Farmers, Church leaders, environmentalists and leftist parties marched to the south of the country to argue that water is not something that should be turned into a commodity to be bought and sold. But the government and aid donors say the new water policy will benefit the poor. Environmental activists want to warn people about what they say is a World bank-inspired plan to sell off Sri Lanka's natural resources by giving out water entitlements which can be bought and sold. Sarath Fernando from the Alliance for the Protection of Common Water Rights is the organiser: "Water is given by nature to humans, animals and plants." "If you start marketing water, rich people will have it put poor people - more than half of the population, will have the added problem of not having water because they do not have the money," Ms Fernando said.

Interior Minister John Amaratunga said that the amnesty will be announced next week and special units will be set up to receive unlicensed automatic assault rifles, grenades and explosives held illegally. After the amnesty a major crackdown will be launched to recover whatever has not been surrendered. Over 25,000 firearms are in illegal circulation. The weapons were reportedly used for violence during and after the December 5 parliamentary elections as well as by the underworld for various nefarious activities. It is reported that more than 50 people were killed during the election period and more than 2,300 incidents were recorded in election-related violence.

Peace Process Press Release An exchange of detainees was successfully concluded, at Omanthai, in Vavuniya District on 28/09/2002 at 10.30 a.m. between the Government of Sri Lanka and the Liberation Tigers of Tamil Eelam (LTTE). The Government of Sri Lanka, after conducting detailed scrutiny of eases decided to set in motion the legal process for the release of 13 detainees. In accordance with ICRC guidelines on detainee release, consent of detainees was ascertained including preferred custodian and location for release. 11 detainees were released in Omanthai, while 02 detainees opted to be released in Colombo to the custody of their relatives. The LTTE in reciprocating has released 07 personnel of the Sri Lankan Security Forces held by them for eight years. The release of detainees is part of the ongoing peace process and is intended to inspire trust and confidence on both sides. There is no doubt that such confidence building measures will further strengthen the foundation for peace. The release of detainees was achieved under an initiation of the Sri Lanka Government, coordinated by the Ministry of Defence and was officially executed by General Lionel Balagalle, Commander of the Sri Lanka Army, assisted by the Attorney –General’s Department and Prisons Department, facilitated through the International Committee of the Red Cross (ICRC) in Sri Lanka.
