    Sri Lanka's Government and Tamil Tiger rebels have made progress at peace talks in Berlin despite a serious cease-fire violation by the rebels. They said the fifth round of talks had seen agreement on rehabilitating child-soldiers and speeding up the signing of an aid agreement with the World Bank. Unicef role A statement issued in Berlin brushed off the Jaffna incident as an "apparent communication failure" between the three rebels on the boat and Tamil Tiger commanders. The statement did not directly address the issue of arms smuggling.

    The Sri Lankan President, Chandrika Kumaratunga, has dissolved parliament and scheduled snap elections for early December - just one year after the last parliamentary polls. The decision comes after it became clear the government would face defeat in a confidence motion on Thursday.

One leading defector said they had joined the opposition as they could no longer defend an inefficient and corrupt administration. Opposition leader Ranil Wickramasinghe condemned the dissolution of parliament and said it had prevented the opposition from proving its majority on the floor of the House. "The president is running scared," Mr Wickramasinghe said. "But the people will give her party a fitting reply at the elections."

    Constitutional Background
    After adopting the federation package, Sri Lanka is planning to draft a new Constitution until the end of 1995 that not only includes the federalization, but also replaces the strong presidential position by the Westminster system commonly used in former British colonies. An election law and a human rights act are also on the agenda.
    After independence in 1948, the Tamil minority suffered at the hands of majority Buddhist Sinhalese. The current (1996) government promotes an "indissoluble union of regions". However, the Tamil Tigers' aim is complete secession. Its military arm, the LTTE (Freedom Tigers of Tamil Eelam), are now (1996) fighting for 13 years for independence of Eelam.
    The government's devolution plan to establish autonomy is currently (July 1996) stuck in parliamentary debate. Furthermore, the draft needs approval of the Constitutional Court and, thereafter, will require a two-thirds majority in parliament and an endorsement by referendum. History and News

    Sri Lanka Introduction From time immemorial the island has been subjected to many different influences, both occidental and oriental. Consequently this small island state contains an exotic mixture of languages, cultures and religions. The few thousand Veddhas who live in remote jungle areas are the descendants of the original inhabitants. The majority of the population are descendants of the Aryan tribes that came from North India over 2'000 years ago. Subsequent Dravidian invasions and Arab migrations have created a wonderful cosmopolitan society.
    The island has been known by a variety of names, a list which is as varied as its historical influences. More than 2000 years ago the famous Indian epic "Ramayana" told of misdeeds of the wicked king of Lanka. The Dravids called the isle Ilankai; to the old Greeks and the Romans it was known as Taprobane; the Arabic merchants called it Serendib; the Portuguese Ceiloa; the Dutch changed the name into Ceylan, and the British to Ceylon. The Republic of Sri Lanka was born in 1972, the prefix "Sri" is Sanskrit in origin and means resplendent.
    The British, who ruled the island from 1795 - 1948 have exerted the most lasting influences on the country and its people. The Portuguese (1505 - 1658) and the Dutch (1658 - 1795) were only able to control the coastal areas. The Portuguese were as interested in saving souls as they were interested in trade. Their evangelical mission has had a lasting influence, and they gave many Sri Lankans their names:

    April 11, Colombo: The Sri Lanka Monitoring Mission (SLMM) has said that they would urge the government to introduce amendments to the ceasefire agreement enabling proper decisions to be taken regarding the northeast sea border. The head of the mission, Tryggve Tellefsen, stated this when he met LTTE political wing leader S.P. Thamil Chelvan recently. They met at the Kilinochchi Peace Secretariat. Thamil Chelvan had said that both sides should be committed to the task of making a success of the peace process.

    April 11, Colombo: The Cabinet of Ministers has approved a proposal to set up a Revenue Authority in order to streamline the government's tax collection process and make it more efficient. The departments of Excise, Customs and Inland Revenue will function under the supervision of the Revenue Authority. At present, these departments now function as independent entities. It was pointed out that as a result, the government loses about 600 million rupees annually. Minister Bandula Gunawardena said at Wednesday’s Cabinet meeting that the efficiency of the tax collection process would improve under the Revenue Authority.

    April 11, 2002 COUNTRY DESCRIPTION: Sri Lanka is a presidential parliamentary democracy with a developing economy. The country has been seriously disrupted since 1983 by a civil war and related urban terrorism. Despite the armed insurgency, Sri Lanka's beaches and archeological sites attract tens of thousands of visitors from around the world. The capital city of Colombo, the Cultural Triangle (Kandy, Anuradhapura, and Polonnaruwa), and the west and southwest coasts all have good tourist facilities. ENTRY/EXIT AND REGISTRATION REQUIREMENTS: A passport and an onward/return ticket and proof of sufficient funds are required. A no-cost visit visa, valid for 30 days, will be granted to tourists at the time of time of entry into Sri Lanka. Business travelers are required to have a visa prior to arrival. Visitors staying more than 30 days for any purpose must pay residency visa fees. Yellow fever and cholera immunizations are needed if arriving from an infected area. All travelers departing Sri Lanka (except diplomats and certain exempted travelers) must pay an airport tax, in cash. Sri Lankan law requires all persons, including foreigners, who are guests in private households to register in person at the nearest local police station. Individuals who stay in private households without registering may be temporarily detained for questioning. This requirement does not apply to individuals staying in hotels or guesthouses.

    Hundreds of deaths and injuries of civilians were also reported during army operations in the east, which received much less international attention. As in the north, both security personnel stationed there and ex-militant paramilitary forces working alongside them were accused of extrajudicial killings, torture, and illegal and arbitrary detentions of persons suspected of LTTE links. In one of the few cases where official action was taken, on February 1 in Thambalagamam, Trincomalee district, officers from the Bharathipuram police post and local home guards reportedly arrested and killed eight young men in retaliation for an attack by the LTTE on police in the area the night before. Police arrested forty-two, thirty-nine of whom had been released on bail by mid-June. The LTTE was blamed for many deaths of noncombatants in 1998, in bombings, assassinations, and at least one public execution. On January 26, the Sri Lankan government banned the LTTE after blaming it for the truck bombing the Temple of the Tooth in Kandy, an important Buddhist shrine. The attack damaged the entrance to the temple and killed seventeen people. In three separate incidents in February, March, and August bombings attributed to the LTTE killed nearly fifty people and wounded more than 270. The LTTE continued to detain Tamils with dissenting viewpoints as political prisoners. In August LTTE forces in Kilinnochchi arrested four Tamil members of the Trotskyist Socialist Equality Party of Sri Lanka. Three were freed September 13 after almost a month and a half in captivity; a fourth was was released September 16 after being held for more than two weeks.

    Security Council Takes Action on Child Soldiers

    In January, Human Rights Watch successfully pressed the U.N. Security Council to demand accountability from governments and armed groups that use child soldiers. At Human Rights Watch’s request, 16 members of the US Senate joined our efforts by sending a letter to the US ambassador to the United Nations, urging strong Security Council action on the issue.   • Sri Lanka As many as 800,000 Sri Lankans were internally displaced at the end of 2001. Another 144,000 Sri Lankans were refugees in India. Most Sri Lankan refugees and displaced persons were Hindu Tamils, although thousands of Muslims and some Buddhist Sinhalese were also displaced.
    In 2001, more than 11,000 Sri Lankans applied for asylum in Europe (the largest number, 5,465, in the United Kingdom), while 2,789 applied in Canada. More than 600 Sri Lankans requested asylum in the United States during fiscal year 2001, which ended September 30. Since the late 1990s, European governments have increasingly returned rejected Tamil asylum seekers to Sri Lanka.
    Sri Lanka is not a party to the UN Refugee Convention and has no domestic system for determining refugee claims. Although Sri Lanka allows UNHCR to conduct refugee status determinations, the government does not grant legal status to refugees or asylum seekers, and does not permit them to work or attend school. UNHCR pursues resettlement in other countries for recognized refugees.
    Conflict and Displacement
    UNHCR and Refugees International both estimated that 800,000 Sri Lankans remained internally displaced at the end of 2001. The Sri Lankan government reported that it was providing food assistance to nearly 705,000 internally displaced persons, including in areas controlled by the LTTE, but that it needed increased international aid to feed the remaining 100,000.
