Farmstead Assessment Program
The Farmstead Assessment Program is a voluntary educational program designed to assist farmers and ranchers in assessing the risks to groundwater contamination at their farmstead. A checklist guides participants through the assessment process. The questions in the checklist identify potential sources of groundwater contamination. Supplemental publications provide background information to help reduce the contamination risks.
Agricultural Safety and Health Program
The Agricultural Safety and Health Program is responsible for developing and conducting statewide educational programs relating to aspects of safety and health for a primary audience of North Dakota agricultural producers. Issue areas include safety and health promotion in using or working with mechanized equipment, high electrical voltage, livestock, and potentially toxic materials.

The Oakes North Dakota (ND) Management Systems Evaluation Area ( MSEA ) was initiated in 1991 as a satellite site of the Northern Cornbelt Sand Plain MSEA (NCSP MSEA) centered in Minnesota. THE GOVERNMENT PERFORMANCE PROJECT
Report Card: South Dakota FINANCIAL MANAGEMENT: B+ South Dakota has been doing some serious tinkering with its tax structure, but has handled the process responsibly so far. In the past two years, it cut property tax rates by 20 percent, then sought to compensate for the lost revenue with a broadened sales tax. The sales tax didn't bring in as much money as expected, but expenditures were cut to make up the difference. The result is that the budget remains in balance. The state does an excellent job at estimating general fund revenues, an easier task than in most places because of the absence of an income tax, which is vulnerable to economic fluctuations. The state estimates expenditures carefully; when it makes an error, it's usually in assuming that it will spend more than it actually does. The state's rainy day fund is at its cap of 5 percent of general fund appropriations. South Dakota does move a bit slowly in sharing its financial reports; it takes eight months to release year-end statements, two months more than most other states. Meanwhile, the legislature and public get revenue updates only once a year. The state uses cost accounting sporadically, and doesn't formally analyze long-term budgetary trends.

Wastewater Project
This project is a training and technical assistance program focused on addressing wastewater treatment and disposal issues in small, rural and tribal communities which have difficulties complying with Clean Water Act (CWA) requirements. These communities often lack adequate financing, management skills and training to construct, operate, manage, and maintain wastewater treatment facilities or systems. Institutional capacity to implement facility improvements or to address watershed pollution threats is often nonexistent. In a partnership agreement with the Environmental Protection Agency (EPA), the Rural Community Assistance Program, Inc. (RCAP), provides the appropriate financial management, operations and maintenance, and other community-specific technical assistance through the Small Community Wastewater Project. RCAP receives a grant from the EPA to support small community wastewater system needs. RCAP's technical assistance activities are coordinated and selected with state and local governments or tribal pollution control agencies, EPA's outreach coordinators and other appropriate organizations to address small community wastewater treatment problems. RCAP's activities will be targeted to:

Background As you know, Indian Country is facing many pressing issues that would make excellent topics for Congressional hearings. The Indian health care system is a prime example. Indian communities in the Great Plains Region lead the country in almost every negative health care statistic available. We have the lowest life expectancy of any demographic group in the country, and alcoholism and diabetes are ravaging our communities. There are also pressing economic development needs. According to the 2000 Census figures, South Dakota Indian Reservations are home to five of the top ten poorest counties per capita in the entire United States. We have an average unemployment rate of 75 percent on reservations throughout the Great Plains while a state like South Dakota currently enjoys an unemployment rate of 3.4 percent. How can these islands of poverty coexist with prosperous communities literally just down the road? I believe this hearing can be a positive step toward answering that question. Let me be clear. Improving Indians’ access to investment capital is one of the best ways to solve the deep-rooted economic problems that exist on reservations across South Dakota and the Northern Plains. Real economic development in Indian Country will, in turn, provide tribes with the resources they need to deal with the countless other challenges and difficulties plaguing our people. Government programs currently provide for many of our basic needs, but if we are to break the cycle of poverty that exists in Indian Country, we must establish a private sector in our Indian communities. And if we are to develop a private sector, we must have access to capital. It’s as simple as that.
