This week, 30 states were named recipients of the first Federal and State Technology Partnership (FAST) awards administered by the Small Business Association (SBA). The awards range from $100,000 to $150,000, totaling almost $3.5 million. FAST, included in December 2000 legislation reauthorizing the Small Business Innovation Research (SBIR) Program, provides matching funds to enable states to augment or expand their tech business assistance and SBIR outreach efforts. FAST winners and their respective award amounts are below:

Clarinda 4-H Beginning of 4-H In 1901 a young school teacher, Jessie Field , was teaching in the rural Goldenrod School located in Fremont Township in Page County, Iowa. In order to create additional interest, especially in older boys and girls, she supplemented the basic 3R's with lessons in basic farming and homemaking, which she had learned while attending Farm Institute programs with her father. She felt this extended education would help build self confidence and esteem in her rural students as well as keeping them interested in attending school. She met with them before and after school for these additional experimental studies. Jessie Field returned to finish her college degree and after graduation took a teaching position in South Dakota. Her brother, Henry, who was starting in the nursery and seed business, urged her to return home to fill a county education position. In response to his insistence, in 1903 Jessie was elected to the position of Page County Superintendent of Schools. After Page County was acclaimed as "The Best Rural Schools in America" by the National Educational Bulletin in 1908, the ideas of learning by doing spread far and wide. County superintendents from the south and east visited the county schools to learn about this novel new twist in teaching young people and took the ideas back to be implemented in their own schools. In Page County, summer camps were held in the Clarinda City Park with demonstrations, classes and contests to further the learning and enthusiasm of accomplishmentsand for fun! By 1910 the ideas fostered in this rural school environment had spread throughout the state and even the country, and an additional fourth "H" leaf, representing Health, was added to the clover emblem. The organization formed to enhance the lives of rural students had indeed brought new extensions to learning and cooperation of parents in the process of preparing young people to meet the future.

The Internet Goes to School

Even with many tech stocks in the tank, our lives increasingly involve the Internet. This is likely as true for kids as it is for professionals. Anyone who’s seen a youth using a computer knows that kids take to the machines better than they take to bicycles and skateboards. The Internet has arguably opened children’s access to, well, a world wide web of ideas and information. It has created possibilities for, among other things, instantaneous cultural exchanges with other children all over the world. But how much does the Internet contribute to children’s learning and education? The answer is a subject of much debate among politicians, Internet executives and developers, and educators. In March 2000, the Clinton Administration drew together a panel called the Web-Based Education Commission to investigate the role of the Internet in schools. Headed by Bob Kerrey, former Nebraska Senator and current president of the New School for Social Research, the Commission included among its number several other senators, the president of the South Dakota School of Mines and Technology, a number of computer software and Internet company executives, as well as a teacher and a university professor. Nine months later, in December 2000, the commission released its report. Entitled “The Power of the Internet for Learning: Moving from Promise to Practice,” the 185-page report concluded that the Internet is indeed an essential tool for education and that its role in schools should be expanded for the future.

GLICKMAN AWARDS $6 MILLION IN ECONOMIC DEVELOPMENT GRANTS WASHINGTON, Oct. 11, 2000 Agriculture Secretary Dan Glickman today announced $6 million in grants to encourage housing, community facilities and economic development in low-income rural communities. "These grants will help rural communities help themselves," said Glickman. "They will help provide the training and technical assistance essential to improving rural economies." USDA's Rural Community Development Initiative provides funds to help private, nonprofit, community-based development organizations and low-income communities improve their ability to develop rural housing and community facilities and to improve economic growth. Recipients were required to obtain matching funds, doubling the value of the USDA grants. Grant recipients will provide training and technical assistance to eligible nonprofit community-development organizations and low-income communities located in rural areas with populations of 50,000 or less. Technical assistance includes: setting up homeownership education programs; supporting micro-enterprises, cooperatives and sustainable development; and providing training to develop strategic plans, hire staff and oversee board operations and management. Properties are nominated to the National Register by the State Historic Preservation Officer of the State in which the property is located, by the Federal Preservation Officer for properties under Federal ownership or control, or by the Tribal Preservation Officer if the property is on tribal lands. Ordinarily, State nomination forms are prepared by private individuals or the staff of the State Historic Preservation Officer. These nomination forms are then submitted to a State review board, composed of professionals in the fields of American history, architectural history, architecture, prehistoric and historic archeology, and other related disciplines. The review board makes a recommendation to the State Historic Preservation Officer either to approve the nomination if, in the board's opinion, it meets the National Register criteria, or to disapprove the nomination if it does not. Research Interests
The research in Dr. Borg's laboratory is focused on investigating the role of the extracellular matrix (ECM) in the heart during normal growth and development and in certain disease conditions. These investigations involve the biochemical characterization of the components of the ECM, analysis of specific receptors for these components, and molecular expression at critical times in heart development or in disease models. A variety of experimental approaches is used in this research, including whole embryo culture, isolated cell culture, exercise physiology, morphological analyses by light and electron microscopy, and molecular biology.
