History
In the 1960s at a time when the impact of development activities on Caribbean environments was beginning to be visible, intrusive and troublesome, a number of groups and individuals concerned with the conservation of the region's natural resources and cultural heritage, conceived the idea for the formation of a conservation group for the Caribbean region. With support from Laurence Rockefeller, who in the 1950's had purchased two-thirds of St. John (to the US Virgin Islands) and donated it for establishment of a National Park, a regional survey on conservation problems was carried out by Dr Carl Carlozzi of the University of Massachusetts. One of the first organizations to take concrete action to address on a regional basis the environmental problems brought by development, was the research wing of the then College of the Virgin Islands the Caribbean Research Institute. Established in October 1965, one of the CRI's first significant projects was the joint sponsorship of the Eastern Caribbean Conservation Conference on St. John, U.S. Virgin Islands along with the American Conservation Association, headed by Mr Rockefeller, and the Government of the U.S.V.I. The conference focused on the Carlozzi findings and was titled "Conservation in the Eastern Caribbean." It generated a sequence of activities throughout the region relating to conservation programmes and environmental activities. Particularly it recognized the need for international planning and cooperation in meeting the conservation requirements of the region and concluded its deliberations by recommending the establishment of a regional body to help meet these needs.

RBC Royal Bank of Canada's history in the Caribbean goes back a long way. In fact, the bank established branches in the Caribbean before some of Canada's western provinces.
Strong maritime roots influenced its representation throughout the West Indies and the Caribbean. Its commercial relations with the West Indies began with a group of merchants from Halifax, Nova Scotia, who formed the Merchant's Bank in 1864, and were engaged in the thriving sea-going trade between Halifax and the West Indies. In those days Canadian southbound ships carried mainly flour, codfish and timber, returning north with their cargoes of sugar, rum, cotton and spices.
Through branches established in all major trade centres in the Caribbean, RBC offered valuable facilities for promoting trade.
Early days
The bank's first venture south was Bermuda in 1882 followed by Cuba in 1899. By 1914, the bank's international network included Puerto Rico, Bahamas, Trinidad, Jamaica, Dominican Republic, Barbados, British Honduras (now Belize) and Grenada. In that same year, RBC purchased the British Guiana Bank that had opened in 1836. By 1984 the bank had opened a total of 15 branches in Guyana (formerly British Guiana) and in November 1984 RBC ceased to operate in Guyana. The Bio-diversity Centre in Georgetown, created to study Guyana's largely intact rain forest, was built with funds from RBC's operations in Guyana, since it was impossible to take them out of the country due to foreign exchange restrictions.

The National Flag of St. Kitts and Nevis features green for our fertile lands, yellow for our year-round sunshine, black for our African heritage, and red for our struggle from slavery through colonialism to Independence. It also displays two white stars on a black diagonal bar, symbols of hope and liberty. Map of St. Kitts Coat of Arms The centre of the coat of arms is dominated by a shield at the base of which is a lighter in full sail. The lighter is one of the traditional means of transportation. A red chevron is highlighted by two poinciana flowers. At the top of the shield on the blue background is the head of a Carib, supported by the fleur de lis and a rose. The Caribs were the early inhabitants of the islands, and the fleur de lis and rose signify the French and English influences.

STATEMENT BY THE GOVERNOR FOR ST. KITTS AND NEVIS
THE HONOURABLE DR. DENZIL DOUGLAS

Mr. Chairman, Fellow Governors, Mr. President, Directors, Officers of the Caribbean Development Bank, Distinguished Guests, Observers, Ladies and Gentlemen:
On behalf of my Delegation, I extend thanks to the Government and People of St. Lucia for being such gracious hosts. We appreciate all the efforts that have been expended in order for us to be afforded the high level of comfort and enjoyment we have been experiencing during this visit. I have no doubt that the warmth and charm of the island and the St. Lucian People will help to smooth and excite our minds as we deliberate on the various areas of concern to us all.
The winds of change are indeed blowing throughout the world and our response to these changes will determine the future of the Caribbean Region. The fast pace at which we are expected to respond to these global changes serves to amplify the scale and magnitude of the challenges that lie ahead for this Region. As a premiere regional development institution, the CDB continues to carry out its development mandate with great distinction and to record numerous noteworthy achievements in spite of several threatening circumstances.
However, there are uncharted waters to be navigated and many challenges yet to be conquered as we look to the CDB to play an even greater role in finding innovative solutions to the many developmental problems confronting this Region. We, therefore, welcome the various initiatives which the Bank has recently launched with a view to improving efficiency and productivity, and maintaining relevance. More specifically, we eagerly anticipate the full implementation of the plan which comes as a result of the recently concluded Operations Audit.

In addition, USAID's Office of Foreign Disaster Assistance provides technical and financial assistance to improve disaster readiness/preparedness in this hurricane prone region. Though region-wide in scope, USAID's regional strategy has a special focus on the English-speaking Eastern Caribbean. The USAID Jamaica staff based in Kingston together with a small satellite office staff located in Bridgetown, Barbados, manages the programs.

EARLY CHILDHOOD INVESTMENT IN ST KITTS AND NEVIS: A MODEL FOR THE CARIBBEAN?
Janet Brown

There are two kinds of activities that appear particularly salient for our species. The first is work.... The second is the way in which we raise our young....At this point in history, we... have developed a pattern in which these two centrally human activities are placed in conflict with each other....At the present time, less by decision than by default, we are allowing our families, and our children, to pay the price Ufie Bronfenbrenner (1981) This quotation from the well-known child psychologist Bronfenbrenner was cited as the introduction to a proposal from the Government of St. Kitts-Nevis to USAID in 1981, a proposal to fund a joint project of the Ministry of Education's Early Childhood Unit and the High/Scope Educational Research Foundation, based in Ypsilanti, Michigan. This was almost a dozen years before High/Scope gained worldwide attention with its Perry Preschool longitudinal study — research which followed up a group of at-risk inner-city children enrolled in a quality preschool experience 27 years later. The results of that study have been instrumental over the past 6 or 7 years in convincing major funders like the World Bank, USAID, and the Inter American Development Bank, as well as many governments, to up their investments in early childhood interventions in anticipation of the potential accrued benefits.
