North Carolina Licensure: Questions and Answers Who needs a license in North Carolina? All professional employees of public schools must hold a license for the subject or grade level they teach or for the professional assignment they hold. In what areas are licenses issued? Licenses are issued in administrative, supervisory, student service, and teaching areas. Teaching areas encompass birth through kindergarten, elementary (K-6), middle grades (6-9), secondary grades (9-12), special subjects (K-12), exceptional children (K-12), and vocational education. (See the complete list of individual areas below.) How do I qualify for a North Carolina license? The standard basis for license is the completion of an approved education program at an accredited college or university. Must out-of-state applicants qualify through reciprocity plans that allow educators from outside North Carolina to establish eligibility for licensing in North Carolina, North Carolina recognizes four teacher education and reciprocal licensing approaches: completion of an education program accredited by the National Council for Accreditation of Teacher Education (NCATE) completion of an education program that follows National Association of State Directors of Teacher Education and Certification (NASDTEC) standards reciprocity based on interstate agreements (North Carolina has reciprocal contracts with Alabama, California, Connecticut, Delaware, Florida, Georgia, Hawaii, Idaho, Indiana, Kentucky, Maine, Maryland, Massachusetts, Michigan, New Hampshire, New Jersey, New York, Ohio, Pennsylvania, Rhode Island, South Carolina, Tennessee, Texas, Utah, Vermont, Virginia, Washington, West Virginia, and Washington, D.C.)

A-4: South Carolina Center for Teacher Recruitment
History
The South Carolina Center for Teacher Recruitment (SCCTR) is the oldest and most established teacher recruitment program in the country. The South Carolina Center for Teacher Recruitment, established by the Commission on Higher Education in December 1985 and funded by the South Carolina General Assembly, has completed its twelfth year of operation. Following the passage of the state’s landmark Education Improvement Act, the SCCTR was created out of a concern for the condition of South Carolina’s teacher supply pool and a need for a centralized teacher recruitment effort. SCCTR’s recruitment agenda is a comprehensive one in which the Center pursues a variety of programs for increasing the number of students in the education pipeline and recruiting and retaining certified teachers. The SCCTR’s primary target groups are middle and high school students, college students and adults. The Center for Teacher Recruitment is staffed by a director, an associate director, seven teachers in residence (including the S.C. Teacher of the Year) and four administrative assistants. The SCCTR has developed into a national model for teacher recruitment and has been adopted by approximately one-fourth of all teacher recruitment programs in the country.

Monday, October 8, 2001 Teacher Certification Report Ranks USCA The complete Title II report can be accessed at www.scteachers.org. COLUMBIA – A first-ever report released today by the State Department of Education provides information on South Carolina’s teacher certification and licensure as part of a federal law designed to help assess the quality of America’s classroom teachers. In this report, the University of South Carolina Aiken, ranked second overall. There were four institutions tied for first place (Southern Wesleyan College, Erskine College, Furman University, and Morris College). “USCA is committed to preparing highly qualified and effective teachers for our school systems,” said Dr. Jeff Priest, head of the USCA School of Education. “We are pleased that our students have consistently performed very well on the exams required for teacher certification. We welcome this opportunity to showcase the quality teacher preparation program at USCA. As our mission statement reads, the faculty of the School of Education seek to express the highest ideals of professional excellence and personal concern, and to model these educational ideals in the classroom.” The USCA School of Education is accredited by National Council for Accreditation of Teacher Education (NCATE). Currently, there are 276 students in the education program at USCA which offers baccalaureate degrees in Early Childhood Education, Elementary Education, and Secondary Education (Biology, Chemistry, English, Mathematics, Comprehensive Science, and Comprehensive Social Studies).

    From the Dept of Education
    South Carolina’s efforts to improve teacher quality are the best in the country, according to a national report card released today that also ranked the state 12th-best for raising academic standards.
    Quality Counts 2003, published by the respected national magazine Education Week, is the seventh annual report card on the state of school reform across the United States.
    “It’s very rewarding to see the emphasis that we’ve placed on quality teaching recognized as the best in the nation,” said State Superintendent of Education Inez Tenenbaum. “We’re determined to see that every child has a competent, caring classroom teacher.”
    The state’s teacher quality improvements earned an 87, a three-point gain from last year’s score and the highest score of any state. South Carolina received a letter grade of B+; the lowest grade of D- was earned by six states.
    Tenenbaum said South Carolina’s teacher quality efforts center on providing a continuum of service that range from attracting quality middle and high school students to enter the teaching profession – through ProTeam and Teacher Cadet programs – to involving retired educators as important contributors in the system.
