Why Not Call It “The South Carolina Convenience Store and Gas Station Lottery”? Gary West Greenwood School District Web Edition ( The South Carolina Education Lottery has been selling chances for a year, now. Total revenues for the lottery are about $869 million Based on the latest information, about of that money goes into prizes, goes into administration, goes into commissions for ticket sellers, and goes into education. In many communities, citizens believe that schools are getting a windfall of money – that 29% for education – from the lottery. That is simply not the case. http://www.myscgov.com/SCSGPortal/static/about.html
Overview
Six of the ten strategic issues identified in the South Carolina strategic information resources plan of 1998 addressed improving citizens accessibility to government information, goods, and services.
  • Automated Access to Public Information Seamless Access to Government Services Using IT Resources Effectively and Efficiently Standards to Insure Interoperability Application of Current and Emerging Technologies Simple, Effective Means of Doing Business Using Technology
  • With these in mind, South Carolina has developed the mySCGov.com portal. This includes vertical areas of interests News, Government, Education, Business, Health, Public Safety, Environment and Tourism. A portal is a "one-stop shop" filled with information and service choices. Each of the portals caters to the needs of its users citizens, employees or businesses. The user is linked directly to the information source or service automatically, without needing to know which agency is involved. No longer will the user have to know and navigate a specific agency web site to find the information he wants. Also, a search engine has been incorporated to allow the user the ability to search for specific items. All pages containing information relative to the search will be displayed. However, links to all agencies home pages are available for direct access.

The k12 School Technology Initiative is funded by the south carolina Legislatureto ensure that all schools and libraries can participate.
    http://www.myscgov.com/OIR/k12initiative.htm
K-12 SCHOOL TECHNOLOGY INITIATIVE Mission To provide all public schools and public libraries in South Carolina with high speed, efficient and cost effective access to the Internet and to SCINET, the statewide data backbone. Status In 1997, South Carolina was the first state in the nation to have all public libraries connected to the Internet and one of the top 3 states to have all public schools connected to the Internet and a high speed, statewide, digital backbone.
    Benefits
High speed data and Internet access allows schools in South Carolina to forge new learning experiences for all students in all grades. High speed Internet access allows all libraries to offer every citizen the chance to bridge the digital divide and benefit from all that the Information Age offers to enrich their lives.
    Management
The K-12 School Technology Initiative is funded by the South Carolina Legislature to ensure that all schools and libraries can participate. Costs for this network are managed efficiently and effectively by the K-12 School Technology Coordinating Committee, which takes advantage of high volume statewide contracts for equipment and services, thereby reducing the overall cost of the network. The Federal E-rate program is also utilized to defray a portion of the expenses. Additionally, the network is centrally managed by the Office of Information Resources, freeing the schools and libraries from the difficult task of maintaining a large, complex, ever-evolving telecommunications network.

    Shoulders of Giants
As I travel across the state, I meet business and industry officials, school board members and legislators, Kiwanis, and Rotarians, ministers and lay people, parents and senior citizens. And what I tell them is that our progress in public education is the result of your hard work, your creativity, and your determination. I stand on your shoulders. You are giants. Truly, you are South Carolina heroes. Several years ago, South Carolina raised the bar for its K-12 education system. In approving the landmark Education Accountability Act of 1998, the General Assembly finalized statewide academic standards for every school, every grade, and every subject. These new standards were as rigorous as any in the world. And we are creating better learning environments:
    • Our students have made significant, and in some cases dramatic improvements, in statewide PACT testing. We have seen gains across all grade levels, subjects, and demographic groups.
