Malaika Costello-Dougherty, Medill News Service Thursday, January 23, 2003 WASHINGTON A new generation of scam artists has taken to the Internet, e-mailing for money, creating look-alike sites, and stealing your personal information. But they share a common thread with brick-and-mortar scams, says Howard Beales, director of the agency's consumer protection bureau. "If it sounds too good to be true, it probably is," holds true on the Internet, Beales says. How to Keep Tabs Along with its annual fraud tallies, the FTC offers tips on how to avoid these scams and spot a hoax "The great thing about the Internet is it's easy to find other information, and what consumers should do is cross-check," Beales says. For example, he says, "If this product is telling you that it is the cure for cancer, then go to the National Cancer Institute's site." Identity theft again tops the FTC's list, making up 43 percent of the 380,000 complaints lodged into the FTC's

February 23, 2000 "Securities fraud." To many people the term conjures up images of the late 1980s when then-United States Attorney Rudolph Guiliani held press conferences announcing the arrests of Dennis Levine, Ivan Boesky, and Michael Milken. In the 1987 film Wall Street, Gordon Gekko personified the Levines, Boeskys, and Milkens, saying, "I'm talking about liquid. Rich enough to have your own jet. Rich enough not to waste time. Fifty, a hundred million dollars, buddy. A player. Or nothing. If something's worth doing, it's worth doing for money." And, evidently, worth doing even if it breaks the law. These images create the perception that securities fraud is limited to million-dollar transactions and only involves people who drive Ferraris and belong to exclusive country clubs. The reality is that since the Crash of 1929, securities fraud has affected the average investor more and more. Retirees, single parents, and people saving for their children's educations lose their life savings to fly-by-night con men Gordon Gekkos in cheap suits. What is securities fraud? In most cases, it's nothing more than stealing. Sure, the securities laws contain a more technical definition. But when investors are enticed to part with their money based on untrue statements, it's securities fraud and it's illegal. So, how does a Fool avoid becoming a victim of securities fraud?

Older Americans are the targets for a new kind of criminal. This criminal holds you up in your own home, but not with a gun. This criminal's weapon of choice is the telephone. There maybe more than 10,000 fraudulent telemarketing operations calling hundreds of thousands of American consumers every day. Older Americans are a prime target of these crooks. The U.S. Department of Justice estimates that one out of six consumers is cheated by telemarketing criminals every year. In one case, the FBI found that fraudulent telemarketers were directing nearly 80% of their calls at older comsumers. Congress estimates that telemarketing crime cost American consumers more than $40 billion . That's enough to pay for the nursing home care of more than a million older Americans for an entire year. Many of the older people preyed upon by dishonest telemarketing companies are well-educated, with above-average incomes, and they are socially active in their communities. Therefore, the sales pitches these companies use are appropriately sophisticated. They include: phony prizes, illegal sweepstakes, sham investments, crooked charities, and "recovery rooms" where victims are scammed again by telemarketers with promises that, for a fee, they will help them recover the money they have lost.
