India will not abdicate regional role New Delhi, May 4: In categorically ruling out a military intervention in Sri Lanka, the Government is not ducking its responsibility maintaining regional peace and security, officials here say. Rejecting the charge that India is adopting a ``hands- off'' policy in Sri Lanka, a spokesman of the foreign office said ``a hands-on policy does not necessarily imply military involvement''. Sources in the Government insist that India is fully alive to the gravity of the current crisis in Sri Lanka and is determined to address it purposefully. Four fundamental postulates, they say, are at the heart of Indian approach to the conflict in Sri Lanka. First is an absolute commitment to the unity and integrity of Sri Lanka and full respect for the aspirations of the Tamil minority. Second, India believes that the above political objective can only be achieved through negotiations between Colombo and the LTTE. Third is the judgement, based on past bitter experience, that India should not put its troops in harm's way one more time in Sri Lanka. This does not mean, however, that New Delhi has a ``do-nothing'' policy towards Sri Lanka. The assessment here is that the position of the Sri Lankan forces may not be as grim as it is being made out to be. The present situation of the Sri Lankan forces, sources here suggest, is by no means ``the beginning of the end''.

The Liberation Tigers of Tamil Eelam (LTTE), the Government of Sri Lanka, local and international organisations met in Kilinochchi on the 10th and 11th April 2003, to agree on an Action Plan to address the needs and care of children affected by war in the North East. The workshop was jointly inaugurated by Mr. Sutha Thangan, Deputy Head of the LTTE Political Wing and Dr. John Gooneratne, the Deputy Director General of the Secretariat for co-ordinating the Peace Process (SCOPP) and was facilitated by UNICEF. The workshop participants developed the operational aspects of the Action Plan to ensure and restore normalcy to children affected by war, including those children engaged in hazardous labour, street children, underage recruits and children seeking recruitment.

received his Ph.D. from the School of Oriental and African Studies, University of London, in 1978 under the supervision of Professor D.C. Lau. He is presently a professor of Chinese Philosophy at the University of Hawai'i and edits the journal Philosophy East and West . His major publications are Focusing the Familiar: A Translation and Philosophical Interpretation of the Zhongyong , Thinking Through Confucius; Anticipating China Thinking from the Han ; and Democracy of the Dead (all with David L. Hall); Master Sun: The Art of Warfare ; and The Analects of Confucius: A Philosophical Translation , a new translation of the Confucian Analects based on a recently discovered text that predates the previously oldest versions of the Analects by almost a thousand years. His current research is focused on the Daodejing . Professor Ames is the Co-Director of the Asian Studies Development Program. BARBARA WATSON ANDAYA was educated at the University of Sydney (BA, Dip.Ed), the University of Hawai`i (MA) and Cornell University (Ph.D.) She has taught and researched in Australia, Indonesia, Malaysia, the Netherlands, Portugal, England and New Zealand. A historian by training, she teaches all Southeast Asia, but her interest is the western Malay-Indonesia archipelago, on which she has published extensively. In 2000 she received a Guggenheim Award to work on her current project, a history of gender in Southeast Asia in the early modern period. A recent publication in this area is

  • The ending of the cold war has dramatically changed the world security environment. In the 1990's there has been only two interstate wars- Peru and Equador and Iraq and Kuwait- compared to 61 intrastate conflicts. The resurgence of ethnic and religious groups have altered the behaviors of insurgent groups. With increased globalization, international terrorism is fast emerging as the new threat to world order. Today, No state can secure its own security without developing cooperative and collective security agreements with its neighbours, if not the region. The Liberation Tigers of Tamil Eelam (LTTE), fighting for a separate ethnically cleansed Tamil enclave in Sri Lanka, has emerged as one of the most ruthless and dangerous Terrorist groups in the World. The LTTE receives or derives, sanctuary, finance, weapons, and training from other governments, non governmental organizations and individuals from across the globe.

      Dipak Gyawali is chair of the South Asia Regional Advisory Panel. He is a member of the Royal Nepal Academy of Science and one of the leading scholars of the environment, especially water, in South Asia. He is the editor of "Water Nepal" and the author of numerous articles and book chapters. His most recent publication is Water in Nepal (Himal: Kathmandu 2001), which is being republished by Zed Books, London. Imtiaz Ahmed is a professor and chair of the department of international relations at Dhaka University. He also directs the Centre for Alternatives, Dhaka. He is the author of numerous books and articles on South Asian security, Indian foreign policy, refugees and the environment, and South Asians in Japan. He is the editor of two journals, "Theoretical Perspectives" and "Afro- Asian Dialogue", the latter is jointly published with Codesria, Dakar. Sajeda Amin is a senior research associate at the Population Council, New York. She is the author of numerous publications in the field of demography, women studies, globalization and labour. Her present research is on garment workers in Bangladesh.
