CULTURE-SIERRA LEONE: Women's Traditional Society Decides Votes Christian Keili FREETOWN, May 11 (IPS) - The sole woman candidate in Sierra Leone's May 14 elections has denied that members of the traditional women's secret society, the Bondo, chased her out of town. Zainab Bangura had complained to the electoral commission about an attack on her by ruling Sierra Leone Peoples Party (SLPP) supporters in the eastern town of Kenema during a campaign tour. SLPP National Chairperson, Sama Banya, however, had replied, ''Party supporters did not attack her. Angry Bondo women chased her out of Kenema. ''Bangura is said to be opposed to the practice of FGM (female genital mutilation) with which the Bondo society is associated. Refuting the claim, Bangura said, ''I am strongly supported by the Bondo. The allegation against her, she said, resulted from ''a deliberate spreading of rumours''.

Freetown In the second week of January 2003, the National Power Authority (NPA) informed the public through an announcement on FM 98.1 radio that the sudden acute power outage following the festive season- that is Ramadan, Christmas and New Year- is the result of a shortage of fuel oil. It was stated in the notice that the demand of the festive season consumed the fuel oil; consequently, two machines have been put out of operation, and this may go on till February. If one were to go by that announcement, the evident conclusion is this: an inefficient NPA management.

Survivors: Portraits of Children and War
The United Nations Special Representative for Children and Armed Conflict recently released the following numbers. In the past decade:
  • 2 million children have been killed in conflict situations
  • Over 1 million have been made orphans
  • Over 6 million have been seriously injured or permanently disabled
  • Over 10 million have been left with grave psychological trauma
At the present moment:
  • There are over 20 million children displaced by war
  • Some 300,000 young persons under the age of 18 are currently being exploited as child soldiers around the world
  • Approximately 800 children are killed or maimed by landmines every month
Last year innovative theater director Ping Chong joined with the Center for Multicultural Human Services to create "Children Of War," a new multi-disciplinary theater work based on the personal testimonies of a diverse group of young people who have experienced war and domestic trauma. The piece evolved through discussions between Ping Chong and the participants. "Children Of War" is part of Ping Chong's "Undesirable Elements" series which explores history, culture, and ethnicity's effects on individuals and their communities.

Introduction
The use of children as soldiers in government, paramilitary and rebel forces in the Sierra Leone conflict was one of the most highly publicised cases of child rights abuse in recent years. Portrayals of the Revolutionary United Front (RUF) in particular cited the mass recruitment, chiefly through abduction, of under 18s into the movement.
The crisis of youth in Sierra Leone and other armed conflicts no doubt helped drive the Optional Protocol to the Convention on the Rights of the Child on the use of Children in Armed Conflict into force in February 2002, and drew the attention of myriad UN agencies and international non-governmental organisations (NGOs). Interventions on behalf of child combatants have sought to negotiate the release of abductees, to oversee the disarmament, demobilisation, psycho-social care and reintegration of child combatants and to assist children in the tracing and reunification of families, as well as arranging alternative care for orphans and other unaccompanied children.
The socialisation of the young generation in warfare has also left the need for an understanding and subsequent response to the political crisis of youth in Sierra Leone, which takes into account the frame of reference of a generation of young people that has spent the past 10 years surviving warfare. For these people peace (life without the influence of war) has become something of a mythical, abstract concept. Young people are left with the bewildering task of inventing their own peace. To do so will require the reconfiguration of their society, with clear guidance and strong messages from governments and authority figures conveying support and example to counteract the sense of betrayal that is undoubtedly felt by much of the young generation in this country.

A group of Canadian organizations has pledged to support them in this effort. The strategy has six inter-related components: Statement of the Problem Sierra Leone has been rated by the recent UNDP report as the least developed country in the world (UNDP, 1999). This is a situation that the country has found itself in since the early 1990s. The country has just gone through a nine-year brutal and senseless war imposed by the Revolutionary United Front and their military allies. The social fabric has been destroyed. Therefore, the socio-economic and political institutions and systems have been seriously damaged. The people have been totally uprooted, their houses and property vandalized and even made to abandon them. This has created additional hardships. The war has caused a total collapse of the economy and devaluation of the currency. The diamond mining sector became more exposed to corrupt local and multinational corporations and the rebels. Almost all the rebels have been engaged in personal mining for selfish ends. This weakened state leaves Sierra Leoneans with few resources to deal with the human damage of the war.
