Programs
C ommunity S ervices B lock G rant (CSBG)
provides an array of funding for vital communtiy initiatives, including assistance for education, employment, emergencies, housing and health care. Community programs are intended to encourage families toward self-sufficiency. CSBG programs are implemented each year through regional community action agencies. Currently, there are fifteen community action agencies throughout South Carolina.
(CSBG is a federal block grant funded by the U.S. Department of Health and Human Services). C ommunity F N makes funding available for nutrition information, health care and food assistance through community action agencies.
G eneral E mergency A ssistance P rogram (GEAP) The Community Services Block Grant (CSBG) provides General Emergency Assistance to assist with utility bills, food, clothing and medical services. The need must be of an emergency nature in order to qualify for assistance. L ocal I nitiative P rojects are services and activities which target the anti-poverty goals as set forth in Section 675(C)(1) of the CSBG Act. Those include projects pertaining to employment, education, income management, energy, health, emergency, housing, nutrition and other areas in which there may be obstacles that impede the attainment of social and economic self-sufficiency by low-income persons.

The Family Nutrition Programs of the South Carolina Department of Social Services all have one special goal making it possible for every single South Carolinian to have adequate, nourishing food every single day.
We have a wide range of nutrition programs that reach thousands of families who need some assistance making ends meet. We often work through schools, churches, daycare centers, recreation centers, and other agencies to provide meals and snacks.

Many children depend on meals at school for the nutrition they need to learn and grow. Their need for good food doesn't end when school gets out. South Carolina The South Carolina Diabetes Prevention and Control Program (SC DPCP) has received funding from the Centers for Disease Control and Prevention since 1977. Activities supported by the South Carolina DPCP include the following:
  • Community Health Center technical assistance . SC DPCP Health Systems technical assistance focuses on 8 of the 18 Community Health Centers across the state. Part of the Diabetes Collaborative, these 8 centers use the Chronic Disease Model and a quality improvement model to make changes and improvements in their health system organization, delivery system, decision support, information systems, community resources, and patient self-management. The DPCP provides technical assistance to facilitate improving diabetes care in office-based practices in medically undeserved areas of the state, and to increase diabetes self-management skills in patients who attend these primary care centers for diabetes care. Surveillance . The SC DPCP monitors the burden of diabetes using the Behavioral Risk Factor Surveillance System and other diabetes-related data. The data are analyzed and reported in

In 1997, the Food and Nutrition Service (FNS) commissioned a study of State-level efforts to provide food stamp recipients and eligibles with nutrition education. The purpose of the study was to provide FNS with descriptive information about how Food Stamp Nutrition Education has been implemented in States utilizing the optional nutrition education provisions of the Food Stamp Program. As a part of that study, six local case studies were conducted to examine how local programs implement State policy. This report presents information obtained from the six case studies. The goal of the case study reports is to provide descriptive information about how local programs implement nutrition education activities for food stamp recipients and eligibles. Program Information For over 30 years, the Food Stamp Program has served as the foundation of America's national nutrition safety net, working to end hunger and improve the health of low-income people by helping families buy the food they need for a nutritionally adequate diet. In South Carolina over 100,000 households depend on the Food Stamp Program each month to get the food they need for good health. For children, a better diet means better learning in school. Implementing Cardiovascular Disease Guidelines for Physicians and Patients to Improve Health Outcomes
Public Health Problem
Cardiovascular disease (CVD), mainly heart disease and stroke, is the leading cause of death in Arkansas. The state ranks fifth in the country in deaths from heart disease and second in deaths from stroke. The increased burden of disease in Arkansas compared with the rest of the United States may be partially explained by the higher rates of cardiovascular risk factors among state residents. Behavioral Risk Factor Surveillance System (BRFSS) 3099 data indicate that more people in Arkansas than those in the general U.S. population have high blood pressure (28% vs. 24%), smoke cigarettes (25% vs. 22%), and are completely physically inactive (28% vs. 27%). Evidence That Prevention Works
Compelling evidence from recent clinical trials supports the merits of aggressive risk reduction therapies for patients with CVD. The American Heart Association and the American College of Cardiology urge all health care settings where CVD patients are treated to develop specific protocols and procedures reminding health care providers to implement the guidelines and assess the success of appropriate treatments.

The University of South Carolina has a number
of colleges and centers or institutes that conduct research in health sciences. These include the School of Medicine , the College of Pharmacy , the College of Nursing and the School of Public Health The USC School of Medicine (USCSM) has partnerships for teaching and research with the Veterans Administration Medical Center, Palmetto Richland Memorial Hospital (PRMH), the Greenville Hospital System and the South Carolina Department of Mental Health. USCSM has placed a high priority on developing interdisciplinary programs to respond to urgent health care needs of its South Carolina constituency. Research conducted in the developing USC-RMH Centers of Research Excellence focuses on cancer, heart disease, stroke, geriatrics, medical ethics and improving health care delivery. The Centers encompass institutional partnerships with affiliated teaching hospitals, health-related state agencies and other health science schools and colleges in order to expand clinical related research and disease prevention programs, as well as to consolidate basic research activities at the University in the respective focus areas. The College of Pharmacy offers programs that lead to both Pharm.D. and Ph.D. degrees. Ranked 5th in the nation, the Department of Pharmacy Practice offers a Ph.D. in pharmacoeconomics, pharmacoepidemiology and outcomes research. The Department of Basic Pharmaceutical Sciences conducts research, some of which is supported by the National Institutes of Health and international organizations, in the development of cancer, AIDS, transdermal and antilipidemic drugs.
