The South Carolina Investor Information Program
We are a society of investors. Americans now put more money into investments each year than into savings accounts. Unfortunately, millions of dollars are lost by South Carolina investors through securities fraud, sales abuses, or an investor's failure to fully educate themselves on a particular issue. Frequently, these losses are from savings that have been painstakingly accumulated over many years or retirement funds that can't be replaced. Victims are of all ages and levels of sophistication. In the majority of these losses, none of the investors' money is ever recovered. To help prevent these losses, the Securities Division of the South Carolina Attorney General's Office has established the Investor Education and Information Program. The Purpose of the Program The Investor Education and Information Program:
  • Alerts investors to potentially fraudulent securities schemes;
  • Provides practical, current information to help investors protect themselves; and
  • Informs South Carolinians about basic securities laws and protections.

The School of Education of USC Aiken provides professional preparation for teaching in Early Childhood Education (ECE) on the USC Beaufort campus. The program is accredited by NCATE and leads to pre-k through fourth grade certification by the South Carolina State Department of Education. The program emphasizes a liberal arts general education, professional preparation, and opportunities for field-based experiences in Lowcountry schools. In the freshman and sophomore years, students take coursework to meet the general education requirements. Once all their general education is complete, students begin the pre-professional education courses, such as Educational Psychology and Lifespan Growth and Development. In the junior year students apply to enter the Professional Program and take courses such as, Introduction to the Exceptional Learner and Math and Science Experiences in ECE . The program provides graduates with a wide range of practical experiences in schools, culminating with student teaching.

School Violence Awareness Program To address the problem of violence in our schools which exists in virtually every community in our state and nation the South Carolina Attorney General's Office has developed a School Violence Awareness Program, staffed by an attorney, a coordinator, and support personnel. This staff is available to assist law enforcement agencies, school officials, and concerned citizens in understanding the dimensions of this problem and to confront specific incidents of school violence in their own communities. A Nationwide Problem Over the past decade, violent crime has increased substantially nationwide particularly among young people. A shocking number of such acts have occurred at school. According to the National School Safety Center, juveniles commit more than 3 million crimes in our schools each year. That's an average of about 1,700 per day. While the majority of these are thefts and other less-serious offenses, many are violent aggravated assault, rape, and even murder.
  • One in five students has taken a weapon to school, and one out of 22 has carried a gun.

  • Since 1991, more than 93% of growth in public higher education has occurred at the technical colleges.

Paige Names Deputy General Counsel To Education Department
U.S. Secretary of Education Rod Paige announced that Kent D. Talbert will serve as deputy general counsel for departmental and legislative service in the Office of the General Counsel. As deputy general counsel, Talbert will assist the department's general counsel and provide recommendations and guidance on various legal matters affecting departmental programs and activities. Prior to joining the Education Department, Talbert served as education policy counsel for the Committee on Education and the Workforce in the U.S. House of Representatives. In that capacity, Talbert provided legal advice for committee reports and legislation, and direction on elementary and secondary education policy. Talbert previously served as a staff member for the committee and was primarily responsible for the policy development of the Education Flexibility Partnership Act in 1999. In addition, Talbert has worked as a legislative assistant to Sen. Strom Thurmond, R-S.C., and staff member to the Senate Veterans Affairs Committee. A native of Greenwood, S.C., Talbert earned his undergraduate degree from Erskine College and a juris doctor degree from the University of South Carolina School of Law.
