Reports Offer Statistical Snapshot of Federally Subsidized Renters
Housing researchers, policymakers, and practitioners need look no further for the most comprehensive and authoritative source of local and national data on federally assisted housing programs. A Picture of Subsidized Households , recently released in print and on the Internet by HUD's Office of Policy Development and Research, features previously unavailable local-level information on a wide range of public and assisted housing programs from HUD's own information management systems. The new 11-volume series of reports provides the most recent data available at the level of individual housing projects, neighborhoods (census tract), housing authorities, States, and the entire United States. Much of the report data, such as information on household income, poverty, size, race or ethnicity, number of children, the spatial concentration of assisted households, and neighborhood characteristics, may help answer the following pressing policy questions: Where are the households that will be affected by welfare reform? What are their characteristics? Where are affordable housing opportunities in relation to areas of ethnic and economic concentrations? Are areas of assisted housing experiencing higher rates of crime than other neighborhoods? These reports can aid such investigations. The National Indian Child Welfare Association and Casey Family Programs have released a new document, Improving Access to Independent Living Services for Tribes and American Indian Youth. Author, Nicole Clemens, compares the differences in service requirements under the previous independent living legislation to those mandated under the Chafee Foster Care Independence Program. Most importantly, there is a section addressing how service needs can be provided to Native Youth in a culturally appropriate way. The author acknowledges Robin Nixon of the National Foster Care Awareness Project, Pam Johnson of the Children's Bureau, and Rebecca Copeland of the National Resource Center for Youth Services, for assistance and support.

Many Working Families Are Joining Ranks of Homeless, New Survey Says
ALEXANDRIA, Va., Jan. 10 – A four-state survey reveals that the strong American economy of the past decade has helped to create a new category of families, the working homeless, Volunteers of America said today. A survey last year of 202 homeless families with 370 children living in 14 shelters in Kentucky, Tennessee, North Carolina and South Carolina showed that 42 percent of the adults are employed and 28 percent have never been on public assistance. The reason working poor families become homeless is often a simple matter of finances. The median income for working homeless families in this region is $247 per week or $988 per month. The cost of basic family need exceeds that income and it is only a matter of time before a family finds itself homeless. The typical family would need to earn at least 120 percent of its current income to afford just the basic needs, according to the findings of the study. “This regional survey confirms the experience of Volunteers of America across the country.

Housing programs operated by Telamon are multi-faceted and varied, depending on specific populations targeted, available funding support at the federal and state levels, and the combination of a given program's purpose and design. Our funding sources include federal agencies such as the Departments of Labor (DOL), Agriculture (USDA), Housing and Urban Development (HUD) and Energy (DOE). States and some counties provide resources for low-income and elderly populations they target for assistance. Project emphases may include new construction, group home building, mortgage or maintenance counseling, construction skills training, weatherizing or emergency repairs or technical assistance to agencies that want to get involved in local housing assistance programs. What services are provided? Training and technical assistance is provided for multi-family housing projects like USDA's Rural Development Section 515 Rural Rental Program, Section 514-516 Farm Labor Housing Programs; and HUD's Home Investment Partnership Program. Single- family home construction assistance is provided through USDA's Rural Development Section 502 or Section 523 Self-Help programs; and rehabilitation or weatherization assistance is provided through the Section 504 Repair Program and the Section 523 Housing Preservation Grant Program. Rehabilitation projects are also supported by Community Development Block Grants, DOE's weatherization assistance programs state housing development and finance agencies.
