    Geography Pennington County is located in west central South Dakota, with an area of about 2770 square miles (which is roughly 2.5 times the size of the state of Rhode Island). The eastern two-thirds of the County consist of praire, where ranching and dry farming predominate. The western third is part of the Black Hills, with elevations ranging from around 3000 feet above sea level to 7,242 feet at Harney Peak, the highest point in South Dakota. The Hills are mainly forested, with most of the area being part of the Black Hills National Forest. The County also contains parts of the Badlands National Park, Buffalo Gap National Grasslands, and the Black Elk Wilderness Area. Pennington County is the home of Mt. Rushmore National Memorial. To visitors, South Dakota is known as the land of the movie Dances with Wolves and of Indian reservations, of the Black Hills and Gutzon Borglum's Shrine to Democracy, Mount Rushmore; of pheasants, blizzards, the Badlands, the Corn Palace, the Empire Mall in Sioux Falls, and even of Wall Drug.
    Yet the state is much more than the images of tourists or its native citizenry. South Dakota's features range from flat lake beds, to vibrant, gently rolling plains, to deeply carved river valleys, to arid step-like tablelands, to complex scenic forested mountains. The climate of South Dakota can yield the nation's hot spot or cold spot on any given day. Powerful blizzards and other storms can sweep across the land, dominating everything in their way.

The greatest concentrations of economic growth are centered in and around the larger communities. Small-town survival continues to depend upon local leadership, hometown loyalties, and time.

    ORATOR OF THE FACULTY "The orator of the faculty." Not a bad cognomen, eh? Rather something to be proud of, especially when the "faculty" happens to be that of a state university. Distinction? We guess "yes." Orator? Yes; a great thinker, a gifted speaker, and a man possessed of that great, grand, awe-inspiring something that no man can explain which we call personality. Ah! the difference in life. One man, with his horny hands and uncultered brain, becomes a stonemason and spends his life in silent drudgery laying upon each other stone after stone. To him they are mere objects for domestic use. The other man, with a cultured brain and with keen powers of observation, sees in the furrowed lines of these same stone the finger prints of a God. One lives to drudge; the other lives to bless. One lives to himself; the other to his friends. One lives to die; the other dies to live again. One is educated; the other is not. One is a Perisho; the other, a machine. Although a geologist by training and choice, Dean Perisho is equally at home among the flowers. He climbs the rugged mountain sides to chisel out for classification and study a new specimen of stone. High above the seas' level his observing eye catches a glimpse of a dainty flowret lifting its little face heavenward from a tiny crevice in the rock. He slips along the dangerous ledge to the flowret's side. With the same compassion and tend which would cause him to refrain from throwing a stone at a bird, he takes pity on his little blossoming friend, bends it toward him to inhale its fragrance, lets it remain on its stem, says to it, "Continue your worship," and he continues to climb.

    For what geographic areas does the Census Bureau produce estimates?
    In addition to the Nation, the 50 states, the District of Columbia, and Puerto Rico, PEP produces estimates for census regions and divisions, counties and equivalents, incorporated places, minor civil divisions, consolidated cities, and metropolitan areas.

    Minor Civil Divisions
    Legally defined county subdivisions are referred to as minor civil divisions (MCDs.) MCDs are the primary divisions of a county. They comprise both governmentally functioning entities that is, those with elected officials who provide services and raise revenues and nonfunctioning entities that exist primarily for administrative purposes, such as election districts. Twenty-eight states and Puerto Rico have MCDs. However, the MCDs function as general purpose governmental units in all or part of only twenty states. Within these twenty states, PEP produces estimates for all governmentally functioning MCDs and for nonfunctioning MCDs in counties that contain at least one functioning MCD. The legal powers and functions of MCDs vary from state to state. Most of the MCDs in twelve states (Connecticut, Maine, Massachusetts, Michigan, Minnesota, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, Vermont, and Wisconsin) serve as general-purpose local governments. In the remaining eight states for which PEP produces MCD level estimates (Illinois, Indiana, Kansas, Missouri, Nebraska, North Dakota, Ohio, and South Dakota) the MCDs, for the most part, perform less of a governmental role and are less well known locally, even though they are active governmental units.

    Population Estimates: Concepts and Geography
    What is a population estimate? The Census Bureau's Population Estimates Program (PEP) produces July 1 estimates for years after the last published decennial census (1990), as well as for past decades. Existing data series such as births, deaths, Federal tax returns, medicare enrollment, and immigration, are used to update the decennial census base counts. PEP estimates are used in Federal funding allocations, in setting the levels of national surveys, and in monitoring recent demographic changes. A methodology reference accompanies most of our population estimates offerings. How are estimates different from projections? There is not a distinct dichotomy between population estimates and population projections, but there are some differences in time reference and derivation. Estimates usually are for the past, while projections typically are for future dates. Estimates generally use existing symptomatic data, for example, (births, deaths, migration), collected from various sources. Projections must assume future trends for fertility, mortality, and other demographic processes. At the Census Bureau, the population projections use the latest available estimates as starting points. In our current product offerings the user may see both an estimate and a projection available for the same reference date, which may not agree because they were produced at different times. In such cases, estimates are the preferred data.

Purpose: Prepares permanent, temporary, and traveling exhibits; collects, preserves, and determines significance of state museum collections; and develops and provides educational programs and research to interpret, display, and provide reference resources about South Dakota's heritage for visitors, scholars, and the general public. B. Distinguishing Feature: Museum Curators design and oversee the production of exhibits, research and prepare collections, determine significance of collections and whether they should be added to the state's collection, and develop educational programs on South Dakota's heritage. Museum Technicians catalog and inventory acquisitions, conduct preservation activities, performs conservation techniques, and install museum exhibits. Museum Guides provide information to visitors, maintain security of exhibits, conduct tours, collect admission fees, and keep records of visitor numbers. C. Functions:
