since February 4, 1999 Inclusive education means that all students in a school, regardless of their strengths or weaknesses in any area, become part of the school community. They are included in the feeling of belonging among other students, teachers, and support staff. The federal Individuals with Disabilities Education Act (IDEA) and its 1997 amendments make it clear that schools have a duty to educate children with disabilities in general education classrooms. This web site is designed for general education teachers, special education teachers, parents, and school staff to help provide some answers about how inclusive education can be accomplished. Resources for making accommodations are included as well as links to other web sites and resource lists for learning more about inclusive education.

Special Education Consumer Survey An Invitation to Participate!
The U.S. Department of Education's Office of Special Education Programs (OSEP) wants to hear from you! Please participate in our comprehensive planning process by completing our on-line Special Education Consumer Survey. This is your opportunity to help us shape national activities that link best practices to states, school systems, and families to improve results for infants, toddlers, and children with disabilities served under the Individuals with Disabilities Education Act (IDEA).
The Purpose of the Survey
The purpose of the survey is to give all interested individuals - including individuals with disabilities, professionals in the field of special and general education, parents of children with disabilities, members of national organizations, and representatives of various levels of government - an opportunity to participate in the planning of the IDEA Part D National Program. Part D of IDEA funds nationwide research, training, and technical assistance activities to develop an infrastructure that helps states, districts, and communities fully and effectively implement IDEA. The survey asks you to choose the results that are most valuable to you and that you believe should be given selective attention under the IDEA Part D National Program Plan. Please be aware that all the results listed in the survey are important and will remain important regardless of the opinions expressed in this survey. Also, OSEP is not asking you to choose which results for individuals with disabilities are more important in IDEA, or which results OSEP should stress in its monitoring and compliance activities. OSEP is asking you to register your opinions on targets the agency should aim for under the IDEA Part D National Program.

    The federal IDEA statutes specify the procedures for identification and program planning for students who have a disability that interferes with their learning. While this section includes a discussion of these procedures, our primary focus is on providing teachers with strategies to meet the individualized instructional challenges these students present.
