Topics in Kansas History: War
Spanish American War
When the U. S. declared war on Spain in April 1898, four regiments were filled with Kansas volunteers. Most Americans were eager to participate in what was later called the "splendid little war." By August 1898, the U. S. had defeated the declining Spanish empire in the Caribbean and the Pacific and emerged with an empire of its own that included Puerto Rico, Guam, and the Philippine Islands. The 23rd Kansas Volunteers was an all Black regiment and one of the first to be led by Black officers. It was also the only Kansas regiment to serve in Cuba. The 23rd performed garrison duty at San Luis, Cuba, from September 1, 1898, to February 28, 1899. The 21st and 22nd regiments spent the war in training camps in Virginia and Georgia. The 20th Kansas trained in California and shipped out for the Philippines in October 1898. The regiment's objective was to help quell the insurrection that had broken out there after Spain surrendered the islands. Fred Funston of Iola was given command of the "Fighting Twentieth." For his distinguished service during the Philippine campaign, Colonel Funston was promoted to brigadier general of volunteers and awarded the Congressional Medal of Honor.

GENERAL:
The USS IOWA was the very newest American battleship in the Spanish-American War. Like the INDIANA class, IOWA was classified as a "Seagoing Coastline Battleship", but she was a better sea boat than the earlier battleships. She took part in the Battle of Santiago on July 3, 1898.
BACKGROUND:
USS IOWA was assigned to the Atlantic Fleet, and was ordered to blockade duty off Santiago de Cuba on May 28, 1898. She was the first US ship to sight Admiral Cervera's Spanish ships coming out of the channel on July 3, and fired the first shot in the Battle of Santiago de Cuba. In a 20-minute duel with Spanish cruisers MARIA TERESA and OQUENDO , IOWA's effective fire helped set both ships aflame and drive them upon the beach. Later in the engagement, IOWA joined with INDIANA and GLOUCESTER in destroying the Torpedo Boat Destroyers PLUTON and FUROR . IOWA then turned her attention to the Spanish cruiser VIZCAYA which she pursued until the Spanish ship was run aground and surrendered. After the battle, IOWA received on board many Spanish prisoners, including

Context
Militarily, the Spanish-American War (1898) was not a monumental war. The war was brief, included few battles, and the US generally had an easy time of it, with the war's outcome never in much doubt. Secretary of State John Hay called it a "splendid little war." Internationally, however, the war had major historical significance. The Spanish-American War signaled the emergence of the US as a great power onto the world stage of international relations and diplomacy. The war did not make the US a great power: the rapid industrialization and economic growth of the previous decades had done that. However, the war did announce to the rest of the world that the US was now a major player. Lifting its head from a century of isolationism and flexing its muscles against the Spanish, the US now transitioned to a vigorous role in world affairs.

On June 10 Cuba which resulted in the end of Spanish colonial rule in the Western Hemisphere. Cuban rebels had gained the sympathy of the American public, and the sinking of the U.S.S. Maine further boosted American nationalistic fervor. Popular demand for intervention in the Cuban-Spanish conflict led Congress to pass resolutions demanding the withdrawal of Spanish armed forces from Cuba, authorizing U.S. aid to effect this, and promising American support for Cuban self-rule. Spain declared war against the United States on April 24, 1898, and the United States promptly replied with a counter-declaration.

While Spain was unprepared to sustain a war in its distant territories, America was ready and eager to show off its military strength. The navy, under Admiral George Dewey's command , easily broke Spanish control of the Philippine Islands in an engagement at Manila Bay on May 1. American attention then turned to the liberation of Cuba.
