2003 April 11 Peace Talks INDIA, SRI LANKA DISCUSS PEACE TALKS President Chandrika Bandaranaike Kumaratunga discussed with Indian leaders on the ongoing peace process between government and LTTE during her 4-day visit to India. The peace process was the main topic of talks between the visiting President Kumaratunga and Prime Minister Atal Behari Vajpayee and President Abdul Kalam.
"President Kumaratunga shared with her interlocutors her perspective of the peace process and how it is going," said, Indian External Affairs Ministry spokesman. Six rounds of peace talks have so far been held between LTTE and Sri Lankan government, who entered into a ceasefire in February last year. FOREIGN MINISTER TYRONNE FERNANDO HAS COMMENCED SERIES OF CONSULTATIONS WITH HIS COUNTER PARTS Foreign Minister Tyronne Fernando has commenced on a series of consultations and exchanges of view with his counterparts to work with them on collective efforts to restore the authority, effectiveness and credibility of UN as a premier force for peace.

Passing through the gloomy years of electricity outages and chaos of civil war, the country seems to be close to winning over all evils of the past. "We are developing a long-term plan to cope with the power shortage and we donít want to repeat the power cuts like those of previous years," said K.K.Y.W. Perera, secretary to the Sri Lankan Ministry of Power, at the inaugural ceremony of South Asia Regional Media Partnership on Energy. Conducted by the US Energy Association (USEA) under the South Asia Regional Energy Partnership Program and funded by the US Agency for International Development, the three-day seminar focused on ways of promoting energy exchange among the nations of South Asia. "At a time when the country is heading toward achieving long lasting peace in northeast with LTTE, we will require huge energy to rebuild the war-torn country. In that situation, we have to rely on our northern neighbor to have energy," said Vasana Wickersena, deputy news editor of Daily Mirror of Sri Lanka.

Chemical Research and Environmental Needs (CREN): A historical note Introduction The overall objective of this program was to improve the Science and Technology capability in member countries to enhance the quality of industrial input in an environmentally friendly manner and thereby improving the standard of living of people. Background An understanding of the chemical changes in the environment is of fundamental importance in seeking answers to the environmental consequences of chemical pollution. A symposium held in Brisbane in 1989 recommended the establishment of a regional (Asia Pacific) project to improve the understanding of the chemical make up of the environment and the relevant research and development with particular emphasis on procedures and techniques for environmental monitoring. Objectives

The Cholas, historically known as early as the third century B.C., emerge as imperial contenders in the ninth century to dominate the south and remain prominent for around four centuries. Significant expansion to the north is blocked by Western Chalukya dominance of the Deccan, but the Cholas conquer Sri Lanka at the turn of the millennium and seriously weaken the Shrivijaya empire in Southeast Asia. The Brihadeshvara Temple is built in Thanjavur (Tanjore) by Chola ruler Rajaraja ("king of kings"). Significantly larger and more elaborate than previous temples, the Brihadeshvara paves the way for future elaborations and expansions of temple design. South Indian temples from this period onward grow into large complexes composed of various elements, including a main temple, gateways, and subsidiary structures (such as smaller shrines, water tanks, and halls). Metal sculptures produced in the Chola kingdom are considered by art historians to be among the finest works of art in the world. Most images depict deities from the Shaiva and Vaishnava pantheons. Representations of Shiva as Nataraja or "Lord of Dance" are among the best known examples of the type.

Area: 65,610 sq. km. (25,332 sq. mi.); about the size of West Virginia.
Cities: Capital Colombo (pop. est. 1.3 millionurban area) Sri Jayewardenepura-Kotte is the officially designated capital and is the site of Parliament, but it is currently only an administrative center. Other cities Kandy (150,000), Jaffna (100,000), Galle (80,000).
Terrain: Coastal plains in the northern third of country; hills and mountains in south-central Sri Lanka rise to 2,133 meters (7,000 ft.).
Climate: Tropical. Rainy seasonslight in northeast, fall and winter, with average rainfall of 50 in.; heavy in southwest, summer and fall, with average rainfall of 200 in. People

April 11, Colombo: The Sri Lanka Monitoring Mission (SLMM) has said that they would urge the government to introduce amendments to the ceasefire agreement enabling proper decisions to be taken regarding the northeast sea border. The head of the mission, Tryggve Tellefsen, stated this when he met LTTE political wing leader S.P. Thamil Chelvan recently. They met at the Kilinochchi Peace Secretariat. Thamil Chelvan had said that both sides should be committed to the task of making a success of the peace process.

April 11, Colombo: The Cabinet of Ministers has approved a proposal to set up a Revenue Authority in order to streamline the government's tax collection process and make it more efficient. The departments of Excise, Customs and Inland Revenue will function under the supervision of the Revenue Authority. At present, these departments now function as independent entities. It was pointed out that as a result, the government loses about 600 million rupees annually. Minister Bandula Gunawardena said at Wednesday’s Cabinet meeting that the efficiency of the tax collection process would improve under the Revenue Authority.

This Bank began to grow despite severe competition from exchange Banks and informal money-lenders.
It opened its first branch in 1941 at Kandy and subsequently in outstation towns such as Galle, Jaffna and Trincomalee. Bank of Ceylon expanded it's activities through it's International Division and opened it's first overseas branch in 1949 in London.
The Bank was nationalized in 1961 to facilitate the national development efforts.
In keeping with the prevailing State policies at the time, the Bank had to fulfil the aspirations of the nation. Under the Agricultural Productivity Law which was enacted in 1972, Agrarian Service Centre branches were set up islandwide. As a result, the branch network expanded tremondously covering most of the rural areas of the Island. The introduction of open economic policies ushered in a new era in commercial banking in Sri Lanka. The Bank pioneered the introduction of Information Technology to the commercial banking sector of Sri Lanka. The first Foreign Currency Banking Unit (FCBU) was set up in 1979 consequent to the liberalization of exchange control regulations.
