Saami Customary Law in Norwegian courts ? A reform committee by the Justice Department in Norway has made the suggestion that a separate court should be established for the interior Finnmark, which includes the municipalities of Nesseby, Tana, Karasjok, Porsanger and Kautokeino (municipalities in which the Saami people is in majority).
According to the Committee, the establishment of a separate court for the interior Finnmark will contribute to the enhancement of knowledge on Saami customary Law and Saami perceptions of law. Furthermore it says that, though the court will adhere to Norwegian law, application of Saami customary law and perceptions of law will in many cases be highly relevant.

The indigenous peoples of the Americas minor is a unique interdisciplinary course of study offering a survey of the cultural diversity, history, literature, political status, and contemporary issues of the indigenous peoples of South, Central, and North America. Environment and Health of Arctic Peoples

[The following article is taken from the "L'auravetl'an Information Bulletin" #2. The L'auravetl'an Information Center is a Moscow based training center run by indigenous organizations. It attempts to give indigenous grassroots representatives from the Russian North, Siberia and the Far East skills for human rights activism and to serve as an information bridge to Western organizations. The bulletin is published in Russian and English. For contact please see below.] Arctic environmental problems have attracted much attention in recent years. This is due to two facts: The first is the critical environmental situation in areas with ongoing oil and gas development, both land-based and on sea-shelves. The second is the increasing international awareness of conditions under which indigenous peoples live in these areas. The environmental damage to the land, the waters and air has a direct impact on all living organisms from plants to humans. According to the Siberian branch of the Russian Academy of Sciences the "general health resources" of the indigenous population of the Russian North will be exhausted in 2-3 generations, unless something is done to improve the situation.

2. Analysis of the management of privatized hunting or reindeer breeding companies of the indigenous peoples in Siberia and the Russian Far East and their adaptation process to the post-socialist society
Left photo : With sewen (sacred carving of the Nanai), on the Lower Amur basin (August 1998) Right photo : In winter in northern Yakutia (November 1995) Recent Research Interests : (1) Analyzing various historical documents written in Japanese, Chinese, Manchurian, and Russian languages, I will reconstruct the historical ethnography of the people living in the Lower Amur Basin and Sakhalin in the 18th and 19th centuries. I am now focusing on the "Santan Trade", which was done by ancestors of the present indigenous (minority) peoples like the Nanais, Ul'chi, Nivkhi, Uilta, and Ainu. The study of the trade will show that their ancestors were not primitive foragers, but that they actively participated in the political and economic history of the northeastern Asia. And it will also indicate that the "modern" socio-economic system, which was brought to them by the Imperial Russia and the modernized Japan, played a decisive role to destroy their economic and social prosperity and to get them out of the history.

Alexander Golub, Environmental Defense, presented the results of an independent expert review of the greenhouse gas (GHG) emissions inventory of the Russian Joint Stock Company - Unified Energy System of Russia (RAO UESR). RAO UESR is one of the world's largest electric utilities and is responsible for 30 percent of the Russian Federation's GHG emissions. A Folklorist's Journey My interest in the cultural heritage of Native America began to take shape in my first years in graduate school with a philological interest in the literary character of Native American oral texts. As I learned more of indigenous aesthetics and understood the dynamics of oral literature as performance, it became clear to me that I must move from the study of recorded texts to the study of living performances and do substantive fieldwork. New Mexico provided me the opportunity to put my knowledge and skills as a professional folklorist at the service of traditional cultures in general and Indian communities in particular. Working with living traditions and understanding how expressive forms emerge from the complex social, historical and environmental forces that shape culture called me into an even deeper, interdisciplinary engagement with these communities. Documentation was clearly an inadequate response for me as a responsible scholar. Like others, I began to evaluate how my skills and knowledge could benefit traditional communities by helping them to preserve traditions in situ, and my work evolved into yet another dimension.
