South Dakota, with its sparse population and large landmass, has 127 school districts with fewer than 600 students. In the past, many of these small schools could only provide a basic curriculum. Governor William Janklow committed to equalizing education through network-based technology. The challenge he issued was immense: connect every classroom in 622 buildings so that three out of four students could simultaneously use the Internet. The solution? The Governor commissioned 11 teams of inmates from the South Dakota corrections system, and had them trained to install 101,250 commercial grade network connections. The state provided supervisors and materials, the schools provided food and lodging for the inmates. Over three years, the classrooms of every public and private school with more than 50 students were wired with Category V wire, video cable, and additional electrical power. The resulting school area networks were then linked into school district networks. Connections were also installed in libraries, government offices, public universities, and technical institutes. Sixty-three telecommunications companies serving South Dakota provided connections. The resulting Digital Dakota network1 became the state Internet Service Provider, which provides services to the K-12 schools, libraries, units of government, postsecondary education institutions and universities. Since the Digital Dakota network is a full fledged data communications network, schools can implement client-server information systems using video, data, and voice components.

Abercrombie Vital Statistics Public school districts Public schools K-12 enrollment Minority students Children in poverty Students with disabilities $647.7 million Annual K-12 expenditures (all revenue sources) fter receiving criticism last year from national groups that rate standards and within the state for not having a strong system of academic standards in place, South Dakota education officials worked to come up with more specific content standards. Many said the state's existing content standards were too general. The original plan had been to provide districts with a broad structure for standards from which they could then develop specific standards to fit their local needs. But, without much direction from the state, few bothered to adopt standards. South Dakota rises to the challenge and rewrites standards in four subject areas. Republican Gov. William J. Janklow challenged the state education department in 1997 to rewrite the standards so that they were clearer, specific, more demanding, measurable, and comprehensive. The department responded last year, and now content standards are available in four core curriculum areas: language arts, mathematics, science, and social studies. Districts must adopt and implement course guidelines for language arts and math that meet the state's academic-content standards by July of this year. Course guidelines for social studies and science must be adopted by July 2000.

We oppose legislation that promotes homophobia and poor public health practices such as "abstinence-only until marriage" sexuality education curriculums. K-12 comprehensive sexuality education includes information on a broad set of topics related to sexuality (including abstinence) and provides opportunities for developing decision-making and communication skills as well as learning factual information. Public support for comprehensive sex ed (CSE) is high. 91% of Minnesotans support CSE in high schools and 84% support it in junior high schools. In spite of broad public support for CSE, Minnesota's sexuality education mandate is vague: K-12 schools must provide learning opportunities in content standards for graduation requirements that include "sexual responsibility" and unintended pregnancy prevention. The State's STD/HIV education requirement is clearer but also homophobic: schools must teach a prevention program that includes "a comprehensive, technically accurate, and updated curriculum that includes helping students to abstain from sexual activity until marriage."
