    The following SCUBA history is extracted from the Third Quarter 1999 issue of The Undersea Journal, published by the Professional Association of Diving Instructors (PADI). Henry Fleuss invents the first practical self-contained dive apparatus using the closed-circuit principle-oxygen in a reservoir replaces oxygen consumed by the diver while a caustic soda absorbs the carbon dioxide. French physiologist Paul Bert completes his pioneering work on breathing under hyperbaric conditions. He recognizes that "caisson disease" is identical to problems experienced by deep sea divers and suggests that the release of dissolved nitrogen from the bloodstream causes the problem. He also shows that oxygen can become toxic under pressure. Louis Boutan develops the first underwater camera and shoots the first underwater photographs. He also invents the first underwater photographic lights, and uses them to make the first underwater photograph using artificial light in 1899. The following year, he writes the first book on underwater photography, La Photographie Sous-Marine. The United States Navy publishes its first dive manual

    SCUBA GROUP TRAVEL: Waterline's scuba group travel program has something for everyone; we've expanded our program to include three long-weekend trips a year (to Nassau, Florida and Bermuda) PLUS two week-long trips. In each case, the Waterline package price includes return airfare (on regularly-scheduled airlines whenever possible), accommodation, all departure and airport taxes, insurance, hotel and dive staff gratuities and diving. In some cases, different diving packages are available. Waterlines trips like our courses hold no surprises. You pay for almost everything before you leave, including all your diving and your hotel and dive staff gratuities.     Diving and Swimming
    (a) General provisions with respect to diving and swimming are as follows: 1. Underwater diving with or without an underwater apparatus is permitted in all navigable waters in New Jersey unless otherwise prohibited in this section.
    2. Any person while diving shall mark his or her position with a buoyed flag approved by the New Jersey Boat Regulation Commission: i. Such flag shall be displayed so that it is visible all around the horizon from a buoy, float, boat or other floating object; ii. Such flag shall be a minimum of 14 inches by 16 inches, shall be rigid to enhance visibility and shall be a red background with a white diagonal stripe running from one corner to the other.
    3. No person shall operate a vessel within 50 feet of the buoyed flag.
    4. No person shall display a flag at times other than when diving is in progress.
    5. No person shall swim or dive in a narrow, confined or improved channel or in a marked fairway, under a bridge, or impede, obstruct or interfere with passage of watercraft therein.

Safe Operating Practices for Diving Vessels (Attachment) Executive Summary Objectives Scope This report is a recap of recreational diving casualties (deaths and injuries) and incidents (safety related data that did not meet the reporting requirements of a marine casualty as defined by 46 Code of Federal Regulations, Part 4) that occurred during 1996-1997. The scope of this report includes 24 casualties and 3 incidents in two years, which had taken place throughout Hawaii and Samoa.
    • Reduce the number of casualties and incidents by 20% over a five-year period.
    Conclusions
    • Casualties decreased 47% - 19 casualties in 1996 and 10 in 1997. Deaths decreased 57% - 7 deaths in 1996 and 3 in 1997. Injuries decreased 41% - 12 injuries in 1996 and 7 in 1997. Dive equipment failures were non-existent. Three diving incidents occurred in 1997. The incident reporting system was initiated in the beginning of 1997. Casualty levels were highest in the following locations: Lahaina (4), and Molokini Crater (6).
