You must be 21 years of age to drive a rental snowmobile.

- To drive a snowmobile on a public road, in accordance with the law, the driver of the snowmobile must own a valid driver's permit.
- On any excursion, make sure that you have on hand, the vehicle registration and insurance certificates, a document attesting to your age, and a valid driver's license. - While snowmobiling, it is mandatory to wear either a helmet with a visor or protective glasses. The snowmobile must be equipped with up-to-date technology. Any snowmobile built after January 1, 1998 must have a rear braking light, a left rear view mirror and a speed indicator. - Snowmobiling is a privilege. It is important that snowmobilers take a respectful attitude toward the environment. Don't forget, it is forbidden to ride a snowmobile closer than 30 meters from a private dwelling, from any health service building or buildings used for cultural activities, educational activities, recreative or sport activities, unless there is an expressed authorization form from the owner or tenant of the reserved building or space. You can ride on a public or private road if there is a sign indicating authorization for snowmobiles. Unused railroad tracks which are indicated on certain maps in a specific region or county, municipality, or urban community, also allow snowmobile passage.

The meeting opened with the distributing of travel claim forms along with an explanation on travel procedures. Motion passed for approval of minutes from the December 4, 2000 meeting with one correction. Agenda: Additions and revisions. John suggested adding HB159 and the DOT's Winter Transportation Study (WTS). Motion passed to accept the agenda as revised.
Staff Reports:
Jim Renkert attended the Western Chapter meeting of the IASA International Association Snowmobile Administrators in Stanley Idaho, March 14-15, 2001. He met state IASA representatives from Washington, Oregon, Idaho, Wyoming, Montana, and California. Also he met several different snowcat manufacturers and talked with the representatives from Maxi and Mogul Master trail groomers. The Maxi is quite popular. There is an International Snowmobile Congress meeting this June in Chicago. We would like to attend but it is not in our budget. He brought back grooming standards from California but we're going to have to call around for cost standards.

Quorum was established and meeting was called to order 7:10 PM. Howard moved to approve minutes of last meeting (January), John seconded, motion carried. Treasurers report: Total cash on hand $5,222.90 with legal liabilities of $88,660.59. Julie moved to approve, Howard seconded, motion carried.

Arctic Man:
All is still going as planned. Lance volunteers his motorhome for the ASSA booth. We will be positioned in the middle of the manufactures booths. Julie will look into getting banners and buttons made to help announce our presence and for everyone to ride safely during the event. Polaris welcomes ASSA to all their sneak previews for coverage. Ski-Doo also invites us to their events.
National Forest:
Joe and Glen attended a meeting that was really a workshop. State Parks asked the people in attendance to do their work for them and figure out what was good about closing each area to snowmobiles. As we see it their definition of sharing is one-sided. They only want the snowmobiles to give up areas and the other recreationists to have complete freedom. Final draft for public comment will be ready near the end of the summer.
ISMA:
Our grant request to help with the legal bills was denied. ISMA cites already spending too much money on legal bills.

Snowmobile Regulations and Closures Forest road use regulations of the Forest Practices Code of BC Act allow for snowmobile operation on unploughed roads within provincial forests, unless such roads are closed for other purposes, such as wildlife protection or commercial heli-skiing. A person must not operate a snowmobile on a Forest Service road if it appears that the road has been snowploughed, or that the road is otherwise fit for travel by other motor vehicles. The maximum allowable speed is 80 km/h but any operating speed must be safe for the conditions. A person does not need to hold a driver’s license issued under the Motor Vehicle Act or third party liability insurance while operating a snowmobile on Forest Service roads. However snowmobiles must be registered and marked with identification numbers (decals in British Columbia. Local agreement areas and legal closures are monitored and enforced by Ministry staff. Please refer to the Winter Recreation map brochure and obey posted signs. There are two legal closures in force affecting snowmobiling under the Forest Practices Code of BC Act.

HENNEPIN CANAL PARKWAY SNOWMOBILING
Most of the Hennepin Canal, with the exception of 12 miles on the lower feeder and 5 miles in the Milan area, will be open to snowmobiling this year. This includes some additional 9 miles to the system on the west line that will now take travelers into Colona. The trail must meet the following criteria and be declared "open" by site staff, which will be posted at access areas and on the site’s telephone system (815/454-2328). To be declared "open" requires at least six inches of frost in the ground and four inches of snow on the ground. The trail on the towpath, as designated below, is signed. Snowmobilers may ride the ice at their own risk, when the trail is declared open, in the above referenced section. The water does not always freeze solidly inside the tubes. Riders using the ice should be aware that such things as ice conditions, ice skaters, and structures including tubes exist. Please be aware of and respect other people who may be using the Canal for other recreational purposes. Take care when approaching and crossing roads, and traversing trail tubes.

RULES FOR GROOMED XC SKI TRAILS IN THE MAMMOTH LAKES BASIN
TAMARACK LODGE RESORT CROSS COUNTRY SKI CENTER is authorized by the U.S. Forest Service to groom and charge for nordic ski trails in the Mammoth Lakes Basin.
They are permitted to charge a fee for all the ski trails they groom.
Because of the needed access by administrative users, cabin owners, and for backcountry skiers going over Mammoth Pass, the non-groomed portion of the Lake Mary Road is left open for free public access. This does not include the "Lake Mary Loop' which runs around the back or south side of Lake Mary.
The Lake Mary Road is defined as beginning at the Twin Lakes bridge to the Horseshoe Lake turnaround. Groomed trails include the diagonal stride track and the flatly groomed skating lane. The ski center is permitted to groom trails on the surfaces of several roads in the Lakes Basin.
Legally, these are not 'public roads' under state law and are not considered 'roads' under Federal law when they are snow covered.
DOGS - Dogs are permitted in the Lakes Basin provided they are not on any groomed trails and are on a leash. Leashes must physically control the dog's movements and be no longer than six feet. The person controlling the dog with a leash must not be skiing or walking on any groomed trail while in possession of the dog.

"The time has come for the National Park System to pull in its welcome mat for recreational snowmobiling," said Donald Barry, Interior Department assistant secretary for fish, wildlife and parks. The National Park Service said Thursday it will immediately enforce existing regulations governing recreational snowmobile use in America's major national parks. The action will likely lead to a full ban on snowmobiles in these parks, a park service public affairs specialist said. "The time has come for the National Park System to pull in its welcome mat for recreational snowmobiling," said Donald Barry, Interior Department assistant secretary for fish, wildlife and parks. "Snowmobiles are noisy, antiquated machines that are no longer welcome in our national parks. The snowmobile industry has had many years to clean up their act and they haven't." Currently, 42 national park units, from parks to recreation areas to parkways, allow recreational snowmobiling. "Those 42 superintendents have been asked to enforce current regulations and that probably means no recreational snowmobiling (in the future)," said Gerry Gaumer, public affairs specialist for the NPS.

In the northern part of the state, the trails wind through snowy woodlands dotted with lakes and streams. The central region of Minnesota is wide-open prairie, while the southeastern bluffs feature limestone cliffs. Minnesota's trail system runs from the state's more densely populated areas all the way to its remote, sparsely populated wilderness, providing sledders the opportunity to either get away from it all, or go for a quick ride close to home. There are plenty of small towns along the trails offering food, lodging, equipment rental and other services. Registration/Permits: Helmets: Required for riders 17 years old or under.
