own systems. Accela Enterprise, an e-government activity management solution, provides the technology for this inter-governmental collaboration.

Puerto Rico As A State
The United States House of Representatives has passed a bill which requires a vote by Puerto Ricans this year on whether their island should become another U.S. state, continue as a commonwealth or become independent. But the outlook for Senate passage is still uncertain. The islanders appear to be divided on the issue. What kind of a state would Puerto Rico be?
  • The 13.5 percent unemployment rate there is higher than any U.S. state, compared to a U.S. national average of 5.0 percent.
  • Those who do have jobs tend to be relatively more skilled and bilingual.
  • Its economy grew 2.5 percent in 1997 compared to an overall 3.8 percent rate for the 50 states.
  • Per capita personal income is only $8,000 on the island compared with roughly $18,000 in the poorest state, Mississippi, and $26,000 in the nation as a whole.
  • Its gross domestic product in 1997 was estimated at $47.29 billion roughly the size of Columbus, Ohio, or Orlando, Florida.

    The U.S. Commonwealth of Puerto Rico is the largest net energy importer in the Caribbean basin. Significant new energy projects are being developed as growing domestic energy demand and declining economic growth rates have led San Juan to undertake major efforts towards fuel diversification and conservation. Note: Information contained in this report is the best available as of June 2002 and is subject to change. GENERAL BACKGROUND
    Puerto Rico's economy is one of the strongest in the Caribbean basin. Beginning in the 1950s, American firms invested heavily in Puerto Rico's industrial sector, taking advantage of significant tax incentives as well as duty-free access to US markets. As a result, Puerto Rico enjoys a highly diversified economy and good trade relations with the United States. In 1996, however, the tax incentives that American firms once enjoyed were repealed by the U.S. Congress. Since then, Puerto Rico has lost some manufacturing jobs and its economy has suffered. Puerto Rico's real Gross National Product (GNP) growth rate has been declining since 1998. GNP in 2001 totaled approximately $45 billion, indicating real growth of only 1% over 2000. The year 2001 was a particularity difficult one, as Puerto Rico's largest trading partner, the United States, suffered an economic slowdown. The United States accounts for approximately 88% of Puerto Rico's exports and 56% of its imports. Puerto Rico's official planning board, as well as independent analysts, predict an economic revitalization in 2003 in tandem with U.S. economic recovery.

    Coat of Arms of the Commonwealth of Puerto Rico The seal of the Commonwealth of Puerto Rico The figures we see on the Coat of Arms of the Commonwealth of Puerto Rico are inspired on those that appear on the Coat of Arms which the Spanish Crown granted to the Island of Puerto Rico at the beginning of the XVI Century. It was first recognized by King Ferdinand by virtue of Royal Decree on November 8, 1511, but it wasn't until March 9, 1905 that a law, establishing the official Coat of Arms was signed. It is the only one in Latin America still in official use since the conquest. The seal of the Commonwealth of Puerto Rico has several figures that also are present in the seal that the Spanish Crown gave to Puerto Rico in the early part of the XVI century.
