Cardium Health Demonstrates Substantial Financial and Clinical Outcomes for its CAD Disease Management Program (SIMSBURY, CT) November 15, 2002-Cardium Health, a Simsbury, Conn.-based disease management firm, presented strong initial results from its coronary artery disease (CAD) program with the State of South Dakota Bureau of Personnel at a meeting of the Buyer's Healthcare Action Group of St. Paul, Minnesota. Cardium achieved first-year net savings for the State of over $700,000 as a direct result of reducing the rate of re-hospitalizations by more than 50 percent, representing an impressive 242 percent return on investment. More than 75 percent of eligible individuals enrolled in the Cardium CAD program. In addition to the impressive financial results Cardium achieved for the State of South Dakota, the company continues to show strong clinical outcomes and participant satisfaction. "Our clinical outcomes substantiate the reduction in CAD re-hospitalizations," says Mark Fulco, senior vice president of business development at Cardium. "Medication utilization in the beta blocker, ACE inhibitor, and statin classes increased eight percent on average, and we recorded a twenty percent increase in physical activity among program participants." Other clinical outcomes include a 10-point drop in total cholesterol in the participant population.

Community development is a business that often involves big numbers. We report the millions available to support economic development in South Dakota and discuss the importance of additional millions in matching grants and federal programs. We talk about the big numbers when, in the final analysis, it’s the smaller numbers that really matter. It might be a new welding shop in Parker, with three employees or a new building at the Huron airport, serving eight flights a day. It could be a new bed and breakfast business with five guest rooms. Each of these projects is the ultimate beneficiary of those big numbers, but the scale is appropriate to the community being served. All the millions available mean nothing if they don’t end up adding new jobs in a town that cares enough to create one new business. And once a community starts growing small businesses, who knows what entrepreneur will develop a 100 employee company? Creating a culture that supports small business development may also attract other firms. Local development sends positive signals in all directions. Our success stories are reflected in the completion of projects through the local and regional development organizations that have accessed our capital. We may not be there for the ribbon cutting of a new auto repair shop, but we share the excitement of that business owner and the pride of that community.

About the Financial Management Service
Richard Gregg
Richard L. Gregg was appointed Commissioner of the Financial Management Service, a bureau of the Department of the Treasury, on December 15, 1997. Since 1987, Mr. Gregg had served as Commissioner of the Bureau of the Public Debt. The Financial Management Service provides leadership and direction to Federal agencies on a variety of financial management matters. The mission of the Service is to develop and manage Federal financial systems to move the government's cash flows efficiently, effectively, and securely. As Commissioner of the Financial Management Service, Mr. Gregg has the responsibility for managing over $2 trillion a year in collections and disbursements of Federal revenues. He also oversees government wide program responsibilities for cash management, credit administration, and debt collection. Richard Gregg joined the Department of Treasury in 1970, and has served in a variety of managerial positions. He began his Federal civilian service in 1970 with the Financial Management Service. In 1976, Mr. Gregg joined the Bureau of Public Debt and served as the Assistant Commissioner in the Office of Financing. From 1981 through January 1987, he was the Deputy Commissioner of Public Debt. In addition, Mr. Gregg served in the United States Air Force. A native of Harrold, South Dakota, Mr. Gregg holds a Bachelor's Degree in Political Science from the University of South Dakota, Vermillion, South Dakota (1969), a Master's Degree in Public Administration from the George Washington University, Washington, DC (1971), and a Law Degree, also from the George Washington University (1977). He is a member of the Virginia Bar Association.
