Primarily for teachers of young children, this presentation is mostly a variety of activities, however the paper includes notes which cover general theory.

The Pennsylvania State University BACKGROUND AND PURPOSE In their review of literature on information technology and teacher education, Willis and Mehlinger (1996) asserted, “Most preservice teachers know very little about effective use of technology in education and leaders believe there is a pressing need to substantially increase the amount and quality of instruction teachers receive about technology” (p. 978). This is not surprising given that the United States Office of Technology Assessment (U.S. Congress, 1995) report found that technology was not a central component of teacher preparation programs in most colleges of education. A summary of the key findings states, “Most technology instruction in colleges of education is teaching about technology as a separate subject, not teaching with technology across the curriculum. Seldom are students asked to create lessons using technologies or practice teaching with technological tools” (p. 165). Clearly there is a need to integrate technology into teacher preparation. PROGRAM CONTEXT Penn State elementary education majors in their final year of preparation are selected to complete the yearlong internship program through an extensive application and interview process in which mentor teachers play a major role. Interns agree to begin the experience during the second week in August with an intensive two-week, campus-based preparation experience, termed “Jump Start.” Interns then join their mentors for orientation, classroom preparation for the school year, and district meetings. At this point, interns abandon the university calendar to teach alongside their mentors.

140.01 PERSONNEL REQUIREMENTS
    The county department of social services is required to provide a sufficient number of qualified employees necessary to assure that prompt action is taken on all applications. County employees used to certify households for participation in the Food Stamp Program must meet the standards set by State Personnel in the certification of applicants for benefits under the federally aided public assistance programs. Only qualified county employees may conduct the interview of applicant households and determine the household's eligibility or ineligibility and the level of assistance. Exceptions to the use of State approved personnel in the interview and certification process are made for Supplemental Security Income (SSI) households and disaster victims. Program discrepancies tied to staff shortages include such areas as applications pending over allowable time standards, incomplete verifications, omissions on forms, failure to comply with the work registration requirement, information already available in the case file, etc. Corrective action is needed in many areas of program operations but none is as important as this single area. An adequate number of trained staff is required so that each case is assured of receiving program expertise and reducing program discrepancies.
