RUSSIAN MEDIA EMPIRES
Updated: 26 September 1997 The state no longer has a monopoly on the Russian media, but the majority of Russian media outlets are by no means independently owned and managed. Few papers, magazines, radio stations or television networks are profitable, so journalists who initially owned shares in these companies were forced to seek outside funding from banks, corporations and financial groups. This process accelerated after the 1996 presidential election, in which media support played a key role in Boris Yeltsin's victory. In addition, influential figures in Russian business have sometimes become important managers of state-owned media outlets. This list identifies the business and government structures controlling major Russian print and electronic media. Also listed are the business or political leaders who play the predominant role in influencing the media for the structures they represent. Several of these individuals Chernomyrdin, Nemtsov and Luzhkov are viewed as possible candidates in Russia's next presidential election, scheduled for the year 2000. By Floriana Fossato and Anna Kachkaeva Updated: 20 October 1998 The state of the Russian media has changed radically since RFE/RL's first Russian Media Empires Report in September 1997 and report updates in March and May 1998. All aspects of Russia's social, economic, financial and political structure have been hard hit by the financial and political crisis that has swept the country since summer 1998. The advertizing market, so important for the media as a source of income, is under serious strain, partly due to the exit of foreign advertizers. Negative developments since August also include a huge jump in printing and production costs, failures in distribution, the closure of some newspapers, widespread layoffs and drastic reductions of salaries for those who could keep their jobs. The atmosphere of depression and stress that pervades Russia's journalistic community is worsened by widespread uncertainty about the future. The situation in the media, one of the Russian sectors that appeared to be booming, reflects the social, economic and political developments taking place in Russian society as a whole. According to a survey by the Moscow-based National Press Institute (NPI), "at the very time when Russians most sorely need information from non-government sources, regional newspapers have been providing steadily less."

NTV senior management on 30 January issued a press release saying the company does not have an "executive board" and, therefore, the vote of no confidence in Senkevich is not valid, ITAR-TASS and Interfax reported. Newly appointed Gazprom-Media General Director Aleksandr Dybal also expressed this opinion. Gazprom-Media owns NTV. Dybal declared his complete confidence in Zemskii, saying there can be no doubts about his professional competence, newsru.com reported on 31 January. The disputed NTV Executive Board the same day issued an open letter to Gazprom CEO Aleksei Miller that states the station "is on the brink of a crisis" and appeals for him to intervene. Copies of the letter were sent to the Media Ministry and President Vladimir Putin's administration. Newsru.com quoted Mitkova as saying the situation cannot be resolved "without interference from above." RFE/RL 31.i.03)

Buying up the Russian media
The renewed hospitalisation of the Russian president, Boris Yeltsin, in December 1997 has sharpened the power struggle in Moscow. The month before, the dismissal of the deputy secretary of the Security Council, Boris Abramovitch Berezovsky, was a major twist in a "media revolution" that has been in progress over the past year. Increasingly confident as a result of their support for Mr Yeltsin during the presidential elections of 1996, candidates for his succession have been buying into the press, radio and television, with the support of the financial and industrial groupings that they either own or influence. by our special correspondent PASCALE BONNAMOUR
An air of resignation pervades the corridors of the daily newspaper Izvestia in Pushkin Square, Moscow. Maxim Yusin explains the reason: "Since the newspaper was bought by the Lukoil oil company and the Onexim finance group, we have no idea what the future holds for us".
