Government and Party Organization for Defense
The GNA has constitutional responsibility for national security and the authority to declare war or a national emergency, to order mobilization, to ratify an armistice or peace treaty, to appoint the supreme commander of the armed forces, and to award the ranks of marshal, general, and admiral. When the GNA is not in session, however, the Council of State assumes these powers and Ceausescu, as chairman of the latter, wielded these powers effectively. The small circle of Ceausescu, his family, and his closest political associates exercised real national security and defense policymaking authority, requesting and using expert advice as they deemed necessary. Composed of party and state officials, the Defense Council examined and coordinated all problems related to national security, including both external defense and internal security. It provided strategic direction to the armed forces, supervised militaryrelated industries, and made national military and economic mobilization plans to be executed by the Council of State. In addition to Ceausescu, the Defense Council also included the prime minister, minister of national defense, chief of the Higher Political Council of the Army, chief of staff of the Patriotic Guards, minister of interior, minister of foreign affairs, and chairman of the State Planning Committee. The chief of the General Staff of the armed forces served as secretary to the Defense Council. Theoretically responsible to the GNA and the Council of State, the Defense Council directly advised Ceausescu on national security and defense issues.

Nastase has promised to increase growth and tame inflation
Romania's new leftist Prime Minister, Adrian Nastase, has won a vote of confidence in parliament with the backing of the parties he ousted in November's elections. Centrist and right-wing parties supported Mr Nastase's Party of Social Democracy (PDSR), which will form a minority government. Key ministers Prime Minister: Adrian Nastase Interior Minister: Ioan Rus Foreign Minister: Mircea Geoana Defence Minister: Ioan Mircea Pascu Chief EU negotiator: Vasile Puscas The head of the National Liberal Party (PNL), Valeriu Stoica, said their support was to "discourage" the PDSR from any thoughts of an alliance with the far-right Greater Romania Party (PRM). The PRM is the second largest party in the new parliament, and its leader, Corneliu Vadim Tudor, made an strong showing in the presidential poll. The success of Mr Tudor and his party - with its strongly nationalist policies - caused concern in the European Union, which Romania aspires to join.

    For the joint activity “Governments love books (electronic books too)” of the Council of Europe, Unesco and the Börsenverein des deutschen Buchhandels Romania – mission report Background 1. In October 1997, the Romanian Ministry of Culture submitted a proposal to UNESCO via the Council of Europe in which it suggested conducting a review of the state of book production and distribution in Romania with a view to devising a new national policy on books and reading. 2. The proposal was accepted by both organisations, and Council of Europe and UNESCO representatives held discussions with the Romanian authorities and with representatives of the private book sector at the Leipzig Book Fair (see SCHISCHLICK report, 27 March 1998). The Börsenverein des deutschen Buchhandels is also a partner in this activity. At the Fair it was decided that the UNESCO team would produce an initial diagnosis of the situation by summer 1998. Romania was the guest of honour at the Leipzig Fair and the President of Romania, His Excellency Professor Emile Constantinescu, talked about the project and encouraged the two international organisations to continue their work. It was also agreed that a progress report on the programme would be presented at a special meeting to be held on the occasion of the Frankfurt Book Fair in October 1998.

    History:
    Securitate (secret police) mounted a desperate bid to prevent the collapse of the regime, during which thousands were killed.
    The President and his wife were captured, quickly tried and executed. The new government, under the provisional leadership of Ion Iliescu (the former Communist Central Committee Secretary) was faced with a number of acute problems: the pacification of the country; the disbanding of the Securitate
    The ruling National Salvation Front eventually split into two factions led by Petre Roman, Prime Minister for eighteen months in 1990 and 1991, and President Iliescu, who formed his own breakaway party, the Democratic National Salvation Front (later renamed the Social Democratic Party of Romania). Over the next decade, it was the Social Democrats who prevailed while the Roman faction dwindled away. However, at the November 1996 elections, the Social Democrats lost control of both the presidency and the national assembly, to a five-party centre-right alliance entitled the Democratic Convention of Romania (DCR).
    Partidul Romania Mare (PDR, Party of Great Romania). The Social Democrats rely on a handful of smaller parties to guarantee a parliamentary majority, but the nationalists are now the principal opposition group in the national assembly.
