Primary implementation of water programs, including enforcement, has been delegated to all eight Region 4 States. There are exceptions, however, where the U.S. Environmental Protection Agency ( EPA ) still has primary authority. These involve certain aspects of the storm water program and the groundwater/underground injection control program, the entire biosolids program, and instances of new drinking water regulations which have not yet been adopted by the States. EPA Region 4 otherwise conducts oversight of State enforcement activities, and conducts federal enforcement of the Clean Water Act and the Safe Drinking Water Act in consultation with the delegated State programs.

Wastewater Project
This project is a training and technical assistance program focused on addressing wastewater treatment and disposal issues in small, rural and tribal communities which have difficulties complying with Clean Water Act (CWA) requirements. These communities often lack adequate financing, management skills and training to construct, operate, manage, and maintain wastewater treatment facilities or systems. Institutional capacity to implement facility improvements or to address watershed pollution threats is often nonexistent. In a partnership agreement with the Environmental Protection Agency (EPA), the Rural Community Assistance Program, Inc. (RCAP), provides the appropriate financial management, operations and maintenance, and other community-specific technical assistance through the Small Community Wastewater Project. RCAP receives a grant from the EPA to support small community wastewater system needs. RCAP's technical assistance activities are coordinated and selected with state and local governments or tribal pollution control agencies, EPA's outreach coordinators and other appropriate organizations to address small community wastewater treatment problems. RCAP's activities will be targeted to:

Family Leadership and Resource Management Overview This program area is marked by a wide variety of leadership, volunteer, and train-the-trainer programs. Eleven states report eighteen programs of excellence in family leadership and family resource management. The programs are grouped according to specialized competencies and bodies of expertise ranging from family and community leadership, family empowerment, nutrition education, and family resource management.. Family Leadership. The Extension Service, with significant support from the W. K. Kellogg Foundation, developed a number of sustainable and influential Family Community Leadership (FCL) Programs throughout the nation which addressed the needs of family units, members of communities, and the larger society. Traditional FCL programs provide participants with personal empowerment, motivation of volunteers, group management tools, leadership skills, increased understanding of public policy formation. Train-the-Trainer. FCL has a specific curriculum and delivery method. The curriculum is taught at state universities by extension professionals. FCL graduates, in turn, teach others at the community level what they have learned. FCL refined the classic train-the-trainer model to disseminate university-based knowledge. The educational philosophy of FCL is learning by doing. Program trainees are expected to become program trainers for one year. Participants are expected to become involved in public policy as a result of their increased skills and confidence.

Intergovernmental Review (SPOC List)
It is estimated that in 2001 the Federal Government will outlay $305.6 billion in grants to State and local governments. Executive Order 12372, "Intergovernmental Review of Federal Programs," was issued with the desire to foster the intergovernmental partnership and strengthen federalism by relying on State and local processes for the coordination and review of proposed Federal financial assistance and direct Federal development. The Order allows each State to designate an entity to perform this function. Below is the official list of those entities. Coastal Carolina University offers 36 baccalaureate degree programs and
27 undergraduate minors. New baccalaureate additions in recent years include management-international tourism, special education-learning disabilities, middle grades education, Spanish and musical theater. A Master of Science degree in coastal marine and wetlands studies has been approved for fall 2003, and Master of Education degrees include the Master of Arts in Teaching, and the Master of Education in Educational Technology. Additionally, seven undergraduate and graduate degree programs are offered in cooperation with other South Carolina institutions. About This Program The Southeast Training Center operates a program of both open-enrollment and contract on-site training courses for individuals and organizations throughout eight southeastern states, including Georgia, South Carolina, North Carolina, Mississippi, Kentucky, Florida, Alabama, Virginia, and Tennessee. One of our major strengths is the ability to deliver on-site customized training that incorporates agency-specific material. Virtually all courses can be tailored and delivered on-site. An added capability is our ability to deliver both user training and high-end computer training in either the requesting agency's computer facilities, in one of our computer labs, or through the use of our portable lab. Each year we also offer a series of free, one-day seminars throughout the southeast on topics of contemporary interest. Introduction Money 2000 is a personal financial management program designed to increase the financial well-being of individuals and families through increased saving and/or reduced household debt. The South Carolina Money 2000 program encourages families in each of the state's 46 counties to increase their levels of wealth by $2,000 by the end of the year 2000. Through the program, participants set individual financial goals that may be more or less than $2000 depending on their unique financial situation. Participants attend educational programs and workshops, they receive quarterly newsletters, and their progress is monitored periodically to determine cumulative impact. Many households in the United States are living on the financial "edge" with little or no savings and high debt loads. The Consumer Federation of America estimates that there are more than 55 million American households with revolving credit-card balances, and the average each owes is more than $7,000. Interest charges and fees, on average, annually cost more than $1,000 (Bennett, 1997). More than 1.4 million bankruptcies were filed in 1997, up 19%, from the 1996 rate (Associated Press, 1998). In South Carolina there were 11,088 bankruptcies, an increase of 15% over the 1996 rate. Low savings rates (savings as a percentage of disposable income) are also cause for concern. A little over one decade ago, in 1984, Americans saved 8.8% of their after-tax income. In 1996, the U.S. savings rate was only 4.9%.

The continuing education component of The Lightsey Center supports the faculty and staff of the College of Charleston by providing resources that make the College more accessible to a wide variety of external audiences.
