Elections in Sierra Leone Considered a success
A peaceful election process gives Sierra Leoneans hope of peace, reconciliation, and the opportunity to build a truly democratic culture.
Election Day and the campaign that preceded it were marked by a near total lack of violence. The hundreds of thousands of Sierra Leoneans who cast ballots on May 14 can now begin to realize their aspirations of peace, reconciliation and the opportunity to build a truly democratic culture. The hope is that diamonds, which once feuled the rebel war, can now provide jobs and tax revenue for Sierra Leone. IFES helped the Government overcome a number of challenges including budget shortfalls, unexpected logistic problems, registration of internally displaced persons (IDPs), registration of recently returned refugees, transfer voting procedures for IDPs and refugees, and special voting for the blind. Though not without shortcomings, the overall election process was considered a great success.

The lines around the eyes and mouth of the face on this mask represent scarification marks. Why might Mende women want these marks on their faces? In what ways have you seen Americans decorate their faces? This mask is not a portrait of a particular woman but rather a generalized symbolic mask representing Mende womanhood. What qualities of womanhood does this mask suggest are admirable in Mende society? What qualities of inner beauty are suggested by this mask?
Africa, Sierra Leone, Sande Society Mask What does this mask tell you about the personal identity of its wearer? Do you think it is considered more important for a Mende woman to fit into her cultural role or to be a unique individual? Why? What kinds of initiation ceremonies are a part of your own culture? In what ways are they similar to the Sande Society initiation? In what ways do they differ? In what way are initiations part of growing up?

Site Navigation Background Beyond the Launching Country Profile Implementors ... Contact Us Search Welcome to the National Long-Term Perspectives Studies (NLTPS) Website. Sierra Leone like other African countries is going through a political, economic, culture and social transition. During this period it has become even more important to go beyond the passive and reactive development practices, which characterized past development efforts and adopt a more active stance with regards to changes taking place in the world as a whole and Sierra Leone in particular. There is the need to abandon the "fire brigade attitude" which mainly responds to situations and rather adopt strategies, which anticipate events. This presupposes that Sierra Leone going beyond short-term considerations and adopt long-term which will ensure the creation of the means to face future challenges. The rationale of the National Long-Term Perspectives Studies - Sierra Leone Vision 2025 Programme is to provide Sierra Leone with the framework for planning its political, economic and social development for the next 25 years, ensuring the setting out of realistic long-term strategies and policy options in a manner that is comprehensible to all Sierra Leoneans whether at home or in the Diaspora. The creation of this website is primarily to solicit the aspirations of Sierra Leoneans in the Diaspora, which is crucial to the philosophy of the NLTPS process, which is the full participation of all concerned.

    Letter to Kofi Annan
(New York, August 16, 2000) Dear Mr. Secretary-General, Human Rights Watch welcomes the commitment shown by the Security Council on August 14, 2000, to bringing the perpetrators of crimes against humanity, war crimes and other serious human rights abuses in Sierra Leone to justice (S/RES/1315). The resolution has asked you to send a team of experts to Sierra Leone and to submit a report with recommendations to the Security Council within thirty days. Justice and the ending of the culture of impunity in Sierra Leone are of paramount importance for the peace process and the country's overall future. Related Material

Human Rights Watch Press Release, August 14, 2000 HRW Sierra Leone web page
Human Rights Watch believes that the effectiveness of this justice effort will to a significant degree be determined by the framework for the court to be proposed by the team of experts. Human Rights Watch believes that justice and the ending of the culture of impunity in Sierra Leone are of paramount importance for the peace process and the country's overall future. A justice effort, to be meaningful and to produce lasting results, must be credible and legitimate. The criminal responsibility of all abusive parties must be assessed, including those of the RUF's former allies, the Armed Forces Revolutionary Council (AFRC) and dissident factions of the Sierra Leone Army (SLA).

Sierra Leone was founded in the 1780s as a place for freed British ex-slaves to resettle in Africa. It became a British Crown Colony in 1806, the year before the slave trade was outlawed. In January of 1792, 1,200 former American slaves who had ought on the British side in the Revolutionary War, then emigrated to Nova Scotia, where they were unable to obtain land of their own, arrived in Sierra Leone and settled in Freetown. The expenses of their voyage were paid for by the British government. They had become Christians while in North America and carried their "boisterous Christianity" with them back to Africa, defining their new culture in Christian terms, and spreading its message to all in Sierra Leone who would listen. The Settlers, as the Nova Scotia Sierra Leonians came to be called, now fortified by a large influx of "Recaptives" Ð persons taken from captured slave ships and resettled in Sierra Leone grew into a large and vibrant Christian community. In the 1860s the Sierra Leonean community requested the aid of full-time missionary clergy from England. The Church in Sierra Leone was already lively and vibrant under the leadership of the wealthy and powerful Settler Christians. The missionaries sent out to minister to them were not infrequently their inferiors in knowledge of the Bible and Christian doctrine.

The Geneva Conventions prohibit rape in both international and internal conflicts. Rape, when committed on a mass scale, constitutes a crime against humanity. The UN Convention on the Rights of the Child also protects children from all forms of sexual exploitation and sexual abuse. Rape and sexual assault were an integral part of the rebel strategy, according to human rights organisations. A high percentage of the rape victims was under the age of 18. Some of the girls and young women were raped in their homes, often in front of family members. Human rights organisations have also documented cases of fathers, brothers, uncles and other males being forced to rape their female relatives. But generally the victims were abducted and taken to rebel bases and command centres or into the bush.
The girls and young women were raped for weeks or months on end. Many of the victims report being gang raped, sometimes by two or three men. There have been cases of women being raped by over 15 men. Rebels would often choose girls and women to become their 'wife'. According to UNICEF, studies have shown that 75% of the abducted girls and young women were sexually abused.

The idea is that once you have mental problems, you won't get better, so why spend money on you? As a result, all the mental health facilities are deteriorating. Even before the war, there were almost no more drugs, and most of the mental health personnel had retired, died or migrated overseas. Sierra Leone's war has been described as one of the most brutal wars ever fought in modern warfare. But here mental anguish is expressed differently. A European would say, 'I cannot sleep. I have nightmares.' In Sierra Leone people will say devils are tormenting them, or they talk about snakes or very dangerous objects. The symptoms are the same for a European and an African, but the terminology differs. If people believe their problem is due to juju

A man listens to news of the July 30 peace deal between the Democratic Republic of Congo and Rwanda in Kigali, July 31, 2002 (Photo: AFP). A peace deal in the Democratic Republic of Congo, an agreement in Sudan, the end of civil war in Angola, the withdrawal of British troops from Sierra Leone. Could it be that a wave of good will has broken out across war-prone Africa?
The answer is “no,” but some of Africa’s wars have run their course, and much international effort has gone into ending others. As part of the new pact between African states and the G-8 countries, Western diplomats have been working with their African and U.N. counterparts to try to secure deals to end African conflicts. Four years ago, 15 African countries were embroiled in war. Now there are seven. And reconciliation is quickly possible among Africans. In Nigeria after the Biafra war ended in 1970, in Mozambique after the vicious war against civilians in the 1980s, and in South Africa after the 1994 election, ordinary people put away their weapons and set aside bitter memories. No one sought revenge.

    Defending Press Freedom
    Paul Kamara

Sierra Leone For di People was established as an independent newspaper in 1983. This was a period when the then APC (All-People’s Congress) monolithic system had created a culture of silence, and not many journalists or newspapers were bold enough to stand up for the truth and defend press freedom and political and social justice. Throughout its existence, critics both within and outside Sierra Leone have rated For di People as a consistent, fearless, and courageous newspaper. Perhaps this is because For di People answers to no party but to the people. Its consistent crusade against corruption and other societal ills is no secret, and it has always been in the forefront for the promotion of freedom and human rights in Sierra Leone. It has, therefore, paid dearly for it. Paul Kamara, the newspaper’s editor, and other senior members have been detained several times by successive regimes for exposing corruption and human-rights violations, and Kamara has been subjected to several forms of brutality. Press freedom under the government of Ahmed Tejan Kabbah is far more favorable than in previous regimes, despite a few unsuccessful attempts to pass laws intended to stifle the press.
