    January 13, 2003 By Robert M. Bryant Most people wake up on New Year's Day and make a resolution: lose weight, exercise more, spend more time doing the things you enjoy.
    The National Insurance Crime Bureau (NICB) woke up on New Year's Day 2003 with the same resolution we've had for the past 100 years: Combat fraud and theft for the benefit of our customers and the public through information analysis, forecasting, criminal investigation support, training and public awareness. It's a resolution we never tire of.
    Fighting fraud requires daily resolve. The criminal environment faced by the NICB, the P/C industry, law enforcement agencies and the American public is increasingly complex and sophisticated. While years ago insurance fraud and vehicle theft were primarily perpetrated by mom-and-pop crooks out to make some extra bucks, the 2003 criminal landscape is dominated by numerous, organized criminal conspiracies that stretch worldwide and use high technology to ply their trade. The small-time players still exist, but they are dwarfed by the organized groups and rings in terms of the volume and dollar values of their crimes.

    How to Avoid Scams and Fraud
    "If you are looking at employment or business opportunities online, watch out for scams," Tamsevicius says. "Many get-rich-quick schemes are cleverly packaged, making it hard to sift legitimate work opportunities from the swindles." Common cons include Nigerian letter schemes asking for money, pyramid schemes, Ponzi schemes, and "work at home" offers that involve stuffing envelopes or assembling crafts. Here are some tips for sidestepping scams: 1. If it sounds too good to be true, it probably is! Any offer that promises to make you rich overnight with a business that works while you sleep is a rip-off. Watch out if a company promises large profits for little or no work, or claims no experience is necessary. If anyone can do it, why should you pay to learn about it? For that reason, multilevel marketing (MLM) has gotten a bad rap. Granted, there may be some legitimate money-making programs out there, but there are also a large number of overhyped, overpromising, underdelivering scams too.

    Free Film for Life – Too Good to be True?
    A few years ago, I received a legitimate-looking envelope in the mail which contained a well-written letter telling me I had been selected to buy a 35mm camera for indoor and outdoor use. After the initial purchase I would be eligible for free film for life. I re-read the letter several times and couldn’t find anything wrong with it. Since I love to take pictures, I sent off my $12.95 and waited to enter free-film heaven. The camera arrived – a big disappointment. The equipment itself was a shoddy piece of work, with a manual film rewind that didn’t work. The package contained a coupon allowing me to buy the flash attachment – so it would work indoors – for another $12.95. As for the free film, actually getting it involved so many cumbersome steps that I gave up. I think I used the camera once. This little scheme made megabucks for the promoter. It wasn’t illegal but it was certainly unsavory, and I was both amazed and ashamed of myself for falling prey. I think of it now as an inexpensive way to have learned a good lesson, and as the episode that made me alert to scams of a more serious and criminal nature.
    Fraud and Older Adults
    Scams and fraud are common in our society, and older people are often prime targets. As Baby Boomers with all of their discretionary income enter the realm of "older person" at the rate of one every few seconds, seniors will be the largest percentage of the population in a very short time. Senior citizens already represent 30% of all scam victims. Part of the reason is that older adults tend to be from a more trusting and gracious generation. Often, in spite of how annoying or frightening solicitation phone calls may be, senior citizens still find it very hard to hang up on anyone. Another reason the elderly are often fraud victims is that they probably spend much more time at home than any other group and, as friends and family dwindle or move away, many are lonely and welcome the phone calls they do receive.

I had not even considered a Russian for a date. After about 3 weeks of daily correspondence they both were sure I was the man for them and suggested to come to see me in person.     Scams and Fraud Artists
    Many banks in Wisconsin have customers that have been the victims of scams and fraud artists. Hearing about the experiences of these victims is often frustrating because there is usually little the bank can do to mitigate the customer's loss after the fraudulent activity has already occurred. This Protective Bulletin will address many different scams that we are aware and give you tips on how to avoid becoming a victim of a scam or a fraud artist. The first four scam examples and tips were provided by a committee called "Triad" which works to help prevent the criminalization of older adults. Triad combines the resources of senior citizens, sheriffs, and police working together to provide on-going tips to senior citizens about confidence scams. Senior citizens are vulnerable to all kinds of confidence scams and groups because older adults typically spend more time at home than other age groups and are available to answer the door or telephone. Also seniors may be more trusting and susceptible than others, often considering scam artists as friends instead of people planning to dip into their life savings.
    Scam and Tip #1
    An elderly man, residing in a rural area, was approached by a door-to-door salesman to have the trees in his yard trimmed for $1 a cut. He was startled by the bill of $5,300 for 12 hours work but felt intimidated and wrote the check which was immediately cashed. This bill amounted to about $450 per hour for the scammer. The victim later counted 411 cuts. An attempt has been made to recover his money, but it will be difficult.
