Somalia UNESCO Culture of Peace Programme UNESCO Culture of Peace Programme Although Somalia has long since ceased to be a focus of media interest, the war between rival clan-leaders in that country continues. Because the majority of the Somali population is keen to see an end to the war, UNESCO. working with the European Union, has decided to give them its backing by launching another national `Culture of Peace' programme specifically for Somalia. The `Culture of Peace' programme was developed by UNESCO in 1994 on the basis of the `Agenda for Peace'. Its main objective is to promote the transformation of violent into non-violent forms of conflict resolution. This transformation is to take place primarily through the provision of support to groups that are of significance to peace in countries where there is conflict. The joint action and support of local non-governmental organizations is of prime importance in this connection. In preparation for the introduction of this programme in Somalia, a number of conferences have been held, to work out the practical details. The latest of these took place in Addis Abiba in June this year. The programme is to be implemented via a Somali umbrella organization, the Somali Peace Line (SPL), which will co-ordinate the various Somali peace groups. Another aspect of the SPL's task is to identify and check out projects that are of relevance to peace in the areas of communication and peace education. This includes projects within the framework of formal and informal education, training programmes of all kinds, and the setting-up of radio, cultural, and sports programmes. The major target-groups are the militias, unemployed young people, women, traditional/religious leaders, artists, journalists, and intellectuals. MILITARY CULTURE AND ETHICS The culture and ethics that inform the Canadian military are important to an understanding of the events that took place in Somalia. While a series of isolated incidents may seem unrelated on the surface, they may also reflect deeper institutional shortcomings regarding ethical matters and underlying cultural attitudes regarding duty and accountability. This chapter briefly explores some elements of Canadian military culture and ethics as a background to our inquiry into the experience of the Canadian Forces in Somalia. The specific focus is three aspects of military life: its corporate separateness from society, changes in the nature of military professionalism, and the role of ethics in the military. SEPARATENESS Common to most modem military organizations is the notion of being different from the rest of society. The Canadian military is no different from other armed forces in feeling a consequent separateness from society. In 1869, William Windham described armed forces generally as "a class of men set apart from the general mass of the community, trained to particular uses, formed to peculiar notions, governed by peculiar laws, marked by peculiar distinctions". According to a recent DND statement of the Canadian military ethos, the Canadian military sees itself as "a distinct sub-set of the entire Canadian fabric".

Somalia's gun culture the bane of peace By Ali Musa Abdi NAIROBI SOMALIAN WOMEN PROTEST VIOLENCE With almost every able-bodied male in Somalia possessing a gun, the truce signed by faction leaders on Sunday is seen more as a symbolic gesture than a guarantee that peace will suddenly return after more than a decade of bloodletting. Freelance gunmen are largely young adults or teenagers who owe no allegiance to any of Somalia's numerous warlords or leaders of armed clan-based factions. "All armed men in a faction are not answerable to a leader," Liban Sheikh Ahmed, a militia leader in central Mogadishu's Bermuda neighborhood, said on Tuesday. "The boss of a faction is not automatically the owner of the guns and battle wagons claimed by his faction." In some cases, one "battle wagon" can be co-owned by several groups: the gunmen who stole the vehicle, those who brought the machinegun and those who pay for repairs. The fact that most of Somalia's armed groups are not clearly defined is also expected to make it difficult to apportion blame during inevitable outbreaks of violence. Some businessmen are known to have their own armories or to finance clan warriors, Ahmed said.
